CIRCULAR

Guidelines for national defense and security education

in primary and secondary schools

 

 
 

 

Based on the Law on National Defense Education and Security dated June 19, 2013;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

On the basis of Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense and Security Education;

Pursuant to the Minutes of the Review Board's review of the guidelines for integrating national defense and security education content in primary and secondary schools on December 14, 2016;

Pursuant to the proposal of the Director of the Department of National Defense Education,

The Minister of Education and Training issues this Circular guiding national defense and security education in primary and secondary schools.

 

Article 1. Scope of Regulation and Applicability

1. This Circular guides the integration ofnational defense and security education through the content of subjects in the primary and secondary school curriculum.

2. This Circular applies to primary and secondary schools, general education schools with multiple levels including primary or secondary level; organizations and individuals related thereto.

 

Article 2. Objectives, requirements

1. To build and develop thinking, cultivate and develop life skills, personality of Vietnamese people, love for the country, socialism, pride and self-respect for the tradition of fighting against foreign invaders of the Vietnamese nation, have a sense of organization and discipline, spirit of unity, love for the Fatherland, and fellow citizens.

2. National defense and security education in primary and secondary schools must be appropriate to the psychological characteristics of age groups, carried out through the content of existing lessons in the curriculum and textbooks, and through extracurricular activities: visiting historical sites, museums, traditional houses, military units, organizing summer camps, reading books, listening to and participating in storytelling competitions about traditions, various contests to understand national defense and security.

3. National defense and security education in primary schools

National defense and security education in primary schools is implemented through the content of lessons in Vietnamese Language, Natural Science and Social Studies, Morality, History and Geography subjects, focusing on the following main topics: patriotism, the historical tradition of the Vietnamese nation in building and defending the country; the historical tradition of the army and police; some life skills suitable for social development; education of love for homeland, peace, and the Socialist Fatherland Vietnam. Specifically:

"For the People's Selflessness", "The General Still Marches with Us", "Sing Onward the Military March", "Liberation of Dien Bien Phu" and some songs about the tradition of public security such as: "We Are Public Security Soldiers", "Song of the Public Security Soldier"...

 

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. Based on the objectives and content of the lesson, elementary school teachers integrate national defense and security education in an inspiring, concise, memorable, understandable, natural, and appropriate manner consistent with the characteristics and level of students; avoid digression that affects the content of the lesson; in each lecture, pay attention to combining illustrative images; organize student visits to museums, traditional houses, people's armed forces units, martyrs' cemeteries, revolutionary historical sites, listening to historical witnesses tell stories, and cultural, artistic, folk games.

2. Based on the objectives and content of the lesson, practical experience, middle school teachers integrate national defense and security education into lectures, focusing on enhancing life skills through historical images, educational artifacts, museum visits, traditional house tours, people's armed forces units, organizing contests and sports events to understand national defense and security knowledge. The teaching method is inspiring, concise, succinct, and promotes students' creativity and life skills.

 

Article 6. Effectiveness and Responsibility for Implementation

1. This Circular takes effect from March 1, 2017.

2. The Director of the Office, the Heads of the Department of National Defense Education, the Department of Primary Education, the Department of Secondary Education, the heads of relevant units under the Ministry of Education and Training; directors of provincial education and training departments; principals of primary schools, secondary schools, general education schools with multiple levels are responsible for implementing this Circular.
