THE MINISTER OF INDUSTRY AND TRADE
Pursuant to Resolution No. 01/2007/QH12 dated July 31, 2007 of the National Assembly of the Socialist Republic of Vietnam, the twelfth session, first meeting, concerning the structure of the Government and the number of Deputy Prime Ministers for the twelfth term;
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 55/2007/NĐ-CP dated April 6, 2007 of the Government on petroleum trading;
Considering the proposal of the Director of the Department of Planning and Investment,
DECISION:
Clause 4 of Article 6Petroleum distribution enterprises shall carry out imports and circulation of diesel fuel according to the following specific regulations:
1. Proceed with imports and ensure supply to the domestic market two types of diesel fuel with sulfur content of 500 mg/kg (DO 0,05S) and 2,500 mg/kg (DO 0,25S).
2. Organize the supply of diesel fuel on the market ensuring:
a. Not selling diesel fuel with sulfur content greater than 500 mg/kg to road transport vehicles;
b. For gas stations specifically serving road transport vehicles, implement the sale of only one type of diesel fuel DO 0,05S;
c. For other gas stations, they may sell both types of diesel fuel mentioned above.
Retail outlets selling diesel fuel and fuel pumps must clearly indicate the sulfur content and the type of diesel fuel suitable for which category of users (road transport vehicles or ships...).
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentProvincial Departments of Commerce under central cities shall conduct inspections and supervision of the implementation of diesel fuel imports and circulation, ensuring market stability, promptly identifying and handling violations.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. The Director of the Department of Planning and Investment, the Director of the Department of Domestic Market Policy, the Director of the Department of Import and Export, the Directors of Provincial Departments of Commerce under central cities, the Directors of petroleum distribution enterprises, heads of relevant agencies, organizations, and individuals are responsible for implementing this Decision./.
