CIRCULAR

DETAIL REGULATIONS IMPLEMENTING CERTAIN PROVISIONS OF THE LAW ON COMPETITION AND REWARD AND DECREE 152/2025/NĐ-CP OF JUNE 14, 2025, PROVIDING FOR DECENTRALIZATION AND DELEGATION OF AUTHORITY IN THE FIELD OF COMPETITION AND REWARD FOR THE FOREIGN AFFAIRS SECTOR

On the basis of Law on Competition and Reward No. 06/2022/QH15 dated June 15, 2022;

Decree No. Decree 152/2025/NĐ-CP dated June 14, 2025 of the Government providing for decentralization and delegation of authority in the field of competition and reward; Law on Competition and Reward;

Decree No. Decree 28/2025/NĐ-CP dated February 24, 2025 of the Government providing functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;

At the proposal of the Director of the Office of the Ministry;

The Minister of Foreign Affairs issues this Circular to provide detailed regulations implementing certain provisions of the Law on Competition and Reward and Decree 152/2025/NĐ-CP dated June 14, 2025 of the Government providing for decentralization and delegation of authority in the field of competition and reward for the foreign affairs sector.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

2. Applicability:

This Circular provides detailed regulations implementing:

a) Clause 4 Article 24, Clause 3 Article 26, Clause 3 Article 27, Clause 3 Article 28, Clause 2 Article 71, Clause 6 Article 74, Clause 2 Article 75, Clause 1 Article 81, Clause 6 Article 84 of the Law on Competition and Reward 2022.

b) Clause 2 Article 6 of Decree 152/2025/NĐ-CP dated June 14, 2025 providing for decentralization and delegation of authority in the field of competition and reward; providing detailed guidance on implementing certain provisions of the Law on Competition and Reward.

a) Individuals and organizations under the management authority of the Ministry of Foreign Affairs.

b) Individuals, organizations, domestic and foreign entities, overseas Vietnamese contributing to foreign affairs and diplomacy work.

Article 2. Interpretation of Terms

In this Circular, the following terms are understood as follows:

1. Individuals under the management authority of the Ministry of Foreign Affairs include leaders of the Ministry of Foreign Affairs, civil servants, public officials, and employees of units within the Ministry of Foreign Affairs and Vietnamese representative offices abroad (hereinafter referred to as representative offices).

2. Organizations under the management authority of the Ministry of Foreign Affairs include units within the organizational structure of the Ministry of Foreign Affairs as prescribed by the Government's Decree on the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs, public service units under the Ministry of Foreign Affairs according to the Prime Minister's Decision on issuing the list of public service units under the Ministry of Foreign Affairs, and specialized agencies assisting the Party Committee of the Ministry of Foreign Affairs.

3. Legal entity units directly under the Ministry of Foreign Affairs (hereinafter referred to as legal entity units) specified in this Circular include: National Border Commission, State Committee for Overseas Vietnamese, Diplomatic Academy, Ho Chi Minh City Department of Foreign Affairs, World and Vietnam Newspaper, Consular Service Bureau, External Transportation Center.

4. Provincial-level specialized agencies responsible for foreign affairs work include provincial Departments of Foreign Affairs under provincial People's Committees, An Giang Province Tourism Department, and People's Committee Office of provinces and cities without a Department of Foreign Affairs (hereinafter referred to as provincial-level specialized agencies responsible for foreign affairs work).

Chapter II
OBJECTS, ACHIEVEMENT STANDARDS, AND FORMS OF REWARDS IN COMPETITION AND REWARD

Article 3. Criteria for awarding the title "Advanced Worker"

1. The title "Advanced Worker" is awarded annually to individuals under the management authority of the Ministry of Foreign Affairs who meet the following criteria:

a) Successfully completing their assigned tasks.

b) Adhering well to the policies, regulations of the Party and State, and those of the Ministry of Foreign Affairs. Being cooperative, supportive, and actively participating in competitive movements.

2. Individuals who bravely save people or state property, resulting in injury requiring treatment or convalescence, shall have such time counted towards consideration for the title "Advanced Worker."

3. Individuals sent for training or development for one year or more shall have such time counted towards the evaluation period for the title of advanced worker. In addition to general criteria, during the training or development period, individuals must comply with the rules of the training or development institution, complete the program, and achieve satisfactory grades (for programs that evaluate academic performance).

4. Individuals sent for training or development for less than one year, who comply with the rules of the training or development institution, shall have their study time counted towards their working time at the unit for the evaluation period for the title of advanced worker.

5. Maternity leave time as stipulated by law is counted as working time at the unit for the evaluation period for the title of advanced worker.

6. For individuals transferred or seconded to other agencies, organizations, or units for a specific period, the evaluation for the title "Advanced Worker" shall be conducted by the agency, organization, or unit with the authority to assess and classify the level of task completion (for individuals who are civil servants, public officials, or employees) or the new unit (for individuals who are not civil servants, public officials, or employees). If the individual has worked at the previous unit for six months or more, the opinion and assessment of the previous unit must be obtained.

7. The title "Advanced Worker" shall not be awarded in any of the following cases:

a) Individuals newly recruited for less than six months.

b) Individuals absent from work for three to less than six months in accordance with the law in the year (except for cases provided for in Clauses 5 and 6 of this Article).

8. Individuals currently under disciplinary review or investigation, inspection, or verification due to alleged violations or complaints and reports under investigation shall not be considered for the title "Advanced Worker."

If an individual is disciplined, after completing the disciplinary period, the evaluation period for the title of advanced worker starts from the completion date of the disciplinary period.

Once the competent authority concludes the inspection, examination, or verification report confirming that the individual has no violations or signs of violations, the competent authority shall conduct the evaluation for the title of advanced worker in accordance with the regulations.

Article 4. Recipients and criteria for awarding the "Flag of Excellence of the Ministry of Foreign Affairs"

1. The "Flag of Excellence of the Ministry of Foreign Affairs" shall be awarded annually to collectives that are units under the Ministry of Foreign Affairs, provincial Departments of Foreign Affairs under provincial People's Committees, and specialized agencies implementing provincial-level foreign affairs work within the competition groups, leading in the annual excellence movement.

a) Exceeding the assigned targets and tasks for the year; being outstanding and exemplary collectives in the Ministry of Foreign Affairs, leading the excellence movement among units, representative offices, and specialized agencies implementing provincial-level foreign affairs work.

b) Internal solidarity; clean and strong organization of state administration, party, and mass organizations; taking the lead in implementing the policies, regulations of the Party and State, and the Ministry of Foreign Affairs; practicing thrift, combating waste, corruption, negative phenomena, and other social evils.

2. The "Flag of Excellence of the Ministry of Foreign Affairs" shall be awarded to collectives leading the excellence movement on specific topics launched by the Ministry of Foreign Affairs with implementation periods of three years or more when summarizing the movement.

Article 5. Recipients and criteria for awarding the title "Outstanding Labor Collective"

The title "Outstanding Labor Collective" shall be awarded annually to collectives under the management authority of the Ministry of Foreign Affairs, and department-level and equivalent collectives under legal entity units of the Ministry of Foreign Affairs meeting the following criteria:

1. Excellently completing assigned tasks.

2. Actively participating in regular, practical, and effective excellence movements.

3. All individuals in the collective completing their assigned tasks, including at least 70% of individuals achieving the title "Advanced Worker."

4. Having an individual achieving the title "Model Worker at the Base Level."

5. Internal solidarity; setting a good example in adhering to policies, guidelines, regulations of the Party and State, and the Ministry of Foreign Affairs. There should be no individual or collective violating the policies, guidelines, regulations of the Party and State, and/or the Ministry of Foreign Affairs to the extent of being disciplined according to the regulations of the Party and State.

Article 6. Recipients and criteria for awarding the title "Advanced Labor Collective"

The title "Advanced Labor Collective" shall be awarded annually to collectives under the management authority of the Ministry of Foreign Affairs, and department-level and equivalent collectives under legal entity units of the Ministry of Foreign Affairs meeting the following criteria:

1. Completing assigned tasks well; actively participating in regular, practical, and effective excellence movements.

2. At least 70% of individuals in the collective achieving the title "Advanced Worker."

3. Internal solidarity; adhering well to policies, guidelines, regulations of the Party and State, and the Ministry of Foreign Affairs. There should be no individual disciplined from a warning level or higher according to the regulations of the Party and State.

Article 7. Name, recipients, and criteria for awarding the Commemorative Medal

1. The Commemorative Medal "For the Cause of Vietnam's Diplomacy" is a form of recognition by the Ministry of Foreign Affairs.

2. The Commemorative Medal "For the Cause of Vietnam's Diplomacy" shall be awarded annually on the occasion of the anniversary of the establishment of the diplomatic sector or awarded exceptionally according to the decision of the Minister of Foreign Affairs to individuals who have contributed to implementing the tasks of the Ministry of Foreign Affairs, building, and developing the diplomatic sector.

3. Recipients and criteria for awarding the Commemorative Medal "For the Cause of Vietnam's Diplomacy":

a) Leaders of the Party and State are not counted for tenure when awarding the Commemorative Medal.

b) Individuals working in the diplomatic sector:

Leaders and former leaders of the Ministry of Foreign Affairs are not counted for tenure when awarding the Commemorative Medal.

Individuals having a total working time at units of the Ministry of Foreign Affairs or agencies merged with the Ministry of Foreign Affairs and/or representative offices of 20 years or more for males and 15 years or more for females, and completing assigned tasks during their tenure.

Individuals transferred from other agencies to work at the Ministry of Foreign Affairs or belong to agencies merged with the Ministry of Foreign Affairs, if they do not meet the tenure requirements for the Commemorative Medal, may be considered for the award before retirement if they have worked in the diplomatic sector or foreign affairs for at least 10 years.

c) Individuals currently engaged in foreign affairs and international integration:

Leaders of departments, ministries, sectors, provinces, and cities, political-social organizations, political-social-professional organizations, social organizations, and social-professional organizations within the political system; leaders at the directorate level and equivalent of departments, ministries, sectors, political-social organizations, political-social-professional organizations, social organizations, and social-professional organizations at the central level; leaders at the provincial department level or leaders of the People's Committee Office of specialized agencies implementing provincial-level foreign affairs work, holding positions for at least three years responsible for areas under the management authority of the Ministry of Foreign Affairs.

Individuals appointed as Heads of Vietnamese Representative Offices abroad for at least one term as Head of Representative Office according to the Law on Representative Offices.

Officials, civil servants, and employees working in foreign affairs and international integration agencies under departments, ministries, sectors, political-social organizations, political-social-professional organizations, social organizations, and social-professional organizations at the central level and specialized agencies under provincial People's Committees implementing foreign affairs work, having worked in the field of foreign affairs and international integration for 20 years or more for males and 15 years or more for females (time worked under fixed-term labor contracts does not count towards tenure), and making positive contributions to the construction and development of the Ministry of Foreign Affairs or one of the areas under its management authority.

d) Individuals who have made meritorious contributions to the development of the diplomatic sector or one of the areas under the management authority of the Ministry of Foreign Affairs:

The leaders of the commissions, ministries, sectors, provinces, and cities, political-social organizations, political-social-professional organizations, social organizations, and social-professional organizations within the political system; the department-level and equivalent leaders of the commissions, ministries, sectors, political-social organizations, political-social-professional organizations, social organizations, and social-professional organizations at the central level; those who have made positive contributions to the construction and development of the Ministry of Foreign Affairs or in one of the fields under the management authority of the Ministry of Foreign Affairs.

Domestic individuals, overseas Vietnamese individuals, and foreign individuals who have outstanding achievements in consolidating and developing friendly relations and cooperation between Vietnam and other countries, international partners, or cooperation relations between the Ministry of Foreign Affairs and international partners; or who have made positive contributions to the construction and development of the Ministry of Foreign Affairs; or in one of the fields under the management authority of the Ministry of Foreign Affairs.

d) Other cases as decided by the Minister of Foreign Affairs.

4. The length of service for awarding the Commemorative Medal shall be calculated as follows:

a) The period of service shall be counted from the date of the decision on recruitment and acceptance by the Ministry of Foreign Affairs or the agency or unit that has been merged with the Ministry of Foreign Affairs until the date of the proposal for awarding the Commemorative Medal or until the retirement decision date; the time worked under a fixed-term contract shall not be included in the length of service.

b) Individuals sent to study, perform military service, or seconded to another agency and then return to work at the Ministry of Foreign Affairs shall be considered to have continuously served in the Foreign Service.

c) Individuals who bravely rescue people or state property, leading to injuries requiring treatment or convalescence, shall have their treatment and convalescence periods counted towards the length of service.

d) Individuals working at the Ministry of Foreign Affairs or agencies or units that have been merged with the Ministry of Foreign Affairs and diplomatic missions intermittently shall have their total working time at units under the Ministry of Foreign Affairs and diplomatic missions accumulated; a full 12 months shall be counted as one year of service in the Foreign Service.

d) Individuals who are awarded commendation titles or forms of commendation during their service at the Ministry of Foreign Affairs or agencies or units that have been merged with the Ministry of Foreign Affairs and/or diplomatic missions may be proposed for early awarding of the Commemorative Medal according to the highest form of commendation or commendation title received, as follows:

Those recognized as National Labor Medalists or awarded the Labor Order or higher may be proposed for early awarding of the Commemorative Medal five years earlier.

Those recognized as Ministry Labor Medalists or awarded a Certificate of Merit by the Prime Minister may be proposed for early awarding of the Commemorative Medal three years earlier.

Those recognized as Grassroots Labor Medalists or awarded a Certificate of Merit by the Minister of Foreign Affairs may be proposed for early awarding of the Commemorative Medal two years earlier.

5. The "For the Cause of Vietnamese Diplomacy" Commemorative Medal may be awarded multiple times to individuals in different positions (except for the cases stipulated in Clause 2 of this Article); it shall not be awarded multiple times to individuals in the same position.

6. The criteria for awarding Commemorative Medals in various fields of work of the Ministry of Foreign Affairs shall be implemented according to specific regulations of the Ministry of Foreign Affairs.

Article 8. Criteria for awarding or posthumously awarding Certificates of Merit by the Minister of Foreign Affairs

Clause 1. The Certificate of Merit by the Minister of Foreign Affairs shall be awarded to individuals under the management authority of the Ministry of Foreign Affairs; individuals working in foreign affairs agencies, international integration agencies under various commissions, ministries, sectors, political-social organizations, political-social-professional organizations, social organizations, social-professional organizations; individuals performing tasks related to the field of work of the Ministry of Foreign Affairs; individuals in specialized agencies at provincial level who conscientiously implement the Party's policies, State's guidelines, policies, regulations and achieve one of the following criteria:

Point a) Having outstanding achievements recognized in the competitive movements initiated by the Ministry of Foreign Affairs.

Point b) Achieving many accomplishments or outstanding achievements with significant influence in one of the fields within the management scope of the Ministry of Foreign Affairs; or having outstanding achievements in performing important tasks of the Ministry of Foreign Affairs; achievements having significant influence in the Foreign Affairs sector.

Point c) Contributing to economic and social development, applying scientific and technological progress, social work, humanitarian aid.

Point d) Consistently achieving the title "Model Worker" for two consecutive years or more; or consistently being recognized as completing tasks excellently for two consecutive years or more, during which time two recognized and effectively applied initiatives or two scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied are achieved.

Clause 2. The Certificate of Merit by the Minister of Foreign Affairs shall be awarded to business leaders, intellectuals, scientists who conscientiously implement the Party's policies, State's guidelines, policies, regulations and achieve one of the criteria stipulated in Clause 1 of this Article or have notable contributions to the development of the Ministry of Foreign Affairs.

Clause 3. The Certificate of Merit by the Minister of Foreign Affairs shall be awarded to groups under the management authority of the Ministry of Foreign Affairs; groups in foreign affairs agencies, international integration agencies under various commissions, ministries, sectors, political-social organizations, political-social-professional organizations, social organizations, social-professional organizations; groups performing tasks related to the field of work of the Ministry of Foreign Affairs; groups in specialized agencies at provincial level who conscientiously implement the Party's policies, State's guidelines, policies, regulations and achieve one of the following criteria:

Point a) Having outstanding achievements recognized in annual competitive movements, competitive movements initiated by the Ministry of Foreign Affairs.

Point b) Achieving outstanding sudden accomplishments with significant influence in the fields within the management scope of the Ministry of Foreign Affairs.

Point c) Consistently being recognized as completing tasks excellently for two consecutive years or more or achieving the title "Excellent Labor Group", implementing grassroots democracy well, organizing competitive movements effectively; caring for the material and spiritual life of the group; practicing thrift, combating waste; preventing corruption and negative phenomena.

Clause 4. The Certificate of Merit by the Minister of Foreign Affairs shall be awarded to enterprises and other economic organizations who conscientiously implement the Party's policies, State's guidelines, policies, regulations and achieve one of the criteria stipulated in Clause 3 of this Article or have notable contributions to the development of the Ministry of Foreign Affairs.

Clause 5. The Certificate of Merit by the Minister of Foreign Affairs shall be awarded to organizations and individuals of Vietnamese origin abroad who have made positive and notable contributions to building their homeland and protecting the country, or building and developing the Vietnamese community abroad, or developing friendly relations and cooperation between Vietnam and other countries and international partners; conscientiously implementing the laws of the host country and Vietnamese laws.

Clause 6. The Certificate of Merit by the Minister of Foreign Affairs shall be awarded to foreign organizations and individuals, international organizations who demonstrate a spirit of solidarity and friendship, respect for independence, sovereignty, unity, territorial integrity, political and social system, the reform process, laws and customs of Vietnam; making positive contributions to the construction and development of the Foreign Affairs sector, strengthening friendly relations and cooperation between Vietnam and other countries and international organizations; conscientiously implementing the laws of the host country and Vietnamese laws.

Article 9. Criteria for awarding Merit Citation by the Minister

The Merit Citation by the Minister shall be awarded to individuals or groups who have implemented well the Party's guidelines, state policies and laws, and achieved one of the following criteria:

1. Outstanding achievements in performing tasks assigned by the Ministry of Foreign Affairs, but not meeting the conditions and criteria for awarding the Minister’s Commendation.

2. Outstanding achievements in Party and State competition movements or competition movements initiated by the Minister of Foreign Affairs, or major work campaigns of the Ministry of Foreign Affairs, but not meeting the criteria for awarding the Minister’s Commendation.

Article 10. Criteria for awarding Certificates of Merit by Heads of Legal Entities

1. The Certificate of Merit by the Head shall be awarded to groups under their management that meet one of the following criteria:

a) Significant contributions to competition movements initiated by the Head of the unit or important work campaigns of the unit.

b) Successfully completing tasks at a good level; internal unity, exemplary compliance with the Party's guidelines, state policies, and laws, and regulations of the Ministry of Foreign Affairs.

2. The Certificate of Merit by the Head shall be awarded to individuals under their management that meet one of the following criteria:

a) Successfully completing tasks at a good level; exemplary compliance with the Party's guidelines, state policies, and laws, and regulations of the Ministry of Foreign Affairs.

b) Significant contributions to competition movements of the unit or important work campaigns of the unit.

3. The Certificate of Merit by the head of educational and training institutions under the Ministry of Foreign Affairs shall be awarded according to the legal provisions on rewards in the field of education and training and the regulations of the Ministry of Education and Training.

Article 11. Criteria for awarding Merit Citation by the Chairman of the Commission

1. The Merit Citation by the Chairman of the Commission (including: National Committee for Overseas Vietnamese and National Border Commission) shall be awarded to individuals or groups outside the jurisdiction of the Ministry of Foreign Affairs who have implemented well the Party's guidelines, state policies and laws, and made positive contributions in the fields managed by the Commission.

2. The Chairman of the Commission shall specify the subjects, criteria for awarding the Merit Citation by the Chairman of the Commission, and bear responsibility for the awarding process.

Chapter III
PROCEDURES FOR AWARDS AND RECOGNITION, FORMS OF REWARDS, AND PROCEDURES FOR REVOKING DECISIONS ON AWARDING AWARDS AND RECOGNITION UNDER THE JURISDICTION OF THE MINISTRY OF FOREIGN AFFAIRS

Article 12. General Provisions

1. Reward application files must comply with the prescribed deadlines, components, and contents. Individuals and groups are responsible for the accuracy of the reported achievements in reward applications. Heads of units and diplomatic missions are responsible for the accuracy of the reward application files for individuals and groups before submitting them to the competent authority for rewards.

2. Application files for rewards from units and diplomatic missions must include the opinion of the Ministry's leadership before being sent to the Ministry's Office.

3. For individuals who have retired (or died), the managing agency before retirement (or death) is responsible for reviewing, recommending rewards, and confirming the reward file. For agencies or units that have been dissolved or merged, the agency or unit assuming the main functions and tasks of the dissolved or merged unit is responsible for reviewing, recommending rewards, and confirming the reward file.

4. Soliciting opinions before presenting to the Minister for consideration and rewarding:

a) Units within the jurisdiction or region must obtain written opinions from the Ministry of Public Security regarding the recommendation for rewarding individuals or groups who are overseas Vietnamese or foreign individuals or organizations before sending the application file to the Ministry's Office.

b) The Ministry's Office must seek opinions from the following units: the Cadre Organization Department and the Party Inspection Committee of the Ministry of Foreign Affairs regarding cadre work, political security, anti-corruption, waste, and negativity (for individuals and groups under the jurisdiction of the Ministry of Foreign Affairs) or related units (if necessary).

5. The time for the next reward application is calculated based on the achievement period recorded in the previous reward decision. If the reward decision does not specify a time, the next reward application will be calculated from the date of issuance of the previous reward decision.

6. Authority to confirm achievements:

a) Agencies or units with management authority over individuals or groups confirm the achievements of individuals or groups under their management.

b) Units or diplomatic missions proposing rewards confirm the achievements of overseas Vietnamese individuals or groups and foreign individuals or organizations proposed for rewards.

7. Units, diplomatic missions, or levels of Competition and Rewards Councils must conduct voting when convening meetings to consider the titles "Outstanding Competitor of the Ministry of Foreign Affairs," "Outstanding Competitor at the Base Level," and "Competition Flag of the Ministry of Foreign Affairs."

a) For the title "Competition Flag of the Ministry of Foreign Affairs," the agreement ratio of the Competition and Rewards Councils must be 80% or more of the total number of council members.

b) The results and agreement ratio of the council must be reflected in the Competition Assessment Minutes.

8. Application files for considering awards and rewards under the jurisdiction of the Ministry of Foreign Affairs consist of one set (original) and electronic documents of the reward application file, except for documents containing state secrets.

Article 13. Recognition of the level of completion of tasks for individuals and collectives under the management authority of the Ministry of Foreign Affairs

The recognition of the level of completion of tasks for individuals and collectives of agencies and units under the Ministry of Foreign Affairs shall be carried out in accordance with the regulations of the Party, laws of the State, and the regulations of the Ministry of Foreign Affairs.

Article 14. Documents and procedures for nominating to be considered for awarding the title of "Outstanding Soldier of the Ministry of Foreign Affairs", "Outstanding Soldier at the grassroots level", and other commendation titles within the authority of the Minister of Foreign Affairs and heads of units with legal personality

1. Components of the nomination dossier for awarding commendation titles:

a) A proposal from the Ministry's Office recommending the awarding of commendation titles;

b) Reports on achievements of collectives and individuals. At the same time, send electronic files (Word file) of the above documents (excluding contents containing state secrets) to the email of the Ministry's Office;

c) Minutes of commendation assessment:

Minutes of the commendation assessment of the unit or Representative Office or Grassroots Commendation and Reward Council in cases where the titles of "Excellent Labor Collective", "Advanced Labor Collective", and "Advanced Worker" are recommended;

Minutes of the commendation assessment and voting results of the collective unit, Representative Office, or Grassroots Commendation and Reward Council in cases where the titles of "Outstanding Soldier at the grassroots level", "Outstanding Soldier of the Ministry of Foreign Affairs", and "Flag of the Ministry of Foreign Affairs" are recommended;

Minutes of the commendation assessment organized by the Cluster or Group of the Ministry of Foreign Affairs in cases where awards are recommended;

d) Decisions or confirmations by the leadership of the Ministry regarding effective initiatives that can be replicated within the Ministry of Foreign Affairs or scientific research topics, scientific projects, and scientific and technological works that have been accepted and effectively applied, having an impact within the Ministry of Foreign Affairs, in cases where the title of "Outstanding Soldier of the Ministry of Foreign Affairs" is recommended;

Decisions or confirmations by the competent agency or unit managing the individual or collective regarding the effectiveness and replicability of achievements or scientific research topics, scientific projects, and scientific and technological works, or decisions recognizing outstanding completion of tasks, in cases where the title of "Outstanding Soldier at the grassroots level" is recommended.

2. Procedures for nominating to be considered for awarding commendation titles:

a) Units and Representative Offices prepare dossiers in accordance with points b, c, and d of Clause 1 of this Article and submit them to the Ministry's Office;

After receiving complete dossiers as prescribed, the Ministry's Office takes the lead and coordinates with relevant units to review the dossiers and standards as prescribed; report to the Ministry of Foreign Affairs' Commendation and Reward Council for assessment and voting; present to the Minister for consideration and decision to award the titles of "Advanced Worker", "Outstanding Soldier at the grassroots level", "Outstanding Soldier of the Ministry of Foreign Affairs", "Flag of the Ministry of Foreign Affairs", "Excellent Labor Collective", and "Advanced Labor Collective" to individuals and collectives of units and Representative Offices (except for cases specified in point b of this Clause);

b) The advisory department for commendation and reward work of units with legal personality consolidate and review dossiers, report to the Grassroots Commendation and Reward Council for assessment and voting; report to the head of the unit to award the titles of "Outstanding Soldier at the grassroots level", "Advanced Worker", "Excellent Labor Collective", and "Advanced Labor Collective" according to their management authority; present to the Ministry's leadership for consideration and decision before the head of the unit issues the decision.

Article 15. Documents and Procedures for Proposing to Award the Commemorative Medal "For the Cause of Vietnam's Diplomacy"

1. Components of the proposal documents:

a) The memorandum from the Ministry of Foreign Affairs Office proposing to award the Commemorative Medal;

b) A summary of the achievements of the individual proposed for the Commemorative Medal (except for individuals who are Party or State leaders). At the same time, send an electronic file (Word document) of the above text (excluding content containing state secrets) to the Ministry of Foreign Affairs Office's email;

c) The written opinion of the Ministry of Public Security regarding individuals who are overseas Vietnamese or foreign nationals;

d) The written opinion on compliance with the Party's guidelines and State laws at the place of residence for retired individuals.

2. Procedures for Proposing to Award:

a) For individuals under the management authority of the Ministry of Foreign Affairs: Units and diplomatic missions prepare documents according to the provisions of point b, Clause 1 of this Article and submit them to the Ministry of Foreign Affairs Office.

After receiving all required documents, the Ministry of Foreign Affairs Office will take the lead, coordinate with relevant units to review the documents and standards as prescribed; report to the Minister for consideration and decision.

b) For individuals not under the management authority of the Ministry of Foreign Affairs:

The responsible unit for the region or achievement proposes the initiative to the Ministry Leadership. After approval by the Ministry Leadership, prepare documents according to the provisions of points b and d, Clause 1 of this Article and submit them to the Ministry of Foreign Affairs Office.

Diplomatic missions shall send: The document proposing to award the Commemorative Medal and a summary of the achievements of the individual proposed for the Commemorative Medal to the Ministry of Foreign Affairs Office.

After receiving all required documents, the Ministry of Foreign Affairs Office will take the lead, coordinate with relevant units to review the documents and standards as prescribed; report to the Minister for consideration and decision.

c) For overseas Vietnamese individuals or foreign nationals:

The responsible unit for the region or the main achievement proposes the opinion of the Ministry of Public Security, and proposes the initiative to the Ministry Leadership. After approval by the Ministry Leadership, prepare documents according to the provisions of points b and c, Clause 1 of this Article and submit them to the Ministry of Foreign Affairs Office.

Diplomatic missions shall send: The document proposing to award the Commemorative Medal and a summary of the achievements of the individual proposed for the Commemorative Medal to the Ministry of Foreign Affairs Office.

After receiving all required documents, the Ministry of Foreign Affairs Office will take the lead, coordinate with relevant units to review the documents and standards as prescribed; report to the Minister for consideration and decision.

Article 16. Documents and Procedures for Proposing to Award the Minister's Certificate of Merit, Minister's Commendation

1. Components of the proposal documents for commendation:

a) The memorandum from the Ministry of Foreign Affairs Office proposing to award the Minister's Certificate of Merit or Minister's Commendation (Model 1.1 attached as Appendix I of this Circular);

b) Report on the achievements of the individual or group proposed for commendation. At the same time, send an electronic file (Word document) of the above text (excluding content containing state secrets) to the Ministry of Foreign Affairs Office's email;

c) Decision or confirmation document from the competent authority managing the individual or group regarding the effectiveness of application and replicability of the achievement or scientific topic, scientific project, scientific and technological work, or decision recognizing outstanding completion of tasks in cases where the Minister's Certificate of Merit is proposed for diplomatic achievements;

d) Written opinion of the Ministry of Public Security (for individuals who are overseas Vietnamese or foreign individuals or groups);

đ) Written opinion on compliance with the Party's guidelines and State laws at the place of residence for retired individuals.

2. Procedures for rewarding outstanding achievements; rewarding for serving political tasks of the Party and State:

a) Units responsible for commendation achievements base on the results and achievements obtained by individuals or groups propose the initiative to the Ministry Leadership. After approval by the Ministry Leadership, prepare the commendation proposal documents according to the provisions of Clause 1 (excluding point a) of this Article and submit them to the Ministry of Foreign Affairs Office.

b) Diplomatic missions base on the results and achievements obtained by individuals or groups under their management, prepare documents (including: Document proposing commendation, report on the achievements of the individual or group proposed for commendation) and submit them to the Ministry of Foreign Affairs Office.

c) After receiving all required documents, the Ministry of Foreign Affairs Office will take the lead, coordinate with relevant units to review the documents and standards as prescribed; report to the Minister for consideration and decision.

3. Procedures for rewarding achievements:

a) Based on the results of evaluating and classifying the quality of task completion by individuals or groups; based on the results of assessing the scope of impact and applicability or scientific topics, scientific projects, scientific and technological works, units/Diplomatic Missions conduct meetings to assess and recommend commendation forms for individuals or groups under their management and submit them to the Ministry of Foreign Affairs Office.

b) Based on the regulations on criteria and conditions for commendation assessment, the Ministry of Foreign Affairs Office compiles and reviews commendations; proposes organizing a meeting of the Ministry of Foreign Affairs' Competition and Commendation Council to assess commendations.

c) On the basis of the results of the commendation assessment by the Ministry of Foreign Affairs' Competition and Commendation Council, the Ministry of Foreign Affairs Office compiles and reports to the Minister for consideration and decision.

4. Procedures for rewarding international relations:

a) Units proposing commendation for overseas Vietnamese individuals or groups, foreign individuals or groups within their management area or responsibility propose the initiative to the Ministry Leadership. After approval by the Ministry Leadership, prepare commendation proposal documents and submit them to the Ministry of Foreign Affairs Office.

b) Diplomatic missions base on the results and achievements obtained by overseas Vietnamese individuals or groups, foreign individuals or groups send a document proposing commendation to the regional or commendation responsibility unit.

The regional or commendation responsibility unit seeks opinions from the Ministry of Public Security and related agencies (if necessary), and proposes the initiative to the Ministry Leadership. After approval by the Ministry Leadership, prepare commendation proposal documents and submit them to the Ministry of Foreign Affairs Office.

c) Based on the regulations on criteria and conditions for commendation assessment, the Ministry of Foreign Affairs Office compiles and reviews commendations, reports to the Ministry Leadership, and submits to the Minister for consideration and decision.

Article 17. Documents and procedures for nominating to be awarded Certificates of Merit or Commendations

1. Components of the proposal documents for commendation:

a) A proposal for nominating to be awarded a Certificate of Merit or Commendation (Model 1.1 attached as Appendix I of this Circular);

b) Report on achievements of individuals or groups nominated for awards.

2. Procedures for nominating to be awarded awards:

a) Based on regulations regarding conditions and criteria for awarding Certificates of Merit or Commendations, the head of units with legal personality or groups and individuals shall prepare nomination documents and submit them to the unit's department responsible for competition and reward work.

b) The unit's department responsible for competition and reward work shall compile and coordinate with related units (if necessary) to review the nomination documents, and report to the head of the unit with legal personality for consideration and decision.

Article 18. Time limit for reviewing nomination documents and time for announcing award results

1. For awards for outstanding achievements, in cases meeting the conditions and criteria for awards as prescribed, the Office of the Ministry or the advisory department for competition and reward work of the units shall implement the procedure to propose the Minister for consideration and decision on awards or to submit to the competent authority for awards within five days from the date of receiving complete nomination documents as prescribed.

2. For other awards, in cases meeting the conditions and criteria for awards as prescribed, the Office of the Ministry or the advisory department for competition and reward work of the units shall implement the procedure to propose the Minister for consideration and decision on awards or to submit to the competent authority for awards within ten days from the date of receiving complete nomination documents as prescribed.

3. In cases not meeting the conditions and criteria, within ten days from the date of receiving complete nomination documents for awards, the Office of the Ministry or the advisory department for competition and reward work shall notify the nominating unit.

4. Within no more than two days from the date of receipt of the award decision of the Minister, the Office of the Ministry or the advisory department for competition and reward work of the units shall announce the award results to the individuals and groups being awarded.

5. Within no more than ten days from the date of receipt of the award notification, the nominating unit for awards shall have the responsibility to go to the Office of the Ministry or the award organizing unit to receive the Decision and award items.

Article 19. Documents and procedures for issuing replacement or reissuing award items under the jurisdiction of the Ministry of Foreign Affairs and heads of units

1. Documents for issuing replacement or reissuing award items consist of one set (original copy) including:

a) A letter requesting replacement or reissuing from a group or an application for replacement or reissuing from an individual when the award item is damaged, no longer usable, or lost due to objective reasons such as natural disasters, floods, fires, or printing errors (Model 2.1 and 2.2 attached as Appendix II of this Circular);

b) The award item proposed for replacement (in case of requesting replacement).

2. Procedures for requesting replacement or reissuing award items:

a) Individuals and groups wishing to replace or reissue award items under the authority to grant of the Minister of the Ministry of Foreign Affairs shall prepare documents and send them to the Office of the Ministry. The Office of the Ministry shall compare with the stored files, confirm, compile, and report to the leadership of the Ministry for consideration and decision. The Office of the Ministry leader shall sign the certificate of replacement or reissuing within fifteen days from the date of receiving the request for replacement from the group or individual.

Replacement or reissued award items apply to the title "Outstanding Soldier of the Ministry of Foreign Affairs", "Outstanding Soldier at the grassroots level" except for individuals belonging to units with legal personality, "Flag of Competition of the Ministry of Foreign Affairs", Commemorative Medal "For the Cause of Vietnam's Diplomacy" and "Certificate of Merit of the Minister".

Replacement or reissued items shall be purchased and printed according to the prescribed model by the Financial Management Department. The Office of the Ministry shall be responsible for processing and destroying replaced award items according to regulations.

b) Individuals and groups wishing to replace or reissue award items under the authority to grant of the heads of units with legal personality shall prepare documents and send them to the unit. The advisory department for competition and reward work of units with legal personality shall compile the documents and submit to the head of the unit for consideration and decision on replacing or reissuing award items, commendation titles, and forms of rewards according to their authority.

Replacement or reissued award items apply to the title "Outstanding Soldier at the grassroots level", Commemorative Medals according to the field of the unit in charge, Certificates of Merit, Commendations, and forms of rewards under their authority.

Replacement or reissued items shall be purchased and printed according to the prescribed model by the unit with legal personality; process and destroy replaced award items according to regulations.

c) Individuals and groups wishing to replace or reissue Commemorative Medals according to the field, or Certificates of Merit or Commendations of the Committee Chair, shall prepare documents and send them to the unit. The advisory department for competition and reward work of units shall be responsible for compiling the documents and submitting to the head of the unit for consideration and decision on replacing or reissuing award items according to their authority.

Replacement or reissued items shall be purchased and printed according to the prescribed model by the unit; process and destroy replaced award items according to regulations.

3. The design of the replacement certificate (with accompanying badge if applicable) shall be printed according to the current design, where the right bottom of the certificate shall pre-print the seal and signature of the person authorized to award at that time; the left bottom of the certificate shall record "Award Decision number, date, month, year, golden book number" and record "replacement certificate number, date, month, year" of the Ministry of Foreign Affairs. When individuals and groups receive a replacement certificate, they will also receive a replacement certificate confirmation letter (Model 2.4 attached as Appendix II of this Circular).

Article 20. Documents and Procedures for Revoking Decisions to Award Commendation Titles and Reward Forms within the Authority of the Ministry of Foreign Affairs, Heads of Legal Entities, and Chairpersons of Committees

1. Individuals or groups with actions falling under the cases stipulated in Clause 2, Article 93 of the Law on Encouragement and Rewards shall have their commendation title awarding decisions and reward forms revoked, and the physical rewards and monetary awards received shall be reclaimed.

2. Based on the conclusion of the competent authority determining that individuals or groups have violated actions falling under the cases stipulated in Clause 2, Article 93 of the Law on Encouragement and Rewards, the unit that proposed the rewards shall be responsible for requesting the competent authority to issue a decision to revoke the decision to award commendation titles and reward forms and reclaim the physical rewards and monetary awards.

3. The application documents for revoking decisions to award commendation titles and reward forms consist of one set (original copy) including:

a) A proposal to reclaim for each commendation title and reward form type of individual or group;

b) A summary report from the unit directly proposing the rewards regarding the reasons for requesting the competent authority to revoke the decision to award commendation titles and reward forms (attached with the Reward Decision).

4. Procedures for reclaiming each commendation title and reward form type:

a) The Office of the Ministry compiles the documents, submits them for the Minister's review and decision to revoke the reward decisions for commendation titles and reward forms within the Minister's authority at the Ministry of Foreign Affairs.

b) The advisory department implementing encouragement and reward work at legal entity units and units responsible compile the documents, submit them for the Head of the Unit or the Chairperson of the Committee's review and decision to revoke the reward decisions for commendation titles and reward forms within their authority.

5. The deadline for compiling and submitting to the competent authority for review and revocation of reward decisions for commendation titles and reward forms is five days from the date of receiving complete documents as prescribed.

6. Within two days from receiving the decision to revoke the reward decision, the Office of the Ministry or the advisory department implementing encouragement and reward work at units under the Ministry shall notify the decision to revoke the reward decision to the individual or group.

7. Within fifteen days from receiving the decision to revoke the reward decision, the Minister of Foreign Affairs and Heads of units under the Ministry shall be responsible for returning all physical rewards and monetary awards received to the unit that proposed the rewards and paid the monetary awards to the individual or group.

8. The Office of the Ministry and the advisory department implementing encouragement and reward work at units under the Ministry shall be responsible for urging individuals, groups, and households to return physical rewards within the deadline and organizing the recovery according to regulations; the reclaimed monetary awards shall be deposited into the state budget or the encouragement and reward fund as prescribed.

Chapter IV
ORGANIZATION AND ACTIVITIES OF THE ENCOURAGEMENT AND REWARD COUNCIL OF THE MINISTRY OF FOREIGN AFFAIRS AND THE ENCOURAGEMENT AND REWARD COUNCIL AT THE LOCAL LEVEL

Article 21. Organization of the Encouragement and Reward Council of the Ministry of Foreign Affairs

1. The Encouragement and Reward Council of the Ministry of Foreign Affairs is an agency established by the Minister of Foreign Affairs (hereinafter referred to as the Minister), with the following tasks and powers:

a) Advising the Minister on launching competition movements in the foreign affairs sector.

b) Regularly evaluating interim and final results of encouragement and reward work; recommending and proposing policies and measures to promote patriotic competition movements annually and over different periods; proposing systems and policies on encouragement and rewards in the foreign affairs sector; organizing competitions in accordance with laws on encouragement and rewards.

c) Advising the Minister to inspect encouragement and reward work and implement policies and laws on encouragement and rewards.

d) Advising and consulting the Minister on deciding to grant or recommending competent authorities to grant commendation titles and reward forms as prescribed.

đ) Guiding the organization of activities and evaluation of competitions of competition blocs and clusters organized by the Council.

2. Members of the Encouragement and Reward Council of the Ministry of Foreign Affairs include:

a) The Chairman is the Minister; the First Vice-Chairman is the Deputy Minister assisting the Minister in encouragement and reward work; the Permanent Vice-Chairman is the Director of the Ministry's Office; members include: Heads of units under the Ministry of Foreign Affairs as prescribed in Decree No. 28/2025/NĐ-CP dated February 24, 2025 of the Government (excluding units whose Heads are permanent members of the Council); the Secretary of the Council is the Deputy Director of the Ministry's Office in charge of encouragement and reward work.

b) The Standing Body of the Council includes: the Chairman of the Council, Vice-Chairmen of the Council, the Permanent Secretary of the Party Central Committee of the Ministry of Foreign Affairs, the Director of the Cadre and Civil Servant Department, and the Director of the Foreign Policy Department.

c) The Ministry's Office is the standing body of the Encouragement and Reward Council of the Ministry.

3. The Chairman leads and directs all activities of the Council; chairs and concludes meetings of the Council.

4. The First Vice-Chairman of the Council signs Council documents on behalf of the Chairman; chairs and concludes Council meetings when the Chairman is absent and delegates chairmanship; urges and inspects the implementation of the Council's charter and decisions on policy work.

5. The Permanent Vice-Chairman of the Council:

a) Chairs the handling of regular matters of the Council; signs Council documents and documents on encouragement and reward work according to the Chairman's authorization. Chairs Council meetings when the Chairman and First Vice-Chairman are absent and authorized by the Chairman.

b) Represents the Standing Body of the Council to report to the Council on cases proposing commendation titles and granting, posthumously granting reward forms.

c) Signs minutes of meetings and assessment records of sudden or task-based reward forms to ensure timeliness or as provided in Clause 5, Article 23 of this Circular.

d) Advises the Chairman to urge and inspect the implementation of Council conclusions and decisions.

6. Council Members:

a) Monitor and direct the activities of the competition blocs and competition movements assigned by the Council to oversee and be responsible for.

b) Urge and inspect the implementation of the Council's work policies according to the division of labor by the Chairman of the Council and the Standing Council.

c) Attend all Council meetings as prescribed. In case of absence, a Council member must report to the Chairman of the Council. Carry out other tasks as assigned by the Chairman of the Council.

7. The Secretary of the Council:

a) Register and announce the meeting schedule of the Council; prepare materials and provide logistical support for Council meetings.

b) Record minutes and perform administrative tasks serving the Council meetings.

8. The Standing Council for Competition and Reward of the Ministry of Foreign Affairs:

a) Develop plans and programs for the Council's work.

b) Approve draft programs and contents for work to be discussed at Council sessions, and announce conclusions from Council sessions.

c) Handle urgent issues that require collective opinion but cannot be addressed through immediate Council meetings, then report to the Council at the next available session.

d) Advise and provide opinions on competition titles and reward forms before they are submitted for Council review upon proposal by the Council's permanent office.

9. The Permanent Office of the Council (Ministry Office):

a) Study, synthesize, advise, and propose plans, programs, policies, and regulations regarding competition and reward work.

b) Advise and implement procedures and documentation for competition and reward processes to be reviewed by the Council and the Standing Council within their authority. Review and submit competition and reward documentation for Council review.

c) Summarize opinions of Council members and results of the Ministry's Competition and Reward Council meetings to report to the Chairman of the Council.

d) Perform administrative tasks of the Council (submit interim and final reports on competition and reward work; archive documents, files, and materials; prepare content, materials, and necessary conditions for Council and Standing Council meetings...).

d) Carry out other tasks as assigned by the Chairman of the Council.

Article 22. Organization of the Competition and Reward Council at units with legal personality

1. The Competition and Reward Council of units under the Ministry with legal personality is the grassroots Competition and Reward Council, having the following responsibilities and authorities:

a) Implement the policies and guidelines of the Party, State, and the Ministry of Foreign Affairs regarding competition and reward work within the Ministry;

b) Develop guidelines for competition and reward work for collectives and individuals under the unit;

c) Approve competition titles and rewards, propose recognition of competition titles and rewards within the authority of the Minister, and submit to competent authorities for consideration of competition titles and rewards for collectives and individuals as stipulated by law;

2. Composition of the Grassroots Competition and Reward Council:

a) The Council is established by the Head of the Unit and is responsible for advising and consulting on competition and reward work within its management scope.

b) The composition of the Council includes: the Chairman of the Council is the Head of the Unit; the Vice-Chairman of the Council is the Deputy Head responsible for competition and reward work, and Council members appointed by the Head of the Unit.

c) The Standing Council consists of: the Chairman of the Council, the Vice-Chairman of the Council, and the Secretary of the Council.

d) The advisory body implementing competition and reward work of the unit is the Permanent Office of the Council. The Secretary of the Council is the advisor implementing competition and reward work of the unit.

Article 23. Activities of the Council for Competitions and Awards of the Ministry of Foreign Affairs

1. The Council and its Standing Body operate under a collective system with individual responsibility; meetings are organized based on the requirements of competition and award activities.

2. The Council and its Standing Body convene when at least two-thirds of the total number of members are present. For matters concerning the examination and proposal to confer the title of "National Labor Hero" or "National Model Worker," at least ninety percent of the total number of Council members must be present.

3. At each meeting of the Council, if a member is absent, they must appoint someone to attend the meeting in their place. The opinions expressed by the person attending in place of the member at the Council meeting shall be considered as the opinion of the Council member. The person attending in place may not vote or ballot on issues that require voting or balloting.

4. The Council convenes to examine and vote on awards for collectives and individuals proposed for the titles of "National Labor Hero," "National Model Worker," "Ministry of Foreign Affairs Model Worker," "Basic Unit Model Worker," "Flag of Competition of the Ministry of Foreign Affairs," "Government Flag of Competition," and other cases as decided by the Chairperson of the Council.

5. In cases where a Council meeting is not convened, the Standing Body of the Council is responsible for sending documents and materials to solicit opinions from each Council member or the Standing Body. After receiving opinions from at least two-thirds of the total number of members, the Standing Body of the Council compiles the ratio of agreeing opinions to the total number of members who have given opinions and reports this to the Chairperson of the Council for consideration and decision.

6. The Council uses the seal of the Ministry of Foreign Affairs for its activities.

7. Funding for the Council's operations:

a) The funding for the Council and its permanent body is allocated from the state budget for annual competition and award work for the Ministry of Foreign Affairs.

b) The Council operates on a part-time basis, and members and secretaries of the Council are entitled to allowances when participating in meetings, examining competition titles, and award forms according to the provisions of the law.

Article 24. Activities of the Council for Competitions and Awards at units with legal entity status

The heads of units with legal entity status base the working regulations of the Council for Competitions and Awards of the Ministry of Foreign Affairs to establish the activities of the Council for Competitions and Awards of their unit in accordance with the practical conditions of their unit.

Chapter V
IMPLEMENTING PROVISIONS

Article 25. Responsibilities for Implementation

1. The heads of units under the Ministry of Foreign Affairs, diplomatic missions, and related organizations and individuals are responsible for implementing this Circular.

2. The Office of the Ministry is responsible for guiding, inspecting, and urging the implementation of this Circular; taking the lead and coordinating with relevant units to advise the Minister of Foreign Affairs to issue relevant regulations to ensure the implementation of this Circular.

Article 26. Effective date

Clause 1. This Circular takes effect from January 1, 2026.

2. This Circular ceases to be effective from March 1, 2027, except for the cases specified in Clause 1 of Article 60 of Decree No. 152/2025/NĐ-CP on the delegation of authority in the field of competitions and awards; guiding the Law on Competitions and Awards.

3. Circular No. 01/2024/TT-BNG dated July 15, 2024, of the Minister of Foreign Affairs on detailed guidance on the implementation of certain articles of the Law on Competitions and Awards in the foreign affairs sector ceases to be effective from the date this Circular comes into effect./.
