BASED ON THE VIETNAM MARITIME CODE dated June 14, 2005;
BASED ON THE INLAND WATERWAY TRAFFIC LAW dated June 15, 2004;
Pursuant to the Quality of Goods Ordinance No. 18/1999/PL-UBTVQH10 dated December 24, 1999;
BASED ON THE GOVERNMENT DECREE NO. 179/2004/ND-CP dated October 21, 2004 on state management of product and commodity quality;
BASED ON THE GOVERNMENT DECREE NO. 34/2003/ND-CP dated April 4, 2003 on the functions, tasks, powers, and organizational structure of the Ministry of Transport;
PURSUANT TO THE PROPOSAL OF THE HEAD OF THE SCIENCE AND TECHNOLOGY DEPARTMENT AND THE DIRECTOR OF THE VIETNAM MARINE INSPECTION AGENCY,
DECISION:
