Pursuant to Decree No. 54/2003/NĐ-CP dated May 19, 2003 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Science and Technology, and Decree No. 28/2004/NĐ-CP dated January 16, 2004 of the Government amending and supplementing certain articles of Decree No. 54/2003/NĐ-CP dated May 19, 2003;Pursuant to Decision No. 235/QĐ-TTg dated March 2, 2004 of the Prime Minister approving the Comprehensive Project "Application and Development of Open Source Software in Vietnam during the Period 2004-2008";

Pursuant to Decision No. 709/QĐ-BKHCN dated May 12, 2004 of the Minister of Science and Technology on the establishment of the Steering Committee for the Comprehensive Project "Application and Development of Open Source Software in Vietnam during the Period 2004-2008";

Pursuant to Decision No. 26/2004/QĐ-BKHCN dated September 6, 2004 of the Minister of Science and Technology promulgating the Charter on the organization and operation of the Steering Committee for the Comprehensive Project "Application and Development of Open Source Software in Vietnam during the Period 2004-2008";

Considering the proposals of the Heads of the Cadre and Civil Servant Department and the Director of the Technical-Economic Program Office on Information Technology,

The Secretariat of the Steering Committee for the Comprehensive Project "Application and Development of Open Source Software in Vietnam during the Period 2004-2008" (hereinafter referred to as the Secretariat) operates under the direction of the Chairman of the Open Source Software Steering Committee, with the function of assisting the Steering Committee in preparing, organizing, and ensuring the activities of the Steering Committee in accordance with the provisions set forth in the Charter issued together with Decision No. 26/2004/QĐ-BKHCN dated September 6, 2004 of the Minister of Science and Technology.

DECISION:

Article 1. The Secretariat has the following tasks:

Article 2. 1. To serve as the central unit of the Open Source Software Steering Committee in transactions with domestic and foreign agencies, organizations, and individuals related to the Comprehensive Project "Application and Development of Open Source Software in Vietnam during the Period 2004-2008" (hereinafter referred to as the Project).

2. To examine the contents, compile the budget estimates of sub-projects and tasks of ministries, sectors, and localities, and submit them to the Open Source Software Steering Committee for reporting to the Minister of Science and Technology for review and approval by competent authorities.

3. To prepare the content and annual activity plans of the Open Source Software Steering Committee. To compile reports on the implementation of the Project, financial reports, and evaluations of results for submission to the Minister of Science and Technology through the Open Source Software Steering Committee.

4. To draft plans for mobilizing resources and international cooperation to support the implementation of the Project and submit them to the Open Source Software Steering Committee.

5. To organize and prepare materials for regular and extraordinary meetings of the Open Source Software Steering Committee. To retain and preserve documents related to the Project in accordance with state regulations.

The Management Board of the Open Source Software Project shall perform the functions and tasks of the Secretariat of the Steering Committee for the Comprehensive Project "Application and Development of Open Source Software in Vietnam during the Period 2004-2008". The Management Board of the Open Source Software Project shall utilize its existing staff to carry out the tasks of the Secretariat.

Article 3. The operating expenses of the Secretariat of the Steering Committee shall be balanced within the operating expenses of the Open Source Software Steering Committee.

Article 4. The Heads of the Cadre and Civil Servant Department, the Director of the Technical-Economic Program Office on Information Technology, the Director of the Management Board of the Open Source Software Project, and the Heads of relevant units are responsible for implementing this Decision./.

Article 5. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 6. The Heads of the Cadre and Civil Service Organization Department, the Director of the Office of the Information Technology Economic Technical Program, the Director of the Open Source Software Project Management Board, and the Heads of related units shall be responsible for implementing this Decision./.
