RESOLUTION

Regular Meeting of the Government for December 1998

On December 30 and 31, 1998, the Government convened its regular meeting for December 1998 to discuss and adopt the following issues:

1. Adoption of the Report on "Review of the Government's Guidance and Management in 1998 and the Program of Work for 1999," presented by Deputy Director of the Government Office Doan Manh Giao. 

In 1998, the Government effectively implemented the Resolutions of the Party and the National Assembly and the Program of Work of the Government; resolved a large volume of work with focus and priority; took a step closer to grassroots administrative operations; actively and sensitively managed economic and social issues, national defense, security, and foreign affairs; made many improvements in guidance methods and working procedures... However, there were still pressing issues that were raised at the beginning of the year or from previous years but were implemented slowly and with low effectiveness, such as administrative reform, restructuring and modernizing state-owned enterprise management mechanisms, information reporting work, thrift, and waste prevention...

The Government determined the need for specific measures to address these weaknesses, creating significant changes right from the start of 1999, strictly implementing the Working Regulations of the Government, continuing to promote administrative reform, practicing democracy and transparency, innovating leadership styles, proactively coordinating work among sectors and levels, and properly handling relations with the people, organizations, and enterprises.

Direct the Ministers, Heads of Ministries equivalent to Ministries, and agencies under the Government to carefully review the projects registered in the Program of Work for 1999, ensuring they align with the key tasks of the Government for 1999 and have practical and high feasibility; simultaneously organizing the implementation of project development assigned in the Program from the beginning of the year.

Direct the Government Office to compile and submit to the Prime Minister for signature and issuance the List of Projects to be submitted to the Government and the Prime Minister within the Program of Work of the Government for 1999; at the same time, incorporate the opinions contributed during this meeting, finalize the Report on "Review of the Government's Guidance and Management in 1998 and the Program of Work for 1999," and send it to members of the Government, Heads of agencies under the Government, Chairpersons of People's Councils, and Chairpersons of Provincial People's Committees directly under the Central Government for implementation.

2. Adoption of the Draft Law on Press (Amended), presented by Minister of Culture and Information Nguyen Khoa Dien. Direct the Ministry of Culture and Information to coordinate with the Ministry of Justice, the Government Office, and relevant agencies, incorporate the opinions of Government members and those expressed during this meeting, particularly regarding the division of State management responsibilities for press, complete the Draft Law, and submit it to the Prime Minister for decision to present to the National Assembly in January 1999.

3. Adoption of the Draft Ordinance on Income Tax for High-Income Individuals (Amended), presented by Minister of Finance Nguyen Sinh Hung. Direct the Ministry of Finance to coordinate with the Ministry of Justice, the Government Office, and relevant agencies, incorporate the opinions of Government members, complete the Draft Ordinance, and submit it to the Prime Minister for decision to present to the Standing Committee of the National Assembly in January 1999.

4. At this meeting, the Ministry of Planning and Investment presented to the Government the "Report on the Implementation of the Plan in December 1998, the Entire Year 1998, and Measures for Plan Management in the First Quarter of 1999." The Government requests the Ministries, agencies equivalent to Ministries, agencies under the Government, and Provincial People's Committees directly under the Central Government to organize the allocation of plans for 1999 to the grassroots level for immediate implementation according to Decision No. 248/1998/QD-TTg dated December 24, 1998, of the Prime Minister; maintain close and timely coordination to propose solutions to assist the Prime Minister in effectively managing the plan for 1999.
