DIRECTIVE OF THE MINISTER OF FINANCE

Regarding the organization and implementation of the nationwide movement to encourage people's participation in purchasing National Construction Bonds for 2005 - Education Bonds

Implementing the Party and State’s policy on issuing Education Bonds for investment in education and training; in 2003, the whole country raised 2.580 billion VND, which was invested in the education sector according to the Government's regulations. Many schools and classrooms built with funds from the issuance of Education Bonds have been put into use and have shown significant effectiveness. In 2005, the Government will issue 1.500 billion VND in Education Bonds for continued investment in the education sector, striving to achieve the goal of "no more three-shift classrooms, no more temporary classrooms made of bamboo and palm leaves, and the reinforcement of school buildings."

Comprehending the spirit of Directive No. 07/2005/CT-TTg dated March 31, 2005, of the Prime Minister on organizing and implementing the issuance of Education Bonds in 2005, the Ministry leadership requests all agencies and units under the Finance Sector to pay attention and coordinate in implementing the following key tasks:

1. The entire Finance Sector must consider this as a key task for 2005. Central and local agencies must promptly develop plans to organize the issuance of Education Bonds starting from May 19, 2005, achieving the highest results, ensuring the goals and requirements set forth.

2. Provincial Departments of Finance and State Treasury Offices have the responsibility to assist People's Committees in developing specific plans and assigning targets for mobilizing the purchase of bonds to each organization and community area; they should seek guidance from the Party Committee, closely cooperate with relevant departments, the Vietnam Fatherland Front, and mass organizations to organize propaganda, mobilization, and guidance for organizations and individuals within their jurisdiction to participate in purchasing Education Bonds, striving to complete assigned targets.

3. Units within the State Treasury system must organize bond issuance points equipped with necessary facilities and equipment to facilitate buyers, ensuring quick and smooth issuance processes without causing inconvenience or wasting people's time; measures must be taken to ensure absolute safety in organizing, managing, and transporting money and bond certificates, preventing any loss of state assets.

Funds collected from the issuance of Education Bonds must be managed according to current financial regulations and disbursed promptly and accurately to the intended recipients and purposes.

4. Departments and Bureaus responsible for financial management of state-owned enterprises, insurance companies, commercial banks, and social insurance must directly implement mobilization work for purchasing Education Bonds down to each unit under their jurisdiction; monitor and urge implementation to ensure the completion of assigned mobilization targets.

5. Information and press agencies under the Finance Sector must follow up on the implementation of the campaign, closely coordinating with central and local news agencies, radio, and television stations to timely report and publicize the results of bond purchases, highlighting exemplary cases in participating in the purchase of Education Bonds.

6. Units under and affiliated with the Ministry of Finance need to promptly develop action plans and actively participate in joint propaganda and mobilization efforts, while directly mobilizing cadres and civil servants within their units and throughout the system to respond to the purchase of Education Bonds.

7. The State Treasury system needs to organize information and reporting work well to serve timely guidance and management by the Ministry of Finance and People's Committees during the bond issuance period.

Heads of agencies under and affiliated with the Ministry of Finance and heads of local finance agencies are responsible for strictly organizing and implementing this Directive.
