JOINT CIRCULAR
GUIDELINES FOR IMPLEMENTING RESOLUTION NO. 211/2003/NQ-UBTVQH11 OF THE NATIONAL ASSEMBLY STANDING COMMITTEE ON UNIFORM REGIME FOR JUDGES AND PUBLIC OFFICIALS OF PEOPLE'S COURTS AT ALL LEVELS AND LOCAL CITIZEN JUDGES
To implement Resolution No. 221/2003/NQ-UBTVQH11 of the National Assembly Standing Committee on Uniforms for Judges and Public Officials of the Judiciary and Citizen Judges, Judge Identity Cards, and Citizen Judge Identity Cards, the Supreme People's Court and the Ministry of Finance provide guidelines for implementing the uniform regime for judges and public officials of people's courts at all levels and citizen judges as follows:
I. OBJECTS ELIGIBLE FOR UNIFORM ISSUANCE
The objects eligible for uniform issuance include:
1. Judges and public officials of people's courts at all levels who are recruited within approved establishment limits.
2. Persons elected as citizen judges of people's courts.
II. QUALITY STANDARDS AND REPLACEMENT PERIOD FOR UNIFORMS
1. Public officials of people's courts at all levels shall be issued uniforms according to the following replacement periods:

Judges and court secretaries shall also be issued document cases every three years.
2. Citizen judges of local people's courts shall be issued uniforms according to the following replacement periods:

The form, color, and material of the uniforms for judges, public officials of people's courts at all levels, and citizen judges shall be prescribed by the Chief Justice of the Supreme People's Court.
2. Uniforms for civil servants in the Procuracy sector are issued in physical form. The Supreme People's Procuracy is responsible for managing, guiding, inspecting the manufacture, issuance, and use of uniforms in accordance with current regulations.
1. Each year, based on the objects eligible for uniform issuance, the quantity and types of uniforms reaching their replacement period, subordinate budget units under the Supreme People's Court shall prepare their budget together with the annual state budget and submit it to the Supreme People's Court for consolidation into the total industry budget submitted to the Ministry of Finance.
2. The Chief Justice of each level of people's court shall be responsible for organizing the procurement of uniforms for judges, public officials of people's courts, and citizen judges at that level in accordance with current financial management regulations and the guidelines on objects, types, and replacement periods stipulated in this Joint Circular; maintain records of uniform distribution to individuals according to a unified format prescribed by the Supreme People's Court.
3. If uniforms are damaged or lost due to objective reasons, they will be replenished by the issuing authority. In cases without justifiable reasons, individuals must purchase replacements themselves.
4. The funds for purchasing uniforms for judges, public officials of the judiciary, and citizen judges are allocated in the annual budget of the judicial sector.
5. Payment and settlement of costs for making and purchasing uniforms for judges, public officials, and citizen judges at all levels shall be carried out in accordance with the State Budget Law and current guiding documents.
IV. EFFECTIVE DATE
This Circular shall take effect fifteen days from the date of publication in the Official Gazette and shall supersede Joint Circular No. 195/TT-LN dated March 11, 1995 of the Ministry of Justice, the Supreme People's Court, and the Ministry of Finance on Guidelines for Implementing the Uniform Regime for Judges and Staff of People's Courts at All Levels, and Joint Circular No. 09/2001/TT-LN dated December 19, 2001 of the Ministry of Justice, the Supreme People's Court, and the Ministry of Finance on Guidelines for Implementing the Uniform Regime for Citizen Judges of People's Courts at All Levels.
Any difficulties encountered during implementation should be reported to the Supreme People's Court and the Ministry of Finance for study and resolution./.
