DIRECTIVE OF THE MINISTER OF FINANCE

on self-criticism and criticism for the year 2004 for leaders of units under the Ministry of Finance 

    To implement the Conclusion of the Fourth Plenary Session of the Central Committee (Term IX) on continuing to implement Resolution of the Sixth Plenum (Session II) Term VIII, and to implement Circular No. 33-HD/BTCTW dated November 16, 2004 of the Central Organization Department on self-criticism and criticism for the year 2004 for party committees, party organizations, and leadership cadres at all levels in conjunction with cadre assessment work,  to deploy and implement self-criticism and criticism at the end of 2004 for leaders of units under the Ministry of Finance, the Minister issues the following directive:

1. Heads of units under the Ministry shall organize the implementation of self-criticism and criticism by collectives and individuals among leadership cadres, focusing on reviewing and clarifying responsibilities in leading the implementation of political tasks, combating bureaucracy, corruption, waste, and other negative phenomena in 2004, and linking it with the main strengths and weaknesses during their term of office; ensuring that the following requirements are met:

- Accurately assess the good achievements made to promote them; particularly, clearly identify the weaknesses and shortcomings in leadership, management, and operational control, and determine the responsibility of collectives and individuals, especially those of the heads.

Promote combativeness, sense of responsibility, and self-awareness among collectives and individuals; overcome manifestations of leniency, avoidance, or softness, and formalism; strictly prohibit reprisals against critics or the abuse of criticism to slander and damage the reputation of cadres; key leadership cadres must set an example in self-criticism and criticism.

After the review, verify and conclude on issues where there are differing opinions; handle strictly cases of intentional violation of discipline, non-self-awareness in recognizing and correcting weaknesses; self-criticism and criticism must enhance internal unity and strengthen confidence in leadership cadres.

- Link the end-of-year review in 2004 with the review of work and cadre assessment at the end of the term, serving as a basis for personnel preparation and cadre planning for the period 2005-2010.

- Heads of agencies need to coordinate with party committees to direct and inspect the preparation and conduct of reviews by collectives and individuals under their management; suggest issues to focus on in the review for some collectives and individual leadership cadres if deemed necessary.

The suggestion for the review of leadership collectives of units under the Ministry and General Director positions shall be decided by the Ministry.

2. Content of self-criticism and criticism

a. For leadership collectives of units:

- Implementation of Party and State policies in formulating programs, plans, solutions, and results in organizing the implementation of political tasks of the unit.

- Identification and resolution of prominent, urgent issues, cases of corruption, waste, negativity, internal disunity, complaints, and citizen petitions; responsibility of the leadership collective and the head regarding these weaknesses and shortcomings.

- Leadership in cadre management, including selection, evaluation, planning, training, promotion, appointment, and implementation of cadre policies; leadership in enforcing discipline, rules, democratic centralism principles, and self-criticism and criticism within the unit.

- Leadership in education and cultivation, maintaining moral character and lifestyle, organizational discipline, anti-bureaucracy, anti-corruption, and anti-waste; handling of cadres violating moral character, corruption, waste, and other negative behaviors.

b. For individual leadership cadres:

- Understanding and compliance with Party directives and state laws, organizational discipline awareness, sense of responsibility, results, and contributions in the assigned position concerning the implementation of tasks in the responsible field; personal responsibility for the weaknesses and shortcomings of the unit and the cadres under their responsibility.

- Implementation of regulations in work, spirit of construction, maintenance of internal unity, opposition to individualism, opportunism, and factionalism.

- Struggle for ideological-political improvement, moral character, and lifestyle, demonstrating combativeness, non-corruption, and firm opposition to corruption, waste, harassment, bureaucracy, autocracy, luxury, etc.; not allowing family members to exploit their positions for personal gain.

- Supplementing personal history reports, declaring property, production and business establishments.

3. Procedure and plan for implementation

a. For leadership collectives of units under the Ministry:

- Unit heads directly guide the preparation of the collective leadership review report; suggest review points for collectives and individuals under their management if deemed necessary.

- Organize self-criticism and criticism within the leadership collective with the participation of the current-level party committee's standing committee (or the entire party committee if there is no standing committee); for collectives with suggested review points from higher levels, they must conduct deep reviews and report explanations to clarify the suggested issues.

- After the review, report the content of self-criticism and criticism of the leadership collective to key cadres of the unit (party committee, department leaders, trade union, youth organization; for places with few cadres, report to all unit cadres) to solicit feedback for the review report. The leadership collective of the unit will incorporate the feedback and finalize the review report to submit to higher authorities (directly managing authority).

b. For individual leadership cadres of units under the Ministry:

- Each cadre prepares an individual self-review report; implement the individual self-criticism and criticism report before the leadership collective and the current-level party committee's standing committee (or the entire party committee if there is no standing committee).

- After the self-criticism session, each member of the leadership cadre shall report their self-criticism and mutual criticism before the Party committee, leadership body, and the leadership of subordinate units (departments, offices, bureaus, administrations under the unit) and the Standing Committee of the Trade Union to seek opinions for participation and to complete the self-criticism report. The head of the unit shall confirm and send it back to the higher management body overseeing that leadership cadre (attached with excerpts from the meeting minutes) for consolidation, management, and archiving. The individual self-criticism report of the leadership cadre must include comments from the Party branch where the cadre resides.

c- For the leadership collectives and leadership cadres of subordinate units of the Ministry (subordinate General Departments, Academies, State-owned Enterprises...), the head of the unit shall provide specific guidance on implementing this Directive in spirit and content.

d- Implementation Plan: the self-criticism and mutual criticism for the year 2004, combined with the final term review for the period 2001-2005, must be implemented and completed in the first quarter of 2005; the self-criticism reports, updated biographies, and asset declarations must be submitted to the higher management body (according to the level of authority) before March 31, 2005.

Heads of units under the Ministry are responsible for implementing and directing subordinates to strictly follow this Directive.
