THE MINISTER OF INDUSTRY

Pursuant to the Education Law dated December 2, 1998;

Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;

Pursuant to Decision No. 214/2004/QĐ-TTg dated December 24, 2004 of the Prime Minister on the establishment of Ho Chi Minh City University of Industry based on Industrial College IV;

Article 1. Ho Chi Minh City University of Industry (hereinafter referred to as the University), is a unit under the Ministry of Industry, with the function of training and enhancing human resources at the bachelor's level in technical-industrial economics and lower levels in the fields of: Mechanical engineering, power, electricity, heat, electronics, food industry, chemistry, fashion design, information technology, economics, foreign languages, biology, and environment according to the framework structure of the national education system, educational and training certificates and diplomas as stipulated in the Education Law dated December 2, 1998, it is a research and development base for science and technology serving management, production and business in the industrial sector and socio-economic development.

The University is subject to comprehensive and direct leadership and management by the Ministry of Industry; state management by the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, relevant ministries and sectors, and administrative management by the People's Committee of Ho Chi Minh City where the University is headquartered; it enjoys policies and systems applied to the university, college, vocational high school, and training systems as prescribed by the State.

Branch 2: No. 39 August Revolution Street, Quyet Thang Ward, Bien Hoa City, Dong Nai Province;

Branch 3: Vung Tau City, Ba Ria - Vung Tau Province.

Article 2. The University has the following main tasks:

1. Training human resources at the bachelor's level in technical-industrial economics and lower levels in the fields of: Mechanical engineering, power, electricity, heat, electronics, food industry, chemistry, fashion design, information technology, economics, foreign languages, biology, and environment according to the framework structure of the national education system, educational and training certificates and diplomas as stipulated in the Education Law.

2. Retraining and enhancing the cadre of managers in specialized technical-industrial economics, high-level technical workers meeting the standards prescribed by the State and the requirements of agencies and enterprises both within and outside the industry.

3. Developing curricula, textbooks, teaching plans, and learning programs for permitted professions according to the framework program issued by the Ministry of Education and Training.

4. Organize and implement student recruitment, student management, training activities, graduation certification, and issuance of graduation certificates in accordance with the Education Law.

5. Building, training, and enhancing the faculty team to ensure sufficient quantity, balanced structure in terms of qualifications and professions according to the standards prescribed by the Ministry of Education and Training.

6. Organizing research, implementation, and transfer of specialized science and technology, scientific and technical service activities, experimental production, production and business activities suitable to the training professions; providing career counseling and job placement services for students and graduates and for units in need.

7. Organizing information activities through various forms such as specialized conferences, scientific seminars, surveys, study tours, printing and publishing materials, books, and textbooks to serve training and scientific research activities as prescribed by the State.

8. Implementing international cooperation and collaboration in training and retraining human resources, research, and implementation of science and technology with domestic and foreign organizations, institutions, and individuals in accordance with the law.

9. Managing and using material assets, property, and funds provided by the State and the Ministry of Industry for their intended purposes and effectively.

11. Maintaining political security and social order within the University; protecting assets and state secrets; implementing regulations and measures for labor safety and protection.

12. Implementing periodic and ad hoc reports as required by the Ministry of Industry and relevant state management agencies.

13. Fulfilling other tasks as prescribed by law.

Article 3. Organizational Structure of the University

4. Training, Production, and Service Facilities, including: laboratories, libraries, cultural houses; enterprises, service centers: training, science and technology, computer, foreign language, experimental production bases, production and business, career counseling and job placement, student and pupil life services, product showcase shops.

Article 4. The Director of the University is responsible for:

a) Submitting to the Minister of Industry for approval the Charter of Organization and Operation of the University based on the University Charter issued together with Decision No. 153/2003/QĐ-TTg dated December 10, 2003 of the Prime Minister;

b) Based on the approved Charter; defining functions, tasks, powers, and arranging and assigning staff, employees, and lecturers for each department according to the professional standards of civil servant ranks in higher education and training issued together with Decision No. 202/TCCP-VC dated June 8, 1994 and Decision No. 538/TCCP-TC dated December 18, 1995 of the Minister, Head of the Civil Service and Cadre Department of the Government (now the Ministry of Home Affairs) regarding the renaming of civil servant ranks and professional standards of ranks in universities and colleges.

Article 5. The school is a training public service unit with revenue, having legal personality, entitled to open accounts at the State Treasury and banks, and possessing seals (including embossed seals and miniature seals) for operation and transactions in accordance with the law.

Article 6. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Director of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments, Directors of Bureaus, Heads of agencies and units under the Ministry, and the Rector of Ho Chi Minh City Industrial University are responsible for implementing this Decision./.
