 inspectors and civil servants under state inspection agencies

 for natural resources and environment

Based on the Inspection Law dated November 15, 2010;

Pursuant to Decree No. 35/2009/NĐ-CP dated April 7, 2009 of the Government on the organization and operation of the Natural Resources and Environment Inspection;

Pursuant to Decree No. 97/2011/NĐ-CP dated October 21, 2011 of the Government stipulating inspectors and inspection collaborators;

Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to Circular Joint No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007 of the Ministry of Finance and the Government Inspectorate guiding the management and issuance of uniforms for inspectors and staff of state inspection agencies;

Pursuant to Circular No. 03/2010/TT-TTCP dated July 16, 2010 of the Government Inspectorate guiding the colors, materials, specifications, and management and use of uniforms for inspectors and staff of state inspection agencies;

At the proposal of the Inspector General of the Ministry and the Director of the Legal Department;

The Minister of Natural Resources and Environment promulgates this Circular stipulating the uniforms, insignias, rank badges, and nameplates for inspectors and civil servants under state inspection agencies for natural resources and environment,

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates the form, color, material, and specifications of uniforms, insignias, rank badges, and nameplates used in state inspection agencies for natural resources and environment (hereinafter referred to as Natural Resources and Environment Inspection).

Article 2. Applicability

Article 2. Subjects entitled to uniforms

1. Chief Inspectors, Deputy Chief Inspectors, inspector ranks (senior inspector, principal inspector, inspector) under the Ministry of Natural Resources and Environment Inspection and Provincial Department of Natural Resources and Environment Inspection.

Chapter II

SPECIFIC PROVISIONS

2. Staff and civil servants under the Ministry of Natural Resources and Environment Inspection and Provincial Department of Natural Resources and Environment Inspection.

Article 3. Recipients of Uniforms

1. The uniforms prescribed in this Circular include: trousers, cap, tie, collar tab, insignia, nameplate, rank badge, leather shoes, backless sandals, socks, raincoat, file case.

2. Issuance of uniforms for the following recipients:

a) The recipients specified in Clause 1 of Article 2 of this Circular shall be issued uniforms including: trousers, cap, tie, collar tab, nameplate, rank badge, belt, leather shoes, backless sandals, socks, raincoat, file case;

b) The recipients specified in Clause 2 of Article 2 of this Circular shall be issued uniforms including: trousers, tie, nameplate, belt, leather shoes, backless sandals, socks, raincoat, file case.

3. The service life of uniforms shall be implemented according to the provisions of Clause 1 of Section II of Circular Joint No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007 of the Ministry of Finance and the Government Inspectorate guiding the management and issuance of uniforms for inspectors and staff of state inspection agencies.

1. Male uniform

Article 4. Uniforms of Natural Resources and Environment Inspection

a) Winter Coat (Model No. 01 Appendix I attached to this Circular)

- Material: Gabardine wool blend 70/30;

- Color: Dark heather gray;

- Style: Winter coat style with turned-down collar, two K-shaped lapels, four outside pockets with winged flaps adorned with metal buttons (lapel flap buttons 15 mm diameter, lower pocket flap buttons 20 mm diameter), pockets with suspender straps. The coat has full lining in front and partial lining in back with a center vent. The coat is fastened with four metal buttons (20 mm diameter) on the front placket. Shoulder straps are provided for rank badges with plastic buttons (10 mm diameter) matching the coat fabric, lined with foam padding inside. Sleeve cuffs are 95 mm wide. All lapels, collars, front plackets, shoulder straps, and sleeve cuffs are edged with a 4 mm seam. The body of the coat is lined with silk fabric matching the main fabric. All metal buttons are gold with embossed stars.

a) Winter Coat (Model No. 01 Appendix I attached to this Circular)

- Material: Gabardine wool blend 70/30;

b) Winter Trousers, Spring-Summer Trousers (Model No. 02 Appendix I attached to this Circular)

- Style: European-style K12 trousers with two pleats, two diagonal side pockets, waistband with six evenly spaced belt loops, waistband with hook and eye closure and one positioning button. Zipper closure at the fly. Back pockets have two welt pockets, hem with a curved shape pointing forward.

c) Long-sleeved Shirt (Model No. 01 Appendix II attached to this Circular)

- Material: Poplin 7288;

- Color: Light blue;

- Style: Long-sleeved shirt with stand-up collar, single chest pocket without flap, rounded bottom pocket. The shirt has a front placket with six plastic buttons (10 mm diameter) matching the shirt fabric, cuffs with two buttons, straight hem. The back has shoulder pads and side pleats.

c) Long-sleeved Shirt (Model No. 01 Appendix II attached to this Circular)

- Material: Poplin 7288;

d) Short-sleeved (or long-sleeved) Spring-Summer Jacket

- Style: Short-sleeved spring-summer jacket with stand-up collar, front placket, two flap chest pockets with winged flaps, rounded bottom pocket, suspender straps, napped buttons on the flap and front placket (two buttons on the flap, six buttons on the placket). The back has shoulder pads and side pleats, shoulder straps for rank badges with plastic buttons (10 mm diameter) matching the jacket fabric. Collar, flap, cuffs, and shoulder straps are edged with a 4 mm seam, straight hem (Model No. 02 Appendix II attached to this Circular).

Long-sleeved spring-summer jacket has the same material, color, and style as the short-sleeved version, with cuffs having one metal button with an embossed star (15 mm diameter).

a) Winter Coat (Model No. 01 Appendix I attached to this Circular)

- Material: Gabardine wool blend 70/30;

e) Overcoat (Model in Appendix III attached to this Circular)

2. Female uniform

- Style: Coat style with turned-down K-collar (hidden lapels, exposed collar), three metal buttons (20 mm diameter) with embossed stars on the front placket (buttons sewn flat), two side pockets with slanted openings, cuffs with pointed ends and one metal button with an embossed star (15 mm diameter), all seams edged with a 4 mm seam. Fully lined with silk matching the main fabric. Inside pocket. Front has shoulder pads, shoulder straps with foam padding, and a belt sewn across the hips, with a center back vent.

a) Winter Coat (Model No. 01 Appendix I attached to this Circular)

- Material: Gabardine wool blend 70/30;

- Style: A button-down coat with two K-shaped collars. The front body has a raised lining, the back body has a partial lining, with a back slit, the lower part of the front body has two protruding pockets with curved flaps and metal buttons with embossed yellow stars measuring 18 mm in diameter, and four cuff buttons. The shoulders have epaulets for insignia with plastic buttons matching the fabric color, each 10 mm in diameter, and the sleeve cuffs are 85 mm wide. Collar edges, pocket flaps, sleeve cuffs, epaulets, and sleeve cuffs are all sewn with a 4 mm seam. The lining matches the main fabric, and shoulder pads are made of foam.

b) Winter trousers, spring-summer trousers (according to Model No. 02 Appendix IV issued together with this Circular)

a) Winter Coat (Model No. 01 Appendix I attached to this Circular)

- Material: Gabardine wool blend 70/30;

- Style: Women's K12 style trousers. The front body has two inset pleats, with two slanted pockets, a belt loop waistband, an inner waistband with one hook and one positioning button, a zipper closure, a 25 mm waistband, six evenly distributed belt loops on both sides, and no rear pockets. The hem is straight, and the leg opening is slightly flared.

Or winter boots, spring-summer boots (according to Model No. 3 Appendix V issued together with this Circular)

a) Winter Coat (Model No. 01 Appendix I attached to this Circular)

- Material: Gabardine wool blend 70/30;

- Style: A-line boot style with a back zipper closure, back slit, and shifted waistband, featuring two side pockets with diagonal openings.

c) Long-sleeved shirt (according to Model No. 01 Appendix V issued together with this Circular)

c) Long-sleeved Shirt (Model No. 01 Appendix II attached to this Circular)

- Material: Poplin 7288;

- Style: A long-sleeved shirt with a standing collar, cuffs with plackets, and five plastic buttons matching the fabric color, each 10 mm in diameter. The back does not have shoulder pads, the shirt has two front and two back pleats, no pockets, and a shrimp tail hem.

- Style: Long-sleeved shirt with stand-up collar, single chest pocket without flap, rounded bottom pocket. The shirt has a front placket with six plastic buttons (10 mm diameter) matching the shirt fabric, cuffs with two buttons, straight hem. The back has shoulder pads and side pleats.

c) Long-sleeved Shirt (Model No. 01 Appendix II attached to this Circular)

- Material: Poplin 7288;

- Style: Short-sleeved spring-summer shirt with a button-down collar and two points, with epaulets for insignia with plastic buttons matching the fabric color, each 10 mm in diameter. Sleeve cuffs are turned up, the shirt has five metal buttons with embossed yellow stars measuring 15 mm in diameter on the sleeve cuffs, two protruding pockets without flaps, and curved flaps shaped like seagulls with metal buttons with embossed yellow stars measuring 15 mm in diameter on the flaps. The hem is straight, and the collar, pocket flaps, sleeve cuffs, and epaulets are sewn with a 4 mm seam (according to Model No. 02 Appendix V issued together with this Circular).

- Style: Short-sleeved spring-summer jacket with stand-up collar, front placket, two flap chest pockets with winged flaps, rounded bottom pocket, suspender straps, napped buttons on the flap and front placket (two buttons on the flap, six buttons on the placket). The back has shoulder pads and side pleats, shoulder straps for rank badges with plastic buttons (10 mm diameter) matching the jacket fabric. Collar, flap, cuffs, and shoulder straps are edged with a 4 mm seam, straight hem (Model No. 02 Appendix II attached to this Circular).

đ) Overcoat (according to the model at Appendix VI issued together with this Circular)

a) Winter Coat (Model No. 01 Appendix I attached to this Circular)

- Material: Gabardine wool blend 70/30;

- Style: A button-down overcoat with two K-shaped collars (collar points inward, stand-up collar), sleeves with turn-ups and one metal button with an embossed yellow star measuring 15 mm in diameter at the end of the turn-ups. The cuffs have three metal buttons with embossed yellow stars measuring 20 mm in diameter (hidden buttons), two side pockets with open pocket openings without flaps, and a belt sewn with fabric, with a back slit, and 4 mm seams. The front body has a hair guard, full lining matching the main fabric, and shoulder pads.

3. Other uniforms provided for both men and women

a) Cap (according to Model No. 02 Appendix VII issued together with this Circular)

a) Winter Coat (Model No. 01 Appendix I attached to this Circular)

- Material: Gabardine wool blend 70/30;

- Style: A cap with a curved brim, the crown made of gabardine wool fabric in dark heather gray, and the visor made of red fabric. The chin strap is black plastic, with two gold metal pine branches attached. The forehead of the cap has a pin holder for pins, and there are pin holders on both sides of the cap. The cap has a yellow braided cord with gold metal star buttons at both ends.

b) Cap badge (according to Model No. 01 Appendix VII issued together with this Circular)

- Material: Metal;

- Color: Pine branches in gold, combined with the Vietnam Inspectorate emblem in blue and red;

- Style: Two pine branches on either side, with the Vietnam Inspectorate emblem in the center. Dimensions: 70.49 mm x 55.25 mm;

The cap badge is attached to the cap.

c) Collar badge (according to Model No. 04 Appendix VII issued together with this Circular)

Made of metal, triangular shape, gold color, with the Vietnam Natural Resources and Environment Inspectorate emblem in the center, worn on the collar.

d) Necktie (according to Model No. 05 Appendix VII issued together with this Circular)

a) Winter Coat (Model No. 01 Appendix I attached to this Circular)

- Material: Gabardine wool blend 70/30;

- Style: A pre-tied necktie with a zipper, the widest part of the male tie is 90 mm, and the widest part of the female tie is 80 mm.

đ) Leather belt (according to Model No. 01 Appendix VIII issued together with this Circular)

The belt buckle is rectangular brass, with the Vietnam Inspectorate emblem in the center, and the belt is made of dark leather.

e) Leather shoes

- Men's shoes: High-quality black leather shoes with laces, sole height 30 mm (according to Model No. 03 Appendix VIII issued together with this Circular);

- Women's shoes: High-quality black leather shoes with laces, sole height 50 mm (according to Model No. 05 Appendix VIII issued together with this Circular).

g) Backstrap sandals

- Men's sandals: Leather backstrap sandals, black in color, with heel straps made of metal rivets, sole height 30 mm (according to Model No. 04 Appendix VIII issued together with this Circular);

- Women's sandals: Leather backstrap sandals, dark purple in color, sole height 50 mm (according to Model No. 07 Appendix VIII issued together with this Circular).

h) Socks

Light heather gray color, knitted material with stretch (according to Model No. 06 Appendix VIII issued together with this Circular).

i) Raincoat

Greenish-yellow raincoat with a hood tied with strings, covering down to the knees, and elastic-bottomed pants matching the jacket color (according to the model at Appendix IX issued together with this Circular).

k) Document case

Made of leather, black in color, with a number lock and shoulder strap (according to Model No. 02 Appendix VIII issued together with this Circular).

Article 5. Emblem of the Environmental Inspectorate

The emblem of the Environmental Inspectorate is a symbol of the Environmental Inspectorate. It is circular in shape, with the phrase "Environmental Inspectorate" in red on a white background at the bottom center, two yellow ears of rice on either side, a red star above the center, and the logo of the Natural Resources and Environment sector in the middle, featuring a dark blue industrial gear icon below the logo (in accordance with Model No. 03 in Appendix VII issued together with this Circular). The emblem is affixed to the shoulder epaulettes and nameplate.

Article 6. Rank Badge of the Environmental Inspectorate

The rank badge of the Environmental Inspectorate is attached to both shoulders of the uniform. It is made of synthetic fabric, yellow in color, with red decorative patterns measuring 3 mm wide on all sides. The shape is pentagonal, with a length of 130 mm, the pointed end being 45 mm wide and the tail end being 55 mm wide. A metal clasp in the form of a yellow star with a diameter of 16 mm is attached (as per the model in Appendix X issued together with this Circular). Specific provisions are as follows:

1. Red vertical stripes on the rank badge (each stripe being 5 mm wide) represent the Ministry-level Inspectorate and Provincial-level Inspectorate, specifically:

a) Ministry-level Inspectorate: Two stripes;

b) Provincial-level Inspectorate: One stripe.

2. Yellow stars (with a diameter of 22 mm) attached to the rank badge indicate the inspector grade, specifically:

a) Senior Inspector: Three stars;

b) Principal Inspector: Two stars;

c) Inspector: One star.

Article 7. Nameplate of the Environmental Inspectorate

The nameplate for inspectors, staff, and civil servants of the Environmental Inspectorate (as per Model No. 06 in Appendix VII issued together with this Circular) is made of brass, coated with glossy plastic, with a background color of light blue; it measures 90 mm in length and 25 mm in width. On the left side is the emblem of the Environmental Inspectorate, the right top corner displays the name of the agency, the bottom part bears the name of the individual, and the last line indicates the position held by the staff member or inspector, all in silver color. In cases where the individual does not hold a leadership position, their current civil service grade should be noted instead. The nameplate is affixed to the left chest pocket when wearing the uniform.

Article 8. Management and Use of Uniforms

1. The management, issuance, and use of uniforms for inspectors, staff, and civil servants of the Environmental Inspectorate shall be carried out in accordance with the joint Circular No. 150/2007/TTLT-BTC-TTCP dated December 14, 2007, issued by the Ministry of Finance and the Government Inspectorate, providing guidelines on the management and issuance of uniforms for inspectors and staff members of state inspection agencies.

2. Inspectors, staff, and civil servants of the Environmental Inspectorate must wear the uniforms provided according to this Circular when performing official duties and are responsible for maintaining and preserving them. If uniforms are damaged or lost due to valid reasons, they will be replaced. However, if damage or loss occurs without justifiable reasons, the individual must replace the uniform themselves to meet the requirements for official duties.

3. When inspectors, staff, and civil servants of the Environmental Inspectorate are transferred, retire, or are dismissed from their positions due to disciplinary actions, uniforms that have not yet reached their expiration date will not be recalled; if the expiration date has passed and new uniforms have not been issued, they will not be issued.

4. Inspectors, staff, and civil servants of the Environmental Inspectorate may wear regular attire when working in offices (excluding staff handling public complaints), and provincial environmental inspectorates in southern regions and the Southern Regional Environmental Inspection Office under the Ministry's Inspectorate may switch from overcoats to spring/summer coats to suit the weather conditions.

5. Female inspectors, female staff, and female civil servants of the Environmental Inspectorate may choose between spring/summer pants, autumn/winter pants, spring/summer skirts, or autumn/winter skirts based on the year's allocation; they are permitted to wear regular attire during pregnancy from the third month until childbirth.

6. Inspectors, staff, and civil servants of the Environmental Inspectorate may select either a short-sleeved or long-sleeved spring/summer coat, and may substitute a long-sleeved shirt with a long-sleeved spring/summer coat within the allocated year.

7. Inspectors, staff, and civil servants of the Environmental Inspectorate are entitled to replace nameplates and rank badges upon promotion or grade advancement.

Chapter III

IMPLEMENTING PROVISIONS

Article 9. Effective Date

This Circular takes effect from February 28, 2014, and replaces Circular No. 28/2009/TT-BTNMT dated December 22, 2009, issued by the Minister of Natural Resources and Environment regarding the uniforms, emblems, rank badges, and nameplates of inspectors, staff, and civil servants under the Environmental Inspectorate.

Article 10. Implementation Organization

1. Inspectors, staff, and civil servants of the Environmental Inspectorate shall be provided with uniforms in accordance with this Circular from the date this Circular takes effect.

For those who have already received uniforms according to previous regulations, they may continue using them until new uniforms are provided according to this Circular.

2. Annually, the Ministry Inspectorate, provincial environmental inspectorates, and municipal environmental inspectorates directly under the central government are responsible for preparing budget plans for the production of uniforms and submitting them for approval by the competent authority.

3. The Director of the Office, the Chief Inspector of the Ministry, heads of units directly under the Ministry of Natural Resources and Environment, Directors of provincial environmental departments, and relevant organizations and individuals are responsible for implementing this Circular.

During the implementation process, if there are any difficulties, agencies, organizations, and individuals are requested to promptly report them to the Ministry of Natural Resources and Environment for consideration and decision.
