ISSUING THE LIST OF KEY INFORMATION TECHNOLOGY PRODUCTS
Pursuant to the Law on Information Technology dated June 29, 2006;
Pursuant to DecreeNo. 71/2007/NĐ-CP dated May 3, 2007 of the Government detailing and guiding implementation of one part of the Law on Information Technology regarding the information technology industry; of implement one Transit through, and Residence of Foreigners in Vietnam dated June 25, of the Law on Information Technology regarding the information technology industry;
Pursuant to the Government Decree number 132/2013/NĐ-CP dated October 16, 2013 of the Government stipulating functions, tasks, regulations of the Ministry of Information and Communications;onof the State Treasury;, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP dated November 21, 2013 of the Prime Minister promulgating the National Radio Frequency Plan;
Article 1. Amending and supplementing Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communications on the List of software and hardware, electronic products as follows:

Article 1. Scope of Regulation
Attached hereto is the List of Key Information Technology Products (hereinafter referred to as the List).
Article 2. Principles for Construction and Purpose of Application of the List
1. The List includes information technology products that meet at least one of the criteria specified in Article 50 of the Law on Information Technology.
2. The List is established to form a system of key information technology products; to serve investment activities; apply tax policies and preferential policies; manage import and export; manage quality and other related activities.in to serve investment activities; apply tax policies and incentives; manage import and export; manage quality and other related activities;ớinformation technology products.
3. The List will be updated and supplemented according to practical requirements.
4. The List will be published on the Ministry of Information and Communications' Official Portal.
Article 3. Effectiveness
This Circular takes effect from the date 2 the 4 of 2017.
During implementation, if any difficulties arise, please report to the Ministry of Information and Communications (Department of Information Technology) for research and submission to the Minister of Information and Communications for revision and supplementation of the List./., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP supplement the Catalogue./.
