On certain measures to accelerate progress and ensure completion of the program for building clusters and residential areas in flood-prone regions of the Mekong Delta in 2005

After three years of implementing the Program for Building Clusters and Residential Areas in Flood-Prone Regions of the Mekong Delta, some significant results have been achieved. Localities have completed over 90% of the volume of land raising and embankment construction, contributing to significantly reducing human and property losses caused by floods in recent years, initially meeting the goal of ensuring safety for people in flood-prone areas.
However, the construction of essential infrastructure projects, housing construction, and the review and allocation of households to live in clusters and residential areas are still very slow and do not meet requirements; the scale and approach to infrastructure construction in some clusters and residential areas are not appropriate, thus increasing investment capital and lacking space for housing; some infrastructure and housing projects do not meet quality standards; disbursement and settlement of accounts are still slow; some localities have not focused on directing and promoting the stable and safe relocation of households from flood-prone areas into clusters and residential areas, resulting in insufficient population relocation and failing to achieve set targets and plans.
To accelerate progress and complete the Program for Building Clusters and Residential Areas in Flood-Prone Regions by the end of 2005, ensuring the goals and requirements, the Prime Minister instructs relevant ministries, sectors, and People's Committees of provinces and cities in the flood-prone region of the Mekong Delta to immediately implement the following tasks:
1. The People's Committees of provinces and cities in the flood-prone region of the Mekong Delta shall be responsible for:
- Concentrating on directing and implementing specific measures to accelerate progress and control construction quality; settle accounts, especially directing the relocation of all scattered households living in unsafe conditions into clusters and residential areas, while organizing effective post-investment management of projects and programs;
- Reviewing land raising and embankment construction work in residential areas to ensure sufficient space for household relocation according to approved plans. Land raising and embankment construction must be completed by May 31, 2005;
- For clusters and residential areas where land raising has been completed, urgently construct essential infrastructure (internal transportation, water supply, drainage). The provincial People's Committee shall report to the People's Council to prioritize funding for the construction of water supply and drainage systems in clusters and residential areas as prescribed. Based on the specific situation of each locality, first build simple essential infrastructure to ensure normal living conditions for households, and gradually improve them when conditions permit;
- Cooperate closely with enterprises producing and assembling houses to provide housing for households. Implement specific measures to expedite the handover and signing of deferred payment housing loan agreements to ensure disbursement progress;
- Simplify procedures for reviewing and allocating households to live in clusters and residential areas according to set targets and plans;
- Study and gradually introduce suitable production activities and industries in accordance with the conditions of each area to create jobs, improve living conditions, and increase income for residents in clusters and residential areas;
- Strengthen propaganda and mobilization work to encourage people to participate with the State in effectively implementing the Program; develop clusters and residential areas sustainably towards modernity and civilization, meeting the requirements of industrialization and modernization of agriculture and rural development as stipulated by the Party and the State;
- Direct the launch of special campaigns to complete key objectives: land raising, construction of essential infrastructure, and allocation of households to live in clusters and residential areas in accordance with set deadlines.
Each month, the People's Committees of provinces and cities in the flood-prone region must submit detailed reports on implementation results to the Ministry of Construction for consolidation and reporting to the Prime Minister.
2. The Ministry of Planning and Investment shall take the lead, coordinate with the Ministry of Finance and relevant ministries and sectors to examine and process to ensure the allocation of funds under programs such as clean water and environmental sanitation in rural areas, rural transportation development, school construction and upgrading, health care programs, and other programs as prescribed to help localities complete essential infrastructure in clusters and residential areas, thereby improving living conditions for households and enhancing investment efficiency.
3. The Ministry of Finance shall guide, urge, and inspect localities in the implementation of settlement of accounts for construction investment funds for clusters and residential areas in accordance with regulations.
4. The State Bank of Vietnam and the Social Policy Bank shall be responsible for closely coordinating with the People's Committees of provinces in the flood-prone region and enterprises producing and assembling houses to expedite the implementation of procedures for signing deferred payment housing loan agreements, ensuring disbursement progress.
5. The Development Support Fund shall transfer sufficient loan capital for deferred payment land raising and construction of essential infrastructure in clusters and residential areas as prescribed; at the same time, inspect, urge, and guide localities in the implementation of procedures for recovering loans.
6. The Ministry of Construction shall strengthen inspection and urging of the implementation of the Program for Building Clusters and Residential Areas and Housing in Flood-Prone Regions, regularly reporting results to the Prime Minister.
Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government related to this matter and Chairmen of People's Committees of provinces and cities in the flood-prone region of the Mekong Delta are responsible for implementing this Directive./.
