MINISTER OF TRANSPORT

Pursuant to the Road Traffic Law dated June 29, 2001;

Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Pursuant to Decree No. 179/2004/NĐ-CP dated October 21, 2004 of the Government stipulating state management over product quality;

At the proposal of: The Director of the Department of Science and Technology and the Director of the Vietnam Vehicle Inspection Agency,

DECISION: 

Article 1. Mandatory application of the following two standards for automobiles, trailers, and semi-trailers manufactured and assembled in Vietnam:

1. TCVN 6578:2000 "Road traffic vehicles - Vehicle Identification Number (VIN) - Content and structure";

2. TCVN 6580:2000 "Road traffic vehicles - Vehicle Identification Number (VIN) - Position and method of recording".

Article 2. This Decision shall take effect six months from the date of publication in the Official Gazette.

Article 3. Types of automobiles, trailers, and semi-trailers that have been granted a quality certificate before the effective date of this Decision may continue to be manufactured and assembled within twelve months.

Article 4. The Vietnam Vehicle Inspection Agency is assigned to provide detailed guidance on the implementation of these standards.

Article 5. The Head of the Office, Directors of the Department of Science and Technology, the Department of Legal Affairs, the Vietnam Highway Administration, the Vietnam Vehicle Inspection Agency, Directors of Provincial Departments of Transport/Transport Public Works, and heads of relevant agencies and units are responsible for implementing this Decision./.
