Article 1. Scope of Regulation
1. Quarterly, before the 10th day of the first month, the Branch of the Vietnam Bank for Social Policies shall report to the District Office of Labor, Invalids and Social Affairs on the results of employment support loans, job maintenance and expansion loans, and preferential loans for workers going abroad under contracts from the National Employment Fund according to Model No. 1 and Model No. 2 issued together with this Circular.
Article 2. Applicability
2. Quarterly, before the 15th day of the first month, the Branch of the Vietnam Bank for Social Policies shall report to the Department of Labor, Invalids and Social Affairs on the results of employment support loans, job maintenance and expansion loans, and preferential loans for workers going abroad under contracts from the National Employment Fund according to Model No. 3 and Model No. 4 issued together with this Circular.
3. Quarterly, before the 20th day of the first month, the Vietnam Bank for Social Policies shall report to the Ministry of Labor, Invalids and Social Affairs on the results of employment support loans, job maintenance and expansion loans, and preferential loans for workers going abroad under contracts from the National Employment Fund according to Model No. 5 and Model No. 6 issued together with this Circular.
4. The reporting period specified in Clause 1, Clause 2, and Clause 3 of this Article is calculated from January 1 of the reporting year to the last day of the quarter immediately preceding the reporting period.
Article 4. Reporting on the Results of Employment Support Loans, Job Maintenance and Expansion Loans, and Loans Supporting Workers Going Abroad Under Contracts from Raised Capital
1. Quarterly, before the 10th day of the first month, the Branch of the Vietnam Bank for Social Policies shall report to the District Office of Labor, Invalids and Social Affairs on the results of employment support loans, job maintenance and expansion loans, and loans supporting workers going abroad under contracts from raised capital according to Model No. 7 and Model No. 8 issued together with this Circular.
2. Quarterly, before the 15th day of the first month, the Branch of the Vietnam Bank for Social Policies shall report to the Department of Labor, Invalids and Social Affairs on the results of employment support loans, job maintenance and expansion loans, and loans supporting workers going abroad under contracts from raised capital according to Model No. 9 and Model No. 10 issued together with this Circular.
3. Quarterly, before the 20th day of the first month, the Vietnam Bank for Social Policies shall report to the Ministry of Labor, Invalids and Social Affairs on the results of employment support loans, job maintenance and expansion loans, and loans supporting workers going abroad under contracts from raised capital according to Model No. 11 and Model No. 12 issued together with this Circular.
1. This Circular takes effect from March 26, 2020.
2. Circular No. 45/2015/TT-LDTBXH dated November 11, 2015 of the Minister of Labor, Invalids and Social Affairs guiding the implementation of certain provisions regarding the National Employment Fund stipulated in Decree No. 61/2015/NĐ-CP dated July 9, 2015 of the Government on employment support policies and the National Employment Fund and Circular No. 24/2017/TT-BLDTBXH dated August 21, 2017 of the Minister of Labor, Invalids and Social Affairs amending and supplementing certain provisions of Circular No. 45/2015/TT-BLDTBXH dated November 11, 2015 of the Minister of Labor, Invalids and Social Affairs guiding the implementation of certain provisions regarding the National Employment Fund stipulated in Decree No. 61/2015/NĐ-CP dated July 9, 2015 of the Government on employment support policies and the National Employment Fund shall cease to be effective from the date this Circular takes effect.
3. The Vietnam Bank for Social Policies, Departments of Labor, Invalids and Social Affairs, District Offices of Labor, Invalids and Social Affairs are responsible for implementing this Circular. In the course of implementation, if there are difficulties, please reflect them to the Ministry of Labor, Invalids and Social Affairs for timely guidance./
2. Quarterly, before the 15th day of the first month, the Branch of the Vietnam Bank for Social Policies shall report to the Department of Labor, Invalids and Social Affairs on the results of employment support loans, job maintenance and expansion loans, and loans supporting workers going abroad under contracts from raised capital according to Model No. 9 and Model No. 10 issued together with this Circular.
Article 5. Effectiveness and responsibility for implementation
1. This Circular shall take effect from March 26, 2020.
2. Circular No. 45/2015/TT-LĐTBXH dated November 11, 2015 of the Minister of Labor, Invalids, and Social Affairs guiding the implementation of certain provisions on the National Employment Fund stipulated in Decree No. 61/2015/NĐ-CP dated July 9, 2015 of the Government regarding employment support policies and the National Employment Fund, and Circular No. 24/2017/TT-BLĐTBXH dated August 21, 2017 of the Minister of Labor, Invalids, and Social Affairs amending and supplementing certain provisions of Circular No. 45/2015/TT-BLĐTBXH dated November 11, 2015 of the Minister of Labor, Invalids, and Social Affairs guiding the implementation of certain provisions on the National Employment Fund stipulated in Decree No. 61/2015/NĐ-CP dated July 9, 2015 of the Government regarding employment support policies and the National Employment Fund shall cease to be effective from the date this Circular takes effect.
3. The Social Policy Bank, Departments of Labor, Invalids, and Social Affairs, and Labor, Invalids, and Social Affairs Offices shall be responsible for implementing this Circular. Any difficulties encountered during implementation should be reported to the Ministry of Labor, Invalids, and Social Affairs for timely guidance./
