Regulations on criteria for awards and award recommendations for athletes,

coaches achieving outstanding resultsat international sports competitions

Pursuant to the Law on Competition and Rewards dated November 26, 2003, the Law Amending and Supplementing Certain Provisions of the Law on Competition and Rewards dated June 14, 2005, and the Law Amending and Supplementing Certain Provisions of the Law on Competition and Rewards dated November 16, 2013;

Pursuant to the Government Decree No. 42/2010/NĐ-CP dated April 15, 2010 detailing the implementation of certain provisions of the Law on Competition and Rewards and the Law Amending and Supplementing Certain Provisions of the Law on Competition and Rewards;

Pursuant to the Government Decree No. 39/2012/NĐ-CP dated April 27, 2012 amending and supplementing certain provisions of the Government Decree No. 42/2010/NĐ-CP dated April 15, 2010 detailing the implementation of certain provisions of the Law on Competition and Rewards and the Law Amending and Supplementing Certain Provisions of the Law on Competition and Rewards;

Pursuant to the Government Decree No. 65/2014/NĐ-CP dated July 1, 2014 detailing the implementation of the Law Amending and Supplementing Certain Provisions of the Law on Competition and Rewards;

Pursuant to the Government Decree No. 76/2013/NĐ-CP dated July 16, 2013 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the General Director of the General Department of Physical Training and Sport and the Director of the Department of Competition and Rewards,

The Minister of Culture, Sports and Tourism issues this Circular regulating the criteria for awards and award recommendations for athletes and coaches achieving outstanding results at international sports competitions,

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular regulates the criteria for awards and award recommendations for athletes and coaches achieving outstanding results at international sports competitions including: World Games (Olympic Games), World Youth Games (YOG), Asian Games (ASIAD), Asian Youth Games (AYGS), Asian Beach Games (ABG), Asian Indoor and Martial Arts Games (AIMAG), Southeast Asian Games (SEA Games), World Paralympic Games (Paralympic Games), Asian Paralympic Games (ASIAN Para Games), ASEAN Para Games, and world championships, youth world championships, Asian championships, and Southeast Asian championships in each sport.

Article 2. Applicability

This Circular applies to national sports team athletes, national sports team athletes with disabilities (hereinafter referred to as athletes), and coaches.

Article 3. Explanation of Terms

In this Circular, the following terms are understood as follows:

1. Olympic sport: is a sport included in the official competition program of the most recent World Games held prior to and immediately preceding the international sports competition where the athlete and coach achieved their results.

2. Direct coach of the athlete: is the coach assigned to directly train, monitor, and direct the athletes competing in the international sports competition.

Article 4. Forms of Awards

1. Labor Medal, first class, second class, and third class.

2. Certificate of Merit from the Prime Minister.

3. Certificate of Merit from the Minister of Culture, Sports and Tourism.

Article 5. Principles for Awards and Proposals for Awards

The awarding and proposal for awards to athletes and coaches who achieve outstanding results at international sports events must comply with the principles stipulated in Article 4 of Circular No. 21/2014/TT-BVHTTDL dated December 12, 2014, issued by the Minister of Culture, Sports and Tourism on the work of competition and rewards in the field of culture, sports, and tourism, as well as the following principles:

1. Emphasis should be placed on rewarding athletes and those directly participating in competitions to win achievements. Priority should be given to rewarding athletes from Olympic sports disciplines.

2. Proposals for awards to coaches shall only apply to coaches directly involved in training athletes who achieve outstanding results. In cases where multiple coaches train an athlete who achieves outstanding results, based on their level of contribution, the Vietnam Sports Team or Vietnam Sports Federation shall have the responsibility to select and introduce outstanding coaches for proposals for awards.

3. For team sports, when proposing state-level awards, it is necessary to choose outstanding and exemplary athletes and coaches who have made significant contributions to the overall achievement of the team.

4. For athletes and coaches who achieve many outstanding results in one year, the highest achievement of that athlete or coach shall be considered for proposals for state-level awards.

Chapter II
SPECIFIC PROVISIONS

Article 6. Criteria for Proposals for Awards of the Labor Medal, First Class

1. Athletes who win a Gold medal at the Olympic Games or Paralympic Games.

2. Coaches directly training athletes who win a Gold medal at the Olympic Games.

Article 7. Criteria for Proposals for Awards of the Labor Medal, Second Class

1. Athletes meeting one of the following criteria may be proposed for the Labor Medal, Second Class:

a) Winning a Silver medal at the Olympic Games or Paralympic Games;

b) Winning two Gold medals individually at one Asian Games (ASIAD) of an Olympic sport;

c) Winning a Gold medal at the Asian Games and breaking the record of the Games;

d) Winning two Gold medals at one Asian Para Games;

đ) Winning a Gold medal at the world championship of an Olympic sport.

2. Coaches directly training athletes meeting one of the following achievements may be proposed for the Labor Medal, Second Class:

a) Winning a Silver medal at the Olympic Games;

b) Winning a Gold medal at the Paralympic Games;

c) Winning a Gold medal at the world championship of an Olympic sport;

d) Winning two Gold medals at one Asian Games or three Gold medals at one Asian Para Games.

Article 8. Criteria for Proposals for Awards of the Labor Medal, Third Class

1. Athletes meeting one of the following criteria may be proposed for the Labor Medal, Third Class:

a) Winning a Bronze medal at the Olympic Games or Paralympic Games;

b) Winning a Gold medal at the Asian Games or Asian Para Games;

c) Winning three Gold medals at one Southeast Asian Games (SEA Games);

d) Winning two Gold medals individually at one Southeast Asian Games of an Olympic sport;

đ) Winning a Gold medal individually at the Southeast Asian Games and breaking the record of the Southeast Asian Games;

e) Winning a Gold medal at three consecutive Southeast Asian Games in a single event;

g) Winning three Gold medals at one ASEAN Para Games;

h) Winning a Gold medal at the world championship of an Olympic sport.

2. Coaches directly training athletes meeting one of the following achievements may be proposed for the Labor Medal, Third Class:

a) Winning a Bronze medal at the Olympic Games or a Silver medal at the world championship of an Olympic sport;

b) Winning a Silver medal at the Paralympic Games;

c) Winning a Gold medal at the Asian Games or two Gold medals at one Asian Para Games;

d) Winning five Gold medals at one Southeast Asian Games or five Gold medals at one ASEAN Para Games.

Article 9. Criteria for recommending awards of the Prime Minister's Commendation

1. Athletes who meet one of the following criteria shall be recommended for the award of the Prime Minister's Commendation:

a) Winning a silver medal at one of the following events: ASIAD, ASIAN ParaGames;

b) Winning a gold medal at one of the following events: ABG, AIMAG;

c) Winning a gold medal at the Southeast Asian Games;

d) Winning two gold medals at one ASEAN Para Games or winning a gold medal in an individual event at a Games;

đ) Winning a gold medal at one of the following events: YOG, AYGS;

e) Winning a gold medal at the world championship of a non-Olympic sport;

g) Winning a silver medal at the world championship of an Olympic sport;

h) Winning a gold medal at the Asian championship of an Olympic sport;

i) Winning a gold medal at the Asian championship of a disability sport;

k) Winning a gold medal at the world youth championship of an Olympic sport.

2. Coaches directly training athletes who achieve one of the following achievements shall be recommended for the award of the Prime Minister's Commendation:

a) Winning a bronze medal at the Paralympic Games;

b) Winning a gold medal at one of the following events: ASIAN Para Games, AYG, ABG, AIMAG;

c) Winning a silver medal at ASIAD or a gold medal at the Asian championship of Olympic sports;

d) Winning three gold medals at one Southeast Asian Games or three gold medals at one ASEAN Para Games;

đ) Winning a gold medal at the world championship of a non-Olympic sport;

Article 10. Criteria for awarding the Ministry of Culture, Sports and Tourism's Commendation

1. Athletes who meet one of the following criteria shall be awarded the Ministry of Culture, Sports and Tourism's Commendation:

a) Winning a bronze medal at ASIAD or ASIAN Para Games;

b) Winning a silver or bronze medal at one of the following events: ABG, AIMAG, YOG, AYGS;

c) Winning a team gold medal at the ASEAN ParaGames;

d) Winning a silver or bronze medal at the ASEAN ParaGames;

đ) Winning a bronze medal at the world championship of an Olympic sport;

e) Winning a silver or bronze medal at the world championship of a non-Olympic sport;

g) Winning a silver or bronze medal at the Asian championship of an Olympic sport;

h) Winning a silver or bronze medal at the Asian championship of a disability sport;

i) Winning a gold medal at one of the following international competitions: Southeast Asian Championship, World Youth Championship of a non-Olympic sport, Asian Youth Championship, Southeast Asian Youth Championship;

k) Winning a silver or bronze medal at the World Youth Championship;

l) Winning a gold medal at the Southeast Asian Disability Sport Championship;

m) Competing exceptionally well to qualify for the Olympics or Paralympics;

2. Coaches directly training athletes who achieve one of the following achievements shall be awarded the Ministry of Culture, Sports and Tourism's Commendation:

a) Winning a silver or bronze medal at one of the following events: ASIAN Para Games, AYG, ABG, AIMAG;

b) Winning a bronze medal at ASIAD;

c) Winning a silver or bronze medal at the Asian championship of Olympic sports;

d) Winning a medal at the Asian championship of a non-Olympic sport;

đ) Winning a medal at the Southeast Asian Games or ASEAN Para Games;

e) Winning a gold medal at the Southeast Asian Championship of sports;

g) Competing exceptionally well to qualify for the Olympics or Paralympics.

Chapter III
IMPLEMENTATION

Article 11. Responsibilities of agencies and units

1. Within twenty-five days from the date of receiving complete and valid commendation proposal files from sports teams and clubs, the General Department of Physical Culture and Sports shall be responsible for compiling, reporting, and perfecting the commendation file to submit to the Ministry of Culture, Sports and Tourism.

2. The commendation file shall be implemented in accordance with Circular No. 21/2014/TT-BVHTTDL dated December 12, 2014, issued by the Minister of Culture, Sports and Tourism on the regulations regarding competition and commendation work in the field of culture, sports, and tourism.

3. The General Department of Physical Culture and Sports, the Department of Competition and Commendation, the Ministry of Culture, Sports and Tourism shall be responsible for guiding, inspecting, and implementing this Circular.

Article 12. Effective Date

This Circular takes effect from May 15, 2015.

In the course of implementation, if there are any difficulties, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for consideration and appropriate amendments and supplements./.
