DIRECTIVE OF THE MINISTER OF FINANCE
On promoting thrift and combating waste during year-end summary and welcoming the New Year in the finance sector Implementing Ordinance No. 02/1998/PL-UBTVQH10 dated February 26, 1998 on thrift and waste prevention and Government Decree No. 38/1998/NĐ-CP dated June 9, 1998 detailing the Ordinance on thrift and waste prevention; the Party Cadre Committee of the Ministry of Finance issued Directive No. 09/BCS on June 14, 2001; the Ministry of Finance issued Directive No. 10/CT-BTC on December 27, 2001 on promoting thrift and waste prevention in the finance sector.
In recent times, efforts to promote thrift throughout the sector have seen many units paying attention and effectively managing internal finances, implementing the Thrift and Waste Prevention Ordinance well. However, there have also been instances of lax management in expenditures, purchasing expensive assets that are not truly necessary, and inefficient use of funds. The organization of festivals, anniversaries, award ceremonies, conferences... still has a formalistic nature, with excessive spending, wasting time and funds.
To ensure effective implementation of thrift and waste prevention during the year-end summary and welcoming the New Year, the Minister of Finance requests the heads of units, party committees at all levels, and mass organizations within the finance sector to strictly implement the following tasks:
1. In the end-of-year award work, the expenditure for rewarding individuals and collectives must be linked to their achievements and serve as genuine motivation and encouragement in their work; At the same time, they must comply with the State's reward regulations, those of the Ministry, and those of subordinate systems. The list of rewards and the amount of each reward from the bonus fund allocated according to regulations must be publicly disclosed so that all civil servants are aware. The welfare fund should be used to provide慰问、赠送礼物给为革命作出贡献的家庭、残疾军人和烈士亲属,符合国家政策。
Strictly prohibit units in the sector from using state funds to purchase gifts or make donations to individuals or organizations. Cases of approving expenditures in violation of reward and gift regulations shall be handled according to the law.
2. Organize year-end summaries and New Year welcoming meetings solemnly and thriftily; avoid ostentation, formality, or organizing banquets and receptions that lead to waste; lower-level units shall not organize visits to higher-level units, and local units shall not organize visits to central agencies. Printing and distributing calendars, sending greeting cards, decorating with flags, flowers, potted plants, colored lights, banners, and using broadcasting and television media for news dissemination must be practical, appropriate to actual needs, and ensure thrift.
3. Depending on their own conditions, unit leaders should create favorable conditions for cadres and civil servants to celebrate traditional holidays solemnly, joyfully, and thriftily. Strictly prohibit units in the sector from organizing tours and exchanges with other units during the New Year and festivals using state funds.
Unit leaders under and affiliated with the Ministry are responsible for disseminating the spirit of thrift and waste prevention as stipulated in this Directive to cadres and civil servants in their units and reporting the results of implementation to the Ministry of Finance before February 28, 2003.
