DIRECTIVE
Regarding the organization and implementation of the issuance of National Construction Bonds and Education Bonds in 2005 State Bonds for Education in 2005
To implement the Ordinance on Issuance of National Construction Bonds No. 12/1999/PL-UBTVQH10 dated April 27, 1999 of the Standing Committee of the National Assembly; Resolution No. 09/2002/QH11 dated November 28, 2002 of the National Assembly, Session II, Term XI, throughout 2003, the whole country successfully carried out the task of mobilizing 25 trillion VND in bonds to serve the development of education in the country.
Continuing to implement the goal of eliminating three-shift classrooms; eliminating temporary classrooms made of bamboo, wood, and thatch, and solidifying school buildings, the Government has issued Decree No. 42/2005/NĐ-CP dated March 29, 2005 stipulating the issuance of National Construction Bonds for 2005 and Education Bonds to mobilize capital to support provinces in mountainous areas, the Central Highlands, and provinces with many difficulties in achieving the common goals set by the Government; creating material conditions for ethnic groups and children in remote areas to contribute positively to the construction and development of the country.
To ensure the successful issuance of Education Bonds, the Prime Minister issues the following directive:
1. Taking advantage of the commemoration of the 30th anniversary of the liberation of the South and the reunification of the country and the 115th birthday of President Ho Chi Minh, a nationwide campaign to promote the purchase of Education Bonds should be launched based on the spirit of the entire people's care for the development of the educational cause.
The Ministry of Finance must urgently complete all preparatory work to implement the issuance of Education Bonds from May 19, 2005.
2. During the period of bond issuance, all levels, sectors, agencies, units, and localities must clearly identify the promotion and response to purchasing Education Bonds as a key and urgent task; consider the active participation in purchasing bonds according to assigned targets as an important content for evaluating the results of thrift practice and demonstrating care for the educational cause as taught by the Beloved President Ho Chi Minh: "For the benefit of future generations, plant trees; for the benefit of the next hundred years, educate people."
Provincial People's Committees under the central government have the responsibility to comprehensively organize and direct the movement to purchase Education Bonds within their jurisdiction; based on assigned targets for promoting the purchase of bonds, they need to analyze and assess specific capabilities to assign targets for promotion to relevant entities such as agencies, units, and community clusters.
Ministries, ministerial-level agencies, and government agencies within their functions and tasks shall organize activities to promote and mobilize employees, civil servants, workers, and staff of their units; arrange specific work with organizations under their management such as State-owned corporations, state enterprises, Social Insurance Fund, and public institutions to direct, urge, and inspect the completion of assigned targets for promoting the purchase of Education Bonds.
The State Bank of Vietnam shall mobilize credit organizations to allocate funds reasonably to participate in purchasing Education Bonds according to assigned targets; organize sufficient printing to meet the needs of bond issuance.
5. The Ministry of Education and Training shall take the lead and coordinate with relevant agencies to review, inspect, abolish, or report to competent authorities for the abolition of illegal fees and contributions for building schools; urge and direct the construction of projects using bond issuance funds according to approved plans, without allowing capital accumulation.
6. Vietnam News Agency, Vietnam Television, Voice of Vietnam, news agencies, and press organizations have the responsibility:
a) To develop plans, prioritize broadcasting time, and provide timely information about issues related to the issuance of Education Bonds in 2005, helping the people understand the obligations and rights of citizens towards the country; at the same time, encourage and motivate all organizations and individuals both inside and outside the country to actively participate in purchasing bonds.
b) To strengthen propaganda efforts, promptly highlight organizations and individuals with outstanding achievements in purchasing Education Bonds; regularly inform and promote the progress of the movement to purchase Education Bonds in provinces and centrally-administered cities, creating favorable conditions for bond issuance.
7. In the process of implementing the movement to purchase Education Bonds, attention should be paid to the following points:
a) Regularly seek guidance from Party committees at all levels, cooperate with the Vietnam Fatherland Front and mass organizations at all levels.
b) Organize promotional activities with focus and priority to ensure the completion of assigned targets. Mobilize and allocate targets for purchasing bonds in accordance with the income and financial capacity of each region and each group. Do not assign plan targets for mobilization to organizations facing financial difficulties, particularly poor communes, and low-income communities.
c) Heads of central and local agencies and units shall organize and direct their agencies and units to implement the policy of issuing Education Bonds and set an example by practicing thrift and actively participating in purchasing bonds.
d) During the organization of the campaign, avoid ostentatious forms and waste; the budget for implementing the campaign must be strictly economical and within the annual budget allocation. No additional budget supplementation will be provided for this activity at the provincial and municipal levels, ministries, and budget-receiving agencies and units.
8. The results of the issuance of Education Bonds and the management and use of raised capital must be publicly announced through mass media. Raised capital must be invested according to the set objectives and managed strictly to prevent loss, waste, and ineffective use.
9. The Central Steering Committee for Commendation and Awards shall coordinate with the Ministry of Finance and the Vietnam Fatherland Front Central Committee to propose timely forms of recognition and rewards for individuals and organizations that have achieved success in mobilizing and purchasing Educational Treasury Bonds.
The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally governed city People's Committees shall be responsible for strictly organizing and implementing this Directive and regularly submitting reports on the results of purchasing Educational Treasury Bonds to the Ministry of Finance for consolidation and reporting to the Prime Minister./.
