Issuing University Education Standards

Pursuant to the Higher Education Law dated June 18, 2012; the Law Amending and Supplementing Certain Provisions of the Higher Education Law dated November 19, 2018;

Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Department of Higher Education,

The Minister of Education and Training issues this Circular to issue University Education Standards.

Article 1. Scope of Regulation and Applicability

1. Along with this Circular, University Education Standards are issued, including standards and criteria which are minimum requirements for quality assurance conditions and performance indicators of a university education institution.

2. This Circular applies to university education institutions and related organizations and individuals.

Article 2. Purpose of Using University Education Standards

University Education Standards serve as a basis for planning and organizing the network of university education institutions; evaluating and supervising quality assurance conditions and the implementation of accountability by university education institutions as prescribed by law.

Article 3. Implementation Organization

1. Ministry of Education and Training

a) Guide university education institutions to provide and update data serving the determination of indicators and assessment of compliance with the criteria of University Education Standards into the higher education database system;

b) Announce the results of implementing University Education Standards of university education institutions before June 30 each year, starting from 2025 for the preceding reporting year.

2. University Education Institution

a) Provide and update complete, accurate, and consistent data serving the determination of indicators and assessment of compliance with the criteria of University Education Standards into the higher education database system. The data cut-off date is December 31 each year; for financial data, the cut-off date is March 31 of the following year.

b) Implement necessary measures to continuously monitor and improve the quality and effectiveness of higher education activities, ensuring compliance with all standards and criteria of University Education Standards applicable to university education institutions from 2025;

c) Fulfill accountability to students, competent state management agencies, and related parties regarding the quality and effectiveness of higher education activities through the results of implementing University Education Standards.

Article 4. Implementation Provisions

1. This Circular takes effect from March 22, 2024.

2. Repeal Circular No. 24/2015/TT-BGDĐT dated September 23, 2015, issued by the Minister of Education and Training on national standards for university education institutions.

3. The Director of the Office, the Head of the Higher Education Department, the heads of relevant units under the Ministry of Education and Training; the rectors and directors of university education institutions, and the heads of other related organizations and individuals are responsible for implementing this Circular./.
