THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Agricultural Science Institute.
Considering the proposal of the Director of the Vietnam Academy of Agricultural Science and the Head of the Department of Organization and Cadres,
DECISION:
Article 1. Position and Function
1. The North Central Agricultural Science and Technology Institute is established based on
The North Central Agricultural Research and Development Center, the Phu Quy Fruit Tree Research Center, pursuant to Clause 1 Point h Article 2 of Decision No. 220/QĐ-TTg dated September 9, 2005 of The Prime Minister establishing the Vietnam Agricultural Science Institute.
2. The North Central Agricultural Science and Technology Institute is a scientific public service unit under the Vietnam Agricultural Science Institute, tasked with conducting scientific research and technology development related to crops and agricultural systems to serve the economic and social development of the North Central region.
The international trade name of the Institute in English is: AGRICULTURAL SCIENCE INSTITUTE OF NORTHERN CENTRAL VIETNAM
3. The Institute shall be allocated operating funds, and may use its seal and open a separate account at the State Treasury in accordance with the provisions of the law.
The headquarters of the Institute is located in Vinh City, Nghe An Province.
Article 2. Tasks of the Institute
l. To develop long-term, five-year, and annual research science and technology transfer programs and plans serving the economic and social development goals of the Region, submit them for approval by the competent authority, and implement them after approval.
2. To conduct scientific research and technology transfer in the following areas:
a) Research on selecting, creating, and producing high-yield, quality crop seeds suitable for the natural and social conditions of the North Central provinces;
b) Research on technological processes, technical measures for intensive cultivation and pest control for crops and livestock; research on afforestation and forest development;
c) Research on exploiting and protecting environmental resources towards sustainable agriculture;
d) Research on the agricultural system of the North Central region, building production models, processing agricultural products, and combined agriculture-forestry to achieve high socio-economic efficiency;
đ) Transfer technology in the field of agriculture and preservation of agricultural products to serve the development of agriculture and rural areas in the North Central region;
e) Implement regional extension services, participate in training and professional skill enhancement for forestry and agricultural staff in the Region according to assigned plans.
3. Link and cooperate in scientific research and technology transfer; provide scientific and technological consulting and services and production and business activities within the fields of research of the Institute with domestic and foreign organizations and individuals in accordance with the law.
4. Manage allocated funds, assets, and other resources; conduct activities of the unit under the self-management and self-responsibility mechanism of public scientific and technological organizations in accordance with the law.
Article 3 - Organizational Structure
1. Leadership of the Institute:
The North Central Agricultural Science and Technology Institute has a Director and Deputy Directors.
a) The Director is appointed by the Minister of Agriculture and Rural Development upon the recommendation of the Director of the Vietnam Agricultural Science Institute and is responsible before the Director of the Vietnam Agricultural Science Institute and the law for all activities of the Institute.
b) The Deputy Directors are appointed by the Director of the Vietnam Agricultural Science Institute upon the recommendation of the Director and are responsible before the Director and the law for the tasks assigned by the Director.
2. Departments assist the Director in performing tasks:
a) Department of Science and International Cooperation,
b) Organization and Administration Department,
c) Finance and Accounting Department,
3) Research Departments:
a) Grain Crop Research Department,
b) Legume Crop Research Department,
c) Vegetable and Flower Research Department,
d) Agricultural System Research Department,
đ) Comprehensive Laboratory.
4) Subordinate organizations that use seals and accounts at the State Treasury according to the classification of the Director:
a) Phu Quy Fruit and Industrial Crop Research Center; The center's headquarters is located in Thai Hoa Town, Nghia Dan District, Nghe An Province;
b) Technology Transfer and Extension Center; The center's headquarters is located in Vinh City, Nghe An Province.
Article 4. The Director of the North Central Agricultural Science and Technology Institute shall draft the Charter to be submitted to the Director of the Institute for promulgation; stipulate the tasks and staffing of the Departments, Centers under the Institute in accordance with the assigned tasks and current regulations.
Article 5. Effective Date
This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 6. Responsibility for Implementation
The Head of the Office, the Director of the Cadre and Civil Servant Department, the Heads of relevant agencies and units under the Ministry, the Director of the Vietnam Agricultural Science Institute, and the Director of the North Central Agricultural Science and Technology Institute are responsible for implementing this decision./.
