CIRCULAR
Issuing the Framework Curriculum for Higher Education in the Health Sciences Field at Bachelor's Degree Level

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain articles of the Education Law;
Pursuant to the results of the meeting of the Advisory Council on the development of the framework curriculum for higher education in the Health Sciences field held on May 25, 2010 regarding the report on the results of developing the framework curriculum for higher education at bachelor’s degree level;
7. Components of a training program include a group of courses and other learning and research activities with common characteristics in specialized fields; clearly playing a role in achieving a set of goals and requirements of the training program. These components are used to design the overall structure of the training program (such as general education, basic sciences, core subjects, internships and experiences, scientific research, and other components).
The Minister of Education and Training decides:
Article 1. This Circular issues the Framework Curriculum for Higher Education in the Health Sciences field at bachelor’s degree level, consisting of 12 framework curricula for the following 12 fields:
1. General Medicine;
2. Pharmacy;
3. Traditional Medicine;
4. Dentistry;
5. Medical Laboratory Science;
6. Pediatrics;
7. Nursing;
8. Public Health;
9. Physical Therapy;
10. Dental Technology;
11. Medical Technology;
12. Preventive Medical Laboratory Science.
Article 2. This Circular takes effect from February 27, 2012. The accompanying Framework Curriculum shall be used in universities, academies, and colleges assigned the task of training these fields at bachelor’s degree level.
Article 3Based on the Framework Curriculum stipulated in this Circular, the Directors of universities and academies, and the Principals of colleges organize the development of specific educational programs for their institutions; organize the compilation or selection and approval of textbooks for higher education to be used as official teaching and learning materials based on the assessment of the Textbook Evaluation Board established by the Director or Principal.
Article 4. The Head of the Office, the Director of the Department of Higher Education, Heads of relevant units under the Ministry of Education and Training, Directors of universities and academies, and Principals of colleges are responsible for implementing this Circular./.
