RESOLUTION
Regular Meeting of the Government in January 1999
On February 3 and 4, 1999, the Government convened its regular meeting for January 1999 to discuss and adopt the following issues:
1. The Government heard the presentation by Minister of Planning and Investment Tran Xuan Gia on the draft proposal regarding the direction and solutions to adjust the structure and investment of industries during the process of international economic integration.
The Government affirms that international economic integration is an objective trend, creating new opportunities and favorable conditions for developing the national economy according to the set goals and orientations, bringing benefits to the national economy as a whole and to each industry and enterprise individually; at the same time, it will also generate many difficulties and challenges, especially in the initial period, thus requiring us to proactively prepare conditions and action plans promptly and seriously. However, up to now, many Ministries, sectors, and localities, particularly enterprises, have not fully recognized the urgency and the intensity of competition once Vietnam joins the process of international economic integration, have not made necessary adjustments in production structure and investment, technological innovation, and equipment, management reform to enhance the competitiveness of goods and services; some enterprises are even waiting and relying on protective mechanisms.
The Government assigns each Ministry and sector, based on the proposal of the Ministry of Planning and Investment, to develop strategies for international economic integration of the production and service industries under their management in accordance with the policy of adjusting the economic structure, the potential and advantages of the national economy, as well as the market demands in the region and the world. The Ministry of Planning and Investment shall take the lead, coordinate with the Ministry of Trade, the Ministry of Finance, the Ministry of Industry, the Ministry of Foreign Affairs, and the Office of the Government to urgently compile the general proposal from the proposals of the Ministries and sectors to submit to the Prime Minister in March 1999.
2. Adopted the Draft Enterprise Law (replacing the Company Law and Private Enterprise Law) presented by Minister of Planning and Investment Tran Xuan Gia. Assign the Ministry of Planning and Investment to take the lead, coordinate with the Ministry of Justice, the Office of the Government, incorporate the opinions of the Government members at this meeting, perfect the Draft Law, and submit it to the Prime Minister in February 1999 to be submitted to the National Assembly.
3. The Government heard the introduction of the Draft Law on the Vietnam Fatherland Front by General Secretary of the Central Committee of the Vietnam Fatherland Front Tran Van Dang. Assign the Ministry of Justice to take the lead, coordinate with the Office of the Government, incorporate the opinions of the Government members, perfect the draft for comments to be submitted to the Prime Minister in February 1999 to be sent to the Central Committee of the Vietnam Fatherland Front, and concurrently to the Standing Committee of the National Assembly.
4. Heard the presentation by Minister of Construction Nguyen Manh Kiem on the Draft Regulations on Investment Management and Construction (Amended). Assign the Ministry of Construction to take the lead, coordinate with the Ministry of Justice, the Ministry of Planning and Investment, and the Office of the Government to incorporate the opinions at this meeting, clarify the unified state management regulations on investment and construction, ensure thriftiness, prevent waste and corruption in investment decisions, permit investments, issue construction permits, and conduct construction bidding; perfect the Draft Decree and the Regulations on Investment Management and Construction (Amended) to be submitted to the Prime Minister for consideration in March 1999.
5. At this meeting, the State Auditor General reported to the Government on the inspection, accusation, and complaint work in the fourth quarter of 1998; the Office of the Government reported on the results of the meetings between the Government and localities to implement the National Assembly's Resolution on tasks for 1999; the Steering Committee for Implementing New Tax Laws of the Government reported on the implementation of new tax laws; the Ministry of Planning and Investment reported on the implementation of the January 1999 plan and proposed measures for management in subsequent months.
The Government agrees with the contents of the above reports, unanimously recognizes that the socio-economic situation in January 1999 has shown positive changes; production and business activities and prices of goods and services have not seen significant fluctuations, people's lives remain stable. The public is concerned and supportive, enterprises strictly comply with the Value Added Tax Law and Corporate Income Tax Law. The Government requests Ministries, sectors, and localities to continue to perform the following tasks:
- Focus on resolving difficulties and obstacles, promoting production and business development and exports; concentrate efforts to combat drought and strive to achieve high results in the Winter-Spring crop;
- Timely resolve emerging issues, direct the implementation of new tax laws effectively, especially the Value Added Tax Law and Corporate Income Tax Law;
- Strictly implement Directive No. 05/1999/CT-TTg dated January 26, 1999 of the Prime Minister on organizing the Tet Kỷ Mão 1999 celebration, closely guide to maintain price stability, ensure sufficient goods for people's consumption, and maintain social security and safety.
At this meeting, the Prime Minister assigned each member of the Government to oversee provinces and centrally-administered cities to closely monitor the situation in each locality, assist the Government in promptly addressing new issues arising in the implementation of socio-economic tasks./.
