CIRCULAR
Regulations on the list and periodic rotation terms of positions in the field of Information and Communications at local authoritiesin the field of Information and Communications at local authorities
Pursuant toLaw on Prevention and Combating Corruption dated November 20, 2018;
On the basis of Decree No. 59/2019/NĐ-CP dated July 1, 2019 of the Government detailing some provisions and implementation measures of the Law on Prevention and Combating Corruption;
Pursuant to Decree No. 48/2022/NĐ-CP dated July 26 the 7 year 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Information and Communications issues this Circular regulating the list and periodic rotation terms of positions in the field of Information and Communications at local authorities.
Article 1. Scope of Regulation
This Circular details the list and periodic rotation terms of positions in the field of Information and Communications at local authorities.
Article 2. Applicability
This Circular applies to civil servants not holding leadership or management positions and staff working at agencies, organizations, public service units under the jurisdiction of the Information and Communications sector at local authorities.
Article 3. List of positions that must be periodically rotated
The list of positions in the field of Information and Communications that must be periodically rotated is specified in the Appendix attached to this Circular.
Article 4. Periodic rotation term for job positions.
1. The periodic rotation term of positions stipulated in Article 3 of this Circular is from three years (36 months) to five years (60 months), excluding the probationary period and trial period. The time for calculating the rotation term of positions is the date when the competent authority issues the dispatch, assignment, or task allocation document according to regulations.
2. The list of specialized inspection positions in the field of Information and Communications shall be implemented in accordance with Circular No. 03/2021/TT-TTCP dated September 30, 2021 of the Government Inspectorate detailing the list and periodic rotation terms of positions at the Government Inspectorate and positions in the fields of inspection, citizen reception, complaint and denunciation resolution, and anti-corruption at local authorities.
Article 5. Effectiveness and responsibility for implementation
1. This Circular takes effect from March 17, 2023. It abolishes Decision No. 54/2008/QĐ-BTTTT dated December 12, 2008 of the Minister of Information and Communications on the issuance of the list of positions of cadres, civil servants, and staff not holding leadership or management positions in the Information and Communications sector that must be periodically rotated.
2. During the implementation process, if there are difficulties, the People's Committees of provinces and centrally-administered cities, relevant agencies, and units shall promptly reflect them to the Ministry of Information and Communications for guidance.
