JOINT CIRCULAR

Guidelines for coordinating and directing the implementation to enhance the quality of the campaign

"all people unite to build a civilized lifestyle in residential areas"

Implementing Directive No. 23/1998/CT-TTg dated May 20, 1998 of the Prime Minister on strengthening coordination with the Vietnam Fatherland Front Committee to promote the campaign "All people unite to build a new life in residential areas";

Implementing Circular No. 6100/VPCP-QHQH dated December 13, 2001 of the Government Office regarding the opinions of the Prime Minister on implementing the campaign "All people unite to build a civilized lifestyle in residential areas";

The Standing Board of the Central Committee of the Vietnam Fatherland Front

and the Ministry of Culture and Information issue this Joint Circular guiding certain contents on coordinating and directing the implementation to enhance the quality of the campaign "All people unite to build a civilized lifestyle in residential areas" as follows:

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

1. The campaign "All people unite to build a civilized lifestyle in residential areas" (hereinafter referred to as the campaign) shall be implemented to carry out the movement "All people unite to build a civilized lifestyle" in accordance with the spirit of Resolution No. 5 of the 8th Plenum; and the policies, guidelines of the Party, laws and regulations of the State, and local provisions within the community.

2. Residential areas subject to this Circular include villages, hamlets, wards, communes, towns, neighborhoods, etc., which are units directly below the commune, ward, town level.

Agencies, public institutions, military forces, police, and enterprises are not subject to this Circular.

3. Contents of coordinating and directing the implementation to enhance the quality of the campaign include: unifying the leadership, management, and implementation of the campaign; intensifying propaganda on the significance and practical content of the campaign; attracting and mobilizing all social strata to participate in the campaign; unifying the evaluation, recognition, and commendation of awards in the campaign.

II. SPECIFIC PROVISIONS

1. Unifying the Campaign Steering Committee at the commune, ward, town level and the Campaign Mobilization Team in residential areas

a) At the commune, ward, town level, unify the Campaign Mobilization Team for the campaign "All people unite to build a civilized lifestyle in residential areas" and the Steering Committee for the movement "All people unite to build a civilized lifestyle" into a unified Steering Committee known as the Steering Committee for the movement "All people unite to build a civilized lifestyle" (hereinafter referred to as the Steering Committee). The Chairman of the Steering Committee is the Secretary of the Party Committee or the Chairman of the People's Committee. The Chairman of the Vietnam Fatherland Front Committee serves as the Deputy Chairman in charge of directly leading the campaign.

b) In residential areas, unify existing Mobilization Teams such as: "Campaign Mobilization Team for building a civilized lifestyle in residential areas," "Management Team for building a civilized ward (neighborhood)," "Campaign Mobilization Team for building a civilized lifestyle," "Campaign Mobilization Team for building a civilized family"... into a unified Mobilization Team known as the Campaign Mobilization Team for the campaign "All people unite to build a civilized lifestyle in residential areas" (hereinafter referred to as the Mobilization Team) directly led by the Mass Organization Work Team. The Head of the Mass Organization Work Team serves as the Head of the Mobilization Team. Members of the Mobilization Team include: Village Chief (hamlet chief, commune chief, ward chief...), members of the Mass Organization Work Team (representatives of the Branch Committee; heads of Youth Union, Women's Union, Farmers' Union, Veterans' Union, Senior Citizens' Union, Red Cross Branch... and some outstanding individuals with prestige in the community), depending on the situation in each place.

c) The Mass Organization Work Team leads the Mobilization Team in organizing and implementing the campaign: promoting and mobilizing every household and individual in the community to commit to implementing the campaign's content well; conducting evaluations and recommending competent authorities to recognize awards in the campaign; summarizing the campaign during the "National Great Unity Day" in residential areas annually on November 18.

2. Content of the campaign

a) Continue implementing the six guiding contents of the campaign:

- Solidarity in helping each other develop economically, eliminating poverty, and reducing hunger;

- Solidarity in upholding the tradition of "Remembering the Source of Water" and "Mutual Assistance";

- Solidarity in promoting democracy and maintaining discipline;

- Solidarity in building a civilized lifestyle;

- Solidarity in caring for educational affairs, health protection, developing sports and physical education, and implementing population and family planning policies, and environmental protection;

- Solidarity in building a strong political foundation closely connected with the people, and organizing the "National Great Unity Day" in residential areas well.

b) Detailed content of the campaign is guided by the Standing Board of the Central Committee of the Vietnam Fatherland Front.

3. Title "Civilized Family"

a) Criteria for the title "Civilized Family": meeting three criteria specified in Article 29 of the Law on Commendation and Reward (amended and supplemented in 2005):

- Serving as a model in complying with the Party's policies and State laws; actively participating in local competition movements;

- A harmonious, happy, progressive family; providing mutual assistance to people in the community;

- Organizing labor production, business operations, work, and study achieving productivity, quality, and efficiency.

b) Specific criteria and procedures for recognizing the title "Civilized Family" are guided by the Ministry of Culture and Information.

c) The title "Civilized Family" is recognized annually by the Chairman of the People's Committee of the commune, ward, or town. The Mobilization Team in residential areas organizes the announcement of the decision and list of families meeting the cultural standards during the "National Great Unity Day" in residential areas and records them in the Golden Book of Civilized Families. Families recognized with the title "Civilized Family" for three consecutive years will be awarded a certificate of "Civilized Family for Three Consecutive Years" by the People's Committee of the commune, ward, or town, and recommended for commendation by competent authorities.

4. Title "Advanced Residential Area"

a) Criteria for the title "Advanced Residential Area":

- Stable and gradually developing economic life;

- Engaging in activities of repaying kindness, humanitarianism, and charity;

- Orderly, disciplined living environment ensuring safety;

- Rich and healthy spiritual cultural life;

- Educational, healthcare, population, sports endeavors are cared for, clean and beautiful landscapes;

- Organizations within the political system and social organizations operate effectively, well-organized "All-Vietnam Unity Day" events in residential areas (November 18) annually.

b) The specific content of the criteria and procedures for recognizing the title "Advanced Residential Area" shall be guided by the Standing Office of the Vietnam Fatherland Front Central Committee.

c) The title "Advanced Residential Area" shall be recognized by the Chairman of the People's Committee of the district, county, town, or provincial city.

5. The title "Cultural Village" for villages, hamlets, ấp, bản, buôn...; the title "Cultural Residential Ward" for residential wards, neighborhoods, blocks...

a) Criteria for the titles "Cultural Village" and "Cultural Residential Ward": meeting five standards prescribed in Article 30 of the Law on Encouragement of Competition and Reward (amended and supplemented in 2005):

- Stable and gradually developing economic life;

- Healthy and rich cultural and spiritual life;

- Clean and beautiful environment;

- Good compliance with the policies of the Party and laws of the State;

- A spirit of solidarity, mutual assistance, and support within the community.

b) The specific content of the criteria and procedures for recognizing "Cultural Village" and "Cultural Residential Ward" shall be guided by the Ministry of Culture and Information.

c) Conditions for recognition as "Cultural Village" and "Cultural Residential Ward":

- Being recognized as an "Advanced Residential Area" for three consecutive years;

- Meeting the criteria for the titles "Cultural Village" and "Cultural Residential Ward".

d) The title "Cultural Village" and "Cultural Residential Ward" shall be recognized by the Chairman of the People's Committee of the district, county, town, or provincial city every three years once, accompanied by a Certificate of Recognition.

6. Registration, evaluation, recognition, and rewarding of the titles "Cultural Family", "Advanced Residential Area", "Cultural Village", and "Cultural Residential Ward"

a) Registration:

- Annually, families register to achieve the title "Cultural Family" during the organization of the "All-Vietnam Unity Day" event in residential areas; the Mobilization Team bases on the registration results of households to establish a list of households registering to achieve the title "Cultural Family" and sends it to the Steering Committee of the commune, ward, or town;

- The Mobilization Team registers to build "Advanced Residential Areas", "Cultural Villages", and "Cultural Residential Wards" with the Steering Committee of the commune, ward, or town before December each year;

- The Steering Committee of the commune, ward, or town compiles and processes the registration to build "Advanced Residential Areas", "Cultural Villages", and "Cultural Residential Wards" with the Steering Committee of the district, county, town, or provincial city in the first quarter of each year.

b) Evaluation and Recognition:

- The Mobilization Team organizes meetings of residents in residential areas to evaluate and process the application for the People's Committee of the commune, ward, or town to recognize households that meet the criteria for the title "Cultural Family" before October 30 each year;

- The Steering Committee of the commune, ward, or town inspects, evaluates, and proposes competent authorities to recognize the titles "Advanced Residential Area", "Cultural Village", and "Cultural Residential Ward" in the fourth quarter of each year.

c) The rewarding of the titles "Cultural Family", "Advanced Residential Area", "Cultural Village", and "Cultural Residential Ward" shall be implemented according to Circular No. 2062/HD-BCĐ dated May 19, 2006, of the Central Steering Committee and the guidance of the Standing Office of the Vietnam Fatherland Front Central Committee.

7. Funding for the implementation of the campaign

a) The funding for the implementation of the campaign shall be carried out in accordance with Circular Joint No. 02/2002/TTLT/BTC-MTTW dated January 10, 2002, of the Ministry of Finance and the Vietnam Fatherland Front Central Committee on guiding financial management for the implementation of the campaign "The whole people unite to build a civilized lifestyle in residential areas".

Month 01 year 2002 of the Ministry of Finance and the Vietnam Fatherland Front Central Committee on guiding financial management for the implementation of the campaign "The whole people unite to build a civilized lifestyle in residential areas".

b) At all levels, the Steering Committees integrate and effectively utilize the funding for directing the movement "The whole people unite to build a civilized lifestyle" as stipulated in Circular Joint No. 31/2006/TTLT/BTC-BVHTT dated April 7, 2006, of the Ministry of Finance and the Ministry of Culture and Information on guiding the management and use of funding for the operation of the Steering Committees of the movement "The whole people unite to build a civilized lifestyle" at all levels.

III. IMPLEMENTATION

1. The Office of the Central Steering Committee, the Basic Cultural and Information Bureau of the Ministry of Culture and Information shall coordinate with the Mass Movement Department of the Vietnam Fatherland Front Central Committee to monitor, urge, and inspect the implementation of this Circular.

2. Directors of Provincial Departments of Culture and Information shall cooperate with the Standing Office of the Vietnam Fatherland Front at the same level to assist the Steering Committees of the movement "The whole people unite to build a civilized lifestyle" in provinces and centrally-administered cities to direct and organize the implementation of this Circular. In the course of implementation, if there are difficulties, they should report to the Standing Office of the Vietnam Fatherland Front Central Committee and the Ministry of Culture and Information for resolution.

3. This Circular shall take effect 15 days after its publication in the Official Gazette. All previous regulations contrary to this Circular are hereby abolished./.
