||| Guidelines for organizing and implementing the Campaign to enhance propaganda,
mobilize and integrate reproductive health/family planning services
in densely populated areas, areas with high birth rates, and difficult regions

Pursuant to Decision No. 09/2006/QĐ-TTg dated January 10, 2006 of the Prime Minister promulgating the "Programme of Action of the Government to implement Resolution No. 47/NQ/TW dated March 22, 2005 of the Politburo on continuing to intensify the implementation of population policy and family planning," aimed at effectively organizing and implementing the Campaign to enhance propaganda, mobilize and integrate reproductive health/family planning services in densely populated areas, areas with high birth rates, and difficult regions (hereinafter referred to as the Campaign), the Population, Family, and Children Commission and the Ministry of Health jointly issue guidelines for certain aspects of organizing and implementing the Campaign as follows:
I. GENERAL PROVISIONS
1. Scope and Applicability This Circular guides the organization and coordination of activities within the Campaign and applies to all sectors, levels, units, and organizations participating in the Campaign that utilize state funds from the National Target Programme on Population and Family Planning annually.
2. General Principles
a) Management and implementation of the Campaign shall follow the management principles of the National Target Programme on Population and Family Planning.
b) Implementation of the Campaign shall be based on strengthening regular population-family planning activities to ensure the sustainability of the programme.
c) Propaganda and mobilization activities during the Campaign must ensure effectiveness and suitability for each region and target group, and be synchronized with service provision activities for reproductive health/family planning.
d) Reproductive health/family planning services must comply with the "National Standards for Reproductive Health Services" issued by the Ministry of Health. The list and standard quantities of essential medicines and consumables for reproductive health/family planning services shall be implemented according to current regulations.
đ) Funding for the implementation of the Campaign shall be guaranteed from the state budget through the National Target Programme on Population and Family Planning budget and local budgets.
II. MAIN ACTIVITIES OF THE CAMPAIGN
1. Propaganda and Mobilization
a) Objectives of Propaganda and Mobilization: To create a favorable environment for the provision of reproductive health/family planning services during the Campaign, contributing to creating demand and behavioral change among target groups in practicing reproductive health/family planning.
b) Content of Propaganda: Encouraging acceptance of the model of having one or two children, providing knowledge about reproductive health/family planning, mobilizing targets to accept and implement family planning methods, supporting and participating in Campaign activities.
c) Target Audience for Propaganda: Concentrating on propaganda and mobilization of couples of childbearing age who have not yet adopted and are not ready to accept family planning methods, single-child families, individuals with difficulties accessing information and services; paying attention to providing knowledge to minors and young adults.
d) Forms of Propaganda: Utilizing appropriate communication channels and materials suitable for different target groups; combining mass media with direct propaganda through group activities, home counseling, distribution of materials; integrating propaganda and mobilization activities into community cultural and political life; reasonably allocating propaganda and mobilization activities before, during, and after the Campaign.
2. Provision of Reproductive Health/Family Planning Services During the Campaign
a) Counseling on Reproductive Health/Family Planning Providing counseling to help clients obtain necessary and appropriate information about contraception methods, prenatal care, prevention of sexually transmitted infections to proactively accept and implement family planning methods, access and use reproductive health services.
b) Family Planning Providing technical services for family planning methods including sterilization, intrauterine devices, injectable contraceptives, contraceptive implants, condoms, oral contraceptives, and other common contraception methods.
c) Prevention of Sexually Transmitted Infections
Conducting gynecological examinations, testing for commonly encountered diseases, treating common sexually transmitted infections to facilitate acceptance of family planning methods by the target audience.
III. ORGANIZATION AND IMPLEMENTATION OF THE CAMPAIGN
1. Tasks of the Population, Family, and Children Commissions at All Levels
a) Proposing the establishment of the Campaign Steering Committee annually at provincial, district, and commune levels. The composition and operational rules of the Steering Committee shall be decided by the People's Committee at the same level. The Steering Committee has the function of assisting the Population, Family, and Children Commission in organizing and directing the implementation of Campaign activities.
b) Taking the lead and coordinating with the Health Sector, relevant departments, and organizations to develop the Campaign plan for approval as prescribed.
c) Taking the lead in managing and coordinating activities between participating departments, organizations according to the approved plan.
d) Taking the lead and coordinating with relevant departments, organizations to strengthen propaganda and mobilization activities during the Campaign.
đ) Ensuring resources, managing the use of Campaign funding, and organizing the supply of various types of contraception, medicines, and supplies to meet Campaign needs.
e) Organizing monitoring and inspection of Campaign implementation.
g) Directing and organizing the collection and provision of information on Campaign activities. Organizing mid-term and final reviews of Campaign implementation.
2. Tasks of Health Departments at All Levels
a) Cooperating with the Population, Family, and Children Commission to develop the Campaign plan.

b) Taking the lead in organizing the implementation of reproductive health/family planning service provision activities according to the approved Campaign plan.
c) Direct the technical guidance to ensure the quality of reproductive health/family planning services provided during the Campaign in accordance with the national standards for reproductive health care services issued by the Ministry of Health. Ensure that individuals with service needs are advised and provided with appropriate services.
d) Direct and mobilize healthcare facilities within the area and relevant medical staff to participate in Campaign activities; mobilize and ensure medical equipment, supplies, tools, and essential medicines to provide reproductive health/family planning services according to the Campaign plan.
đ) Take the lead in organizing inspections and technical supervision of reproductive health/family planning services provided during the Campaign. Cases of non-compliance with national standards for reproductive health care services must be handled strictly and promptly.
e) Regularly report and quickly report the results of providing services during the Campaign as directed.
3. Coordination Activities
The Population, Family and Children Committee and the Health Authority shall unify the activity plan and management guidelines, organize the implementation of the Campaign; coordinate in organizing interim and final reviews of Campaign activities; coordinate in inspecting and supervising the organization and implementation of the Campaign.
During the implementation of the Campaign, if there are difficulties or obstacles, relevant parties need to proactively coordinate to resolve them, and when necessary, report to the People's Committee at the same level and inter-sectoral agencies for timely handling.
IV. IMPLEMENTATION PROVISIONS
1. This Circular takes effect fifteen days from the date of publication in the Official Gazette.
2. The Population, Family and Children Committee, the Ministry of Health, and People's Committees at all levels shall organize direction, inspection, and supervision of the Campaign implementation based on their functions, tasks, and authorities as stipulated in this Circular.
During the implementation process, if there are difficulties or obstacles, please reflect them to the Population, Family and Children Committee and the Ministry of Health for research and amendment supplementation./.
