Pursuant to Decree No. 39/2025/NĐ-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Justice;
Pursuant to Decree No. 60/2021/NĐ-CP of the Government stipulating the financial autonomy mechanism of public service units amended and supplemented by Decree No. 111/2025/NĐ-CP;
Pursuant to Decree No. 99/2022/NĐ-CP of the Government on registration of security measures;
At the proposal of the Director of the Department of Security Measures Registration and State Compensation;
The Minister of Justice promulgates this Circular providing quality criteria and standards for public services funded by the State budget in registration and provision of information on security measures, transactions, and other assets within the jurisdiction of the Ministry of Justice.
Article 1. Scope of Regulation
This Circular stipulates quality criteria and standards serving as a basis for evaluating the quality of public services funded by the State budget in registration and provision of information on movable security measures (excluding aircraft, ships, and listed securities), annual plants, temporary structures; transactions, and other assets within the jurisdiction of the Ministry of Justice (hereinafter referred to as "services").
Article 2. Applicability
This Circular applies to the Centers for Transaction and Asset Registration under the Department of Security Measures Registration and State Compensation of the Ministry of Justice; related organizations and individuals.
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. Service quality is the degree to which the service product meets the criteria and standards prescribed by law.
2. Quality service criteria include indicators prescribed for assessing and certifying service quality.
3. Service quality standards are determined based on the results of evaluating the criteria when implementing services through a pass/fail assessment method.
Article 4. Quality Criteria and Standards
1. Content of service quality evaluation:
a) Physical infrastructure, level of financial autonomy;
b) Human resources;
c) Application of information technology, digital transformation;
d) Work efficiency.
2. Quality criteria and standards for services are specified in the Appendix attached to this Circular.
Article 5. Effectiveness and Responsibility for Implementation
1. This Circular takes effect from February 22, 2026.
2. The Director of the Department of Security Measures Registration and State Compensation and related organizations and individuals are responsible for implementing this Circular.
3. During implementation, if there are difficulties or obstacles, relevant agencies, organizations, and individuals are requested to report to the Ministry of Justice for consideration and resolution./.
