CIRCULAR OF THE MINISTRY OF HEALTH
Regarding the supplementary guidance for point a, section 1, part II of Circular No. 22/2001/TT-BYT dated 15/11/2001 concerning the cost for a unit of blood meeting the standard
Pursuant to Decision No. 43/2000/QÐ-TTg dated April 7, 2000 of the Prime Minister on mobilizing and encouraging people to donate blood for humanitarian purposes and Decision No. 198/2001/QÐ-TTg dated December 28, 2001 of the Prime Minister approving the Blood Safety Program, to ensure sufficient high-quality blood to meet emergency and treatment needs and to promote the goal of mobilizing everyone to donate blood without payment; with the agreement of the Ministry of Finance in Circular No. 1115/TC-HCSN dated January 30, 2003, the Ministry of Health provides supplementary guidance for point a, section 1, part II of Circular No. 22/2001/TT-BYT dated November 15, 2001 regarding the use of funds for blood donors as follows:
I. General Provisions:
1. A unit of blood meeting the standard, as prescribed, has a volume of 250 ml, 350 ml, or 450 ml of whole blood collected in plastic bags containing anticoagulant CPD-A1 and undergoing all necessary screening tests to ensure safe blood transfusion according to regulations.
2. The cost for a unit of blood meeting the standard shall be implemented in accordance with Circular No. 22/2001/TT-BYT dated November 15, 2001 of the Ministry of Health guiding the cost for a unit of blood meeting the standard, specifically as follows: VND 260,000 for a unit of blood with a volume of 250 ml; VND 364,000 for a unit of blood with a volume of 350 ml; and VND 468,000 for a unit of blood with a volume of 450 ml.
II. Specific Provisions:
The compensation amount for blood donors stipulated in point a, section 1, part II of Circular No. 22/2001/TT-BYT dated November 15, 2001, such as VND 150,000 for a unit of blood with a volume of 250 ml; VND 210,000 for a unit of blood with a volume of 350 ml; and VND 270,000 for a unit of blood with a volume of 450 ml, shall be used as follows:
1. For professional blood donors:
a) Costs for light refreshments at the donation site for blood donors: VND 10,000 per person. Blood collection facilities are responsible for organizing these refreshments thoroughly and transparently so that donors can eat before and after donating blood.
b) Direct payment to blood donors: VND 140,000 for a unit of blood with a volume of 250 ml; VND 200,000 for a unit of blood with a volume of 350 ml; and VND 260,000 for a unit of blood with a volume of 450 ml.
2. For voluntary and humanitarian blood donors:
In order to achieve the target of mobilizing voluntary blood donors without payment reaching 50% by 2005 and over 70% by 2010 as per Decision No. 198/2001/QÐ-TTg dated December 28, 2001 of the Prime Minister approving the Blood Safety Program, the compensation amount for voluntary and humanitarian blood donors shall be used as follows:
a) Costs for light refreshments at the donation site for voluntary and humanitarian blood donors: VND 10,000 per person.
Blood collection facilities are responsible for organizing these refreshments thoroughly and transparently so that voluntary and humanitarian blood donors can eat before and after donating blood.
b) Health recovery allowance for the first few days after donating blood for voluntary and humanitarian blood donors, with a maximum amount of: VND 80,000 for a unit of blood with a volume of 250 ml; VND 120,000 for a unit of blood with a volume of 350 ml; and VND 160,000 for a unit of blood with a volume of 450 ml. If voluntary blood donors do not accept or accept less than the specified health recovery allowance, the remaining amount shall be used as stipulated in point d, section 2, part II of this Circular.
c) Costs for publicity, mobilization, printing of materials, certificates to honor blood donors, summarizing and rewarding activities, and direct costs for organizing voluntary blood donation days, with a maximum amount of VND 30,000 per unit of blood collected (250 ml, 350 ml, or 450 ml). This funding shall be transferred to Blood Donation Mobilization Committees through contracts of responsibility between hospitals and voluntary blood donation mobilization committees. The total number of units of blood collected will serve as the basis for settlement and contract termination.
The Central Institute of Hematology and Blood Transfusion shall coordinate with the Vietnam Red Cross to establish a model certificate to honor blood donors and guide localities to implement it uniformly.
d) Any remaining funds after allocating for the activities mentioned in points a, b, and c above and the compensation for blood donors stipulated in point b but not accepted or accepted less than the specified amount (if applicable) shall be retained and supplemented to the operating budget of hospitals directly collecting blood for the following purposes:
Supporting part of the costs for medical examinations, blood, and blood products for voluntary blood donors who need medical care or blood transfusions more than three times.
Supporting those with blood-related diseases in difficult circumstances who have to pay high blood costs.
Covering the costs of blood units that are destroyed due to non-compliance with quality standards (due to blood infection from blood-transmitted diseases or due to insufficient blood volume leading to excess anticoagulant and unusability), exceeding the specified limit (6%) as stipulated in Circular No. 22/2001/TT-BYT dated November 15, 2001 of the Ministry of Health.
Supporting direct costs for hospital activities in collecting blood outside regular working hours at voluntary blood donation sites.
III. Implementation:
1. Provincial People's Committees (hereinafter referred to as provinces) are responsible for establishing and improving the Blood Donation Mobilization Campaign Steering Committee (headed by a member of the Provincial People's Committee; the Vice Chairman of the Provincial Red Cross Society serves as the Deputy Chairman in charge; the Vice Chairman of the Provincial Department of Health serves as the Deputy Chairman; the Vice Chairman of the Provincial Youth Union serves as the Deputy Chairman; and other members include representatives from the Propaganda Department, the People's Council, the Women's Union, and healthcare facilities...).
The People's Committees of the provinces shall examine and decide on the specific levels and forms of expenditure for voluntary blood donors based on the actual situation of their respective localities, in accordance with points b and c of Section 2, Part II above, to ensure compliance with the goals set forth in Decision No. 198/2001/QÐ-TTg dated December 28, 2001 of the Prime Minister. Localities are encouraged to quickly achieve the goal of mobilizing无偿献血者并应在实施前向卫生部报告。
2. Medical facilities with the function of collecting, screening, storing, and transfusing blood shall cooperate with the Blood Donation Campaign Steering Committee to effectively organize mobilization and collection of blood.
3. The Institute of Hematology and Blood Transfusion shall be responsible for guiding the procedures for blood collection in accordance with professional technical regulations.
This Circular shall take effect fifteen days from the date of issuance. Any difficulties encountered during implementation should be reported to the Ministry of Health for review and resolution.
