Guidelines on the transfer and classification of job grades and salary scales for civil servants
specializing in product and commodity quality control

The Ministry of Home Affairs and the Ministry of Science and Technology issue guidelines on the transfer and classification of job grades and salary scales for civil servants specializing in product and commodity quality control as follows:
Article 1. Scope of Regulation
These joint circulars guide the transfer and classification of job grades and salary scales for civil servants entering the job grades of civil servants specializing in product and commodity quality control as prescribed in Circular No. 10/2009/TT-BNV dated October 21, 2009 of the Ministry of Home Affairs stipulating job titles, job grade codes, and professional standards of job grades of civil servants specializing in product and commodity quality control (hereinafter referred to as Circular No. 10/2009/TT-BNV).
Article 2. Applicability
These joint circulars apply to civil servants working in agencies performing the function of product and commodity quality inspection under ministries, ministerial-level agencies, government agencies, and provincial people's committees directly under the central government.
Article 3. Principles of job grade transfer
1. Job grade transfer must be based on the responsibilities, positions, and professional qualifications assigned to civil servants.
2. Civil servants eligible for job grade transfer must meet the professional standards of job grades of civil servants specializing in product and commodity quality control as stipulated in Circular No. 10/2009/TT-BNV.
3. When transferring from the current job grade to a job grade of product and commodity quality control, there shall be no combination with promotion of salary scale or job grade of civil servants.
Article 4. Method of transferring to job grades of civil servants specializing in product and commodity quality control from current job grades
1. Transfer to the senior quality control inspector grade (job grade code 13.280) for civil servants currently holding the senior specialist grade and equivalent.
2. Transfer to the chief quality control inspector grade (job grade code 13.281) for civil servants currently holding the chief specialist grade and equivalent.
3. Transfer to the quality control inspector grade (job grade code 13.282) for civil servants currently holding the specialist grade and equivalent.
4. Transfer to the intermediate quality control inspector grade (job grade code 13.283) for civil servants currently holding the staff grade and equivalent.
Article 5. Salary Classification
The salary classification for civil servants transferred to job grades of civil servants specializing in product and commodity quality control as stipulated in this Article 4 of these joint circulars shall be implemented according to Clause 2 Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary classification when upgrading job grades, transferring job grades, and changing types of civil servants and public officials.
Article 6. Implementation Organization
Based on the guidance provided in these joint circulars, implementation shall be organized as follows:
1. Heads of agencies utilizing civil servants performing the function of product and commodity quality inspection shall carry out the consolidation, inspection, and review of the positions of civil servants engaged in product and commodity quality inspection work, develop plans for transferring to job grades of civil servants specializing in product and commodity quality control, and submit them to competent authorities for examination and decision.
2. Ministries, ministerial-level agencies, government agencies, and provincial people's committees directly under the central government shall be responsible for:
a) Directing subordinate units within their jurisdiction to implement job grade transfer and salary classification for civil servants specializing in product and commodity quality control;
b) Approving job grade transfer plans for civil servants engaged in product and commodity quality inspection work of subordinate units and organizations from current job grades to job grades of civil servants specializing in product and commodity quality control; resolving issues within their authority during the process of job grade transfer for civil servants;
c) Deciding on job grade transfer and salary classification for civil servants under their management into quality control inspector grades according to their authority. For cases transferring to the senior quality control inspector grade, they shall submit a written request to the Ministry of Home Affairs for decision;
d) Reporting lists of civil servants who have been transferred to job grades to the Ministry of Science and Technology for consolidation and overall management of the civil servant workforce specializing in product and commodity quality control.
3. Ministries, sectors, and localities mentioned in Clause 2 of this Article shall report consolidated results after implementing job grade transfer for civil servants specializing in product and commodity quality control from current job grades to job grades of civil servants specializing in product and commodity quality control to the Ministry of Home Affairs for monitoring.
Article 7. Effective Date
This Circular shall take effect 45 days from the date of issuance.
During implementation, if there are any difficulties, ministries, sectors, and localities shall reflect them to the Ministry of Home Affairs for coordination with the Ministry of Science and Technology to examine and resolve.
