ISSUING REGULATIONS ON THE ESTABLISHMENT, USE, AND MANAGEMENT OF THE DEBT REPAYMENT SAVINGS FUND

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State Budget dated December 16, 2002;
BASED ON THE GOVERNMENT BORROWING MANAGEMENT LAW ON JUNE 19, 2009;
Pursuant to Decree No. 79/2010/NĐ-CP dated July 14, 2010 of the Government on public debt management operations;
BASED ON Decree No. 117/2013/NĐ-CP dated October 7, 2013 of the Government amending and supplementing some provisions of Decree No. 130/2005/NĐ-CP dated October 17, 2005 of the Government stipulating the self-management and self-responsibility system for the use of personnel quotas and administrative management funds;
At the proposal of the Minister of Finance;
THE PRIME MINISTER DECIDES TO ISSUE THE REGULATIONS ON THE ESTABLISHMENT, USE, AND MANAGEMENT OF THE DEBT REPAYMENT SAVINGS FUND,
Article 1. ATTACHED HERETO ARE THE REGULATIONS ON THE ESTABLISHMENT, USE, AND MANAGEMENT OF THE DEBT REPAYMENT SAVINGS FUND
Article 2. THIS DECISION SHALL TAKE EFFECT FROM MARCH 1, 2013.
Article 3. THE MINISTER OF FINANCE IS RESPONSIBLE FOR IMPLEMENTATION AND GUIDANCE IN ENFORCING AND MONITORING THE IMPLEMENTATION OF THIS DECISION.
Article 4. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
