CIRCULAR

GUIDELINES ON THE ISSUE AND MANAGEMENT OF CONTROL STICKERS FOR THE OPERATIONS OF MOTOR VEHICLES WITH LICENSE PLATES 74LB IN THE SPECIAL ECONOMIC ZONE LAO BAO, QUANG TRI PROVINCE TO OPERATE INSIDE VIETNAM

Pursuant to Article 48, 49 of the Road Traffic Law dated June 29, 2001;

Pursuant to Decree No. 136/2003/NĐ-CP dated November 14, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

Pursuant to Decision No. 11/2005/QĐ-TTg dated January 12, 2005 of the Prime Minister promulgating the Regulation on the Special Economic Zone - Lao Bao, Quang Tri Province;

Implementing the guidance of the Prime Minister in Circular No. 4434/VPCP-KTTH dated March 9, 2007 of the Government Office;

The Ministry of Public Security guides the issuance of control stickers for the operations of motor vehicles with license plates 74LB in the Special Economic Zone - Lao Bao, Quang Tri Province operating inside Vietnam as follows:

This Circular guides the issuance of control stickers for the operations of motor vehicles with license plates 74LB in the Special Economic Zone - Lao Bao, Quang Tri Province (hereinafter referred to as vehicle 74LB) to operate inside Vietnam within a period not exceeding thirty (30) days from the date when the Quang Tri Customs Office completes the temporary import and re-export procedures.

2. Issuing Authority

The Quang Tri Provincial Police shall be responsible for directing the registration office of vehicle 74LB to organize the issuance and directly affix the control stickers according to this Circular (model number 01). No fee shall be charged for the issuance of control stickers.

3. Provisions on the Issuance and Affixing of Control Stickers

3.1. Organizations and individuals applying for the issuance of control stickers must have the following documents:

- Registration certificate of vehicle 74LB to operate inside the country;

- Declaration form for temporary import and re-export of road transport vehicles according to the prescribed model of the Ministry of Finance issued by the Quang Tri Customs Office;

- Identity card or passport or other documents having the equivalent value of identity card;

3.2. The issuing authority of control stickers shall be responsible for checking and comparing with the list of vehicle 74LB under management, recording in the tracking book (model number 02), and issuing control stickers for the vehicle on the same day.

3.3. The control sticker must be affixed at the upper right corner of the front windshield of the vehicle.

4. Management of Control Sticker Issuance Files

The control sticker issuance certificate for vehicle 74LB (model number 01) and the tracking book of vehicle 74LB operating inside Vietnam (model number 02) must be numbered sequentially from 1 to the end, bound into volumes, and managed according to the file management regulations of the Ministry of Public Security.

5. Inspection, Supervision, and Handling of Violations

5.1. The driver of vehicle 74LB issued a control sticker to operate inside Vietnam must strictly comply with all provisions of the law on road traffic when participating in traffic; when the traffic police or competent authorities conduct inspections and supervision, the driver of the vehicle must present the required documents in addition to the declaration form for temporary import and re-export of transport vehicles issued by the authorized customs office.

5.2. Any cases where vehicle 74LB participates in traffic inside Vietnam without a control sticker, the control sticker has expired, or there are acts of falsifying the control sticker or other violations of the law must be promptly detected and handled strictly in accordance with the law.

6. Implementation organization.

This Circular takes effect fifteen days from the date of publication in the Official Gazette. Motor vehicles with license plates 74LB are exempted from temporary registration according to point 1.7, section D, part II of Circular No. 01/2007/TT-BCA(C11) dated January 2, 2007 of the Ministry of Public Security.

The General Police Department is responsible for guiding, supervising, and inspecting the implementation of this Circular. The Director of the Highway and Railway Traffic Police Corps and the Directors of the Public Security Departments of provinces and centrally governed cities are responsible for implementing this Circular.

In the course of implementation, if there are difficulties or issues arise, they should be reported to the Ministry (through the General Police Department) for timely guidance.
