DECREE-LAW
No. 001/SLT dated April 19, 1957 prohibits all speculative economic activities.
PRESIDENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
Based on the Resolution of the National Assembly on January 24, 1957;
At the proposal of the Council of Ministers;
After the Standing Committee of the National Assembly voted in agreement.
ISSUES THE DECREE-LAW:
Article 1
To contribute to ensuring price stability, promoting production, implementing state plans, restoring and developing the national economy, protecting and encouraging legitimate business activities, improving people's living standards, all speculative actions are hereby prohibited.
Article 2
Speculation refers to actions by organizations or individuals who take advantage of difficulties in production, distribution, consumption, or create such difficulties for the purpose of hoarding, concealing, stockpiling goods, raising prices, causing market chaos, or using other means with the aim of unjust enrichment at the expense of consumers and the national economy.
Article 3
Persons violating this law and their accomplices shall be punished by competent authorities according to the severity of the offense as follows: warning, suspension or permanent revocation of business registration certificates, prosecution before courts. Those prosecuted will face fines ranging from ten thousand dong to one hundred million dong and imprisonment for a term of one month to five years, or either penalty.
Additionally, illegal goods may be confiscated in part or entirely, or purchased compulsorily.
Article 4
Persons who voluntarily report their violations will receive appropriate leniency depending on the severity of the offense.
Article 5
Individuals contributing to the discovery or apprehension of speculative activities by responsible agencies shall be rewarded.
The reward system shall be stipulated in a decree issued by the Prime Minister.
Article 6
The Prime Minister will specify which agencies have the authority to search, record, temporarily detain, warn, and prosecute cases of violations as prescribed in this Decree-Law.
Article 7
All regulations contrary to this Decree-Law are hereby abolished.
Article 8
The Prime Minister will stipulate the details for implementing this Decree-Law./.
