Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government stipulating the tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decision No. 05/1999/QĐ-BGD&ĐT dated February 23, 1999 of the Minister of Education and Training promulgating the Regulations on Admission to Universities, Colleges, and Secondary Vocational Schools (regular system) and Decision No. 20/2000/QĐ-BGD&ĐT dated June 8, 2000 of the Minister of Education and Training amending and supplementing certain provisions of the Regulations on Admission to Universities, Colleges, and Secondary Vocational Schools (regular system);
At the proposal of the Heads of the University Department and the Department of Continuing Education;
DECISION:
Article 1. This Decision regulates the admission examination for enrollment in universities and colleges under the form of part-time study (the old at-work system) within non-formal education methods.
The admission for distance learning and self-study with guidance shall be regulated by other documents of the Ministry of Education and Training.
Article 2. Universities and colleges when enrolling students in universities and colleges under the form of part-time study shall implement the following regulations:
1. Fully apply all provisions of Articles 2, 3, 5, Clause 1 and Clause 3 Article 7, Articles 9, 10, 11, 12, 13, 14, Clause 1 and Clause 3 Article 15, Articles 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39 of the Regulations on Admission to Universities, Colleges, and Secondary Vocational Schools (regular system) issued pursuant to Decision No. 05/1999/QĐ-BGD&ĐT dated February 23, 1999 and amended and supplemented according to Decision No. 20/2000/QĐ-BGD&ĐT dated June 8, 2000 of the Minister of Education and Training (hereinafter referred to as Regulation 05).
2. Admission Examination Period
a) Each year, universities and colleges with quotas for part-time study shall organize an examination to admit candidates for training under the part-time study form of that institution.
The Rector of each school shall be responsible for implementing all four main stages in the admission process: preparing the examination questions, organizing the examination, grading and re-grading, reviewing admissions, and summoning admitted candidates in accordance with the provisions of Regulation 05.
b) In November each year, People's Committees of provinces and centrally-administered cities, and Heads of Ministries and sectors need to send the Ministry of Education and Training and universities and colleges documents clearly stating the training requirements for part-time study for the next year (regarding quantity, target groups for admission, level and field of training, funding sources, and location of classes).
Based on the quota for part-time study assigned, based on the capacity for training and quality assurance conditions, the Rector of the university or college decides the quota for admission for each locality, Ministry, or Sector.
c) Part-time study training classes are mainly located at universities and colleges. Setting up classes in some localities is only considered for areas with difficult economic and social conditions, particularly difficult conditions, and have sufficient student numbers to establish a class. The location where the class is set up in the locality must be a training facility ensuring a teaching environment; having sufficient conditions to organize practical exercises and experiments according to course requirements; having adequate educational materials and means to serve teaching and learning at the university and college level; having staff experienced in training management work.
Universities and colleges bear full responsibility for the entire process of recruitment, organization of teaching and learning, examination, testing, and graduation certification for part-time study training. The training facility - the location where the class is set up in the locality only supports student management work when requested by the school.
3. Eligibility Requirements for the Examination
In addition to the provisions of Article 4 of Regulation 05, every candidate participating in the admission examination for part-time study must be confirmed by the People's Committee of the commune or township or the Head of the agency or unit that they have worked or served in the locality or agency or unit for at least 12 months prior to the date of the examination.
4. Categories of Candidates Admitted Directly to Study Under the Form of Part-Time Study
a) Heroes of Labor, Heroes of the Armed Forces, National Model Workers who have a high school diploma or equivalent.
b) Individuals who have taken the examination and been admitted to universities or colleges (regular or non-regular systems), but were immediately drafted for military service or volunteer service that year, and now have completed their service and been discharged, but have not been admitted to any class, if introduced by a regiment-level unit in the military or the General Volunteer Youth Corps, provided they meet the health conditions, have all valid documents, and have not exceeded five years since taking the university or college entrance examination, then they will be considered for admission to the previous school without having to retake the examination, if more than five years have passed, they must take the admission examination again.
c) Athletes who have a high school diploma or equivalent may be directly admitted to:
- Universities of Physical Education and Sports if they belong to one of the following categories: members of the national team who have participated in international competitions; champions (Gold Medalists) in the first-class national championships; national master athletes.
- Colleges of Physical Education and Sports if they belong to one of the following categories: second-place or third-place winners (Silver Medalists, Bronze Medalists) in the first-class national championships; champions (Gold Medalists) in the National Fitness Festival, national first-class athletes.
National first-class athletes, if applying to universities of Physical Education and Sports, are exempt from the sports skills test and receive a perfect score of 10 in that subject.
The period for enjoying priority for members of national teams who have participated in international competitions and athletes who have won medals or been awarded sports ranks shall not exceed four years from the date of applying to Sports University and Sports College.
d) Art students who have obtained a high school graduation certificate or equivalent, or a diploma from an art college and have won an official award in national or international professional art contests in singing, dancing, or music may be directly admitted to study corresponding undergraduate or college programs at art schools (if such programs are offered). The period for enjoying priority shall not exceed four years from the date of winning the award or medal to the date of applying to university or college.
đ) Those who have obtained a university or college degree and wish to study at university or college through a work-study program in the same field, group of fields, or examination category as their previous studies may be directly admitted to study at university or college through a work-study program.
5. Application forms and procedures for registering to take the exam, transferring admission notices.
a) At least three months before the exam date, universities and colleges are responsible for publicly announcing at their institutions and in localities with quotas for work-study enrollment plans, including: enrollment quotas for each major, subjects, examination categories, and exam dates.
The Rector (or Chairman of the Admissions Board) assigns the Training Department or Part-time Faculty Department, or the Secretariat to organize the receipt of application forms for the exam and registration fees, and sends the admission notice directly to candidates one month before the exam date, while informing them to supplement necessary documents. After submitting the application form for the exam, if there are changes in family or personal circumstances, candidates are responsible for promptly supplementing and notifying the institution before the exam date and submitting all supplementary legal documents when attending the exam.
After the exam date, the institutions will not accept additional documents.
b) Candidates applying to a particular school must submit the application form for the exam and registration fee to that school.
For classes located at the school, candidates submit one set of application forms for the exam, for classes located in localities, candidates submit two sets of application forms for the exam (one set retained by the school's Admissions Board, one set kept at the class location).
The application form for the exam follows the model prescribed by the Ministry of Education and Training.
Article 3. This Decision takes effect fifteen days after the signing date and replaces Decision No. 2241/GD-ĐT dated August 8, 1994, issued by the Minister of Education and Training on the issuance of the Regulations on Admissions to part-time training programs in universities and colleges. All previous documents inconsistent with this Decision are abolished.
Article 4. The Heads of the Office, Inspector General of Education, Deputy Ministers of Higher Education, Continuing Education, and related departments, Directors of National Universities, Directors of Thai Nguyen, Da Nang, Hue Universities, Deans of universities and colleges, and Directors of Provincial Departments of Education and Training are responsible for implementing this Decision.
