RESOLUTION

Regular Government Meeting in January 2002

 

On January 31, 2002, the Government held its regular meeting for January 2002 to discuss and adopt the following issues:

1. The Government heard the Minister of Justice read the Report to the Government on the Draft Law Amending and Supplementing Certain Provisions of the Law on Enacting Regulatory Legal Documents; the Minister, Head of the Government Office read the Summary of Opinions from Government Members on this Draft Law.

The Law on Enacting Regulatory Legal Documents, adopted by the National Assembly, tenth session, ninth term, on November 12, 1996, has met the basic requirements for building and perfecting the legal system, reflecting the spirit of reforming legislative and regulatory procedures of state agencies in line with administrative reform progress. In recent years, the implementation of the Law has brought about qualitative changes in the activity of enacting regulatory legal documents. The quality of documents has continuously improved. The content of documents has become increasingly rich and diverse, covering almost all major and important areas of society.

However, the process of implementing the Law has revealed some limitations and shortcomings that need to be promptly addressed, especially those provisions related to the drafting process of projects and draft documents; the role and responsibility of subjects submitting projects; organization of review and examination of projects; quality and progress of drafting... These issues need to be amended and supplemented in a timely manner to enhance the effectiveness of activities in enacting regulatory legal documents, reform legislative procedures, and institutional reforms.

The Ministry of Justice is assigned to take the lead, coordinate with the Government Office and relevant agencies, incorporate opinions from Government members and participants, urgently complete the Draft Law Amending and Supplementing Certain Provisions of the Law on Enacting Regulatory Legal Documents, and submit it to the Prime Minister for consideration before presenting it to the Standing Committee of the National Assembly.

2. The Government heard the Minister of Trade, Deputy Chairman of the National Committee for International Economic Cooperation, present the Program of Action of the Government to implement the Resolution of the Political Bureau on international economic integration.

The Program of Action of the Government to implement Resolution No. 07/NQ-TW dated November 27, 2001 of the Political Bureau of the Central Committee of the Party (ninth term) on international economic integration includes the main contents as follows:

Strengthen information dissemination and propaganda; amend and supplement economic and trade systems and policies; shift the economic structure and improve the competitiveness of the economy; develop an overall strategy for international economic integration; train human resources, particularly experts in trade and international law; harmonize diplomatic activities with foreign economic activities; consolidate national defense and security; negotiate accession to the World Trade Organization (WTO) and improve the organization responsible for international economic integration.

Specific contents in the Program of Action of the Government on international economic integration must reflect the combination and interweaving with other Programs as well as international commitments of the State to shift the economic structure, improve the competitiveness of goods and the entire economy, and enhance the position of the country in the process of international economic integration. Ministries, sectors, and localities must have specific plans to effectively implement this Program of Action.

The National Committee for International Economic Cooperation is assigned to take the lead, coordinate with the Government Office and relevant agencies, incorporate opinions from Government members and participants, complete the Program of Action of the Government on international economic integration, and submit it to the Prime Minister for consideration and decision to issue in February 2002.

3. The Government heard the Minister of Planning and Investment report on some highlights of the socio-economic situation in January 2002.

Business production in January continued to increase significantly, especially in industrial production; however, the export sector declined compared to the previous month and the same period last year, with export turnover facing difficulties both in quantity and price; only seafood exports maintained a growth rate of 26.4% compared to the same period. State budget revenue reached a satisfactory level. Expenditure met all needs. The consumer price index in January was higher than in previous years, increasing by 1.1% compared to December 2001.

The Government urges ministries, sectors, and localities to concentrate efforts on promoting business production and export activities. Maintain political security and social order; combat smuggling and commercial fraud; crack down on crime and social evils; rigorously inspect and limit traffic accidents; promptly address food shortages in certain regions.

The Ministry of Finance is assigned to issue guidelines for implementation: From January 1, 2002, no capital usage fees will be collected for state-owned capital at enterprises, replacing Article 15 of Decision No. 05/2001/NQ-CP dated May 24, 2001 of the Government on additional measures to manage the economic plan for 2001; use this capital for enterprise development investment.

Ministries, sectors, and localities should actively guide and meet the travel needs of the people, organize good entertainment activities during the Lunar New Year; focus forces on food safety inspections; care for the living conditions of policy beneficiaries; ensure adequate goods supply and guard against sudden price fluctuations during the holiday. Organize for the people to celebrate the Lunar New Year Year of the Water Horse safely and healthily. Strictly enforce the Government's policy on prohibiting firecrackers; rectify administrative discipline; practice thrift and prevent waste. Create a cheerful atmosphere for enthusiastic labor, study, and work, and fulfill economic and social tasks in 2002 well.
