DIRECTIVE
Regarding the implementation of Decision No. 136/2007/QD-TTg dated August 20, 2007 of the Prime Minister on approving the National Promotion of Industry Program until 2012

On August 20, 2007, the Prime Minister issued Decision No. 136/2007/QD-TTg on approving the National Promotion of Industry Program until 2012. Decision No. 136/2007/QD-TTg clearly defines the objectives, contents, and tasks of industrial promotion activities throughout the country until 2012. This is an important decision to strengthen industrial promotion activities aimed at promoting the development of industry and services in rural areas as set forth in Resolution of the 10th National Congress of the Communist Party of Vietnam.
To implement the Program and ensure the achievement of the goals set out in the Prime Minister's Decision, the Minister of Industry and Trade requests the People's Committees of provinces and centrally governed cities (hereinafter referred to as provincial People's Committees), Departments, Bureaus, Institutes, Schools, Groups, Corporations, and independent enterprises under the Ministry to perform the following tasks:
1. Within their functions, duties, and authorities, organize research, understand, and implement the contents of Decision No. 136/2007/QD-TTg to create new developments in mobilizing domestic and foreign resources for investment in rural industrial production and implementing industrial promotion services, contributing positively to the restructuring of the economic-labor structure towards industrialization, poverty reduction, and the development of rural cultural-social life.
2. The Department of Local Industry is the lead agency assisting the Minister in managing state administration over industrial promotion activities according to Article 15 of Decree No. 134/2004/ND-CP dated June 9, 2004 of the Government on encouraging the development of rural industry with the following responsibilities:
a) Drafting, submitting to the Ministry or joint Ministries for issuance of mechanisms, policies, regulatory legal documents to implement the Program, organizing conferences to disseminate and train localities, guiding and directing the promotion of industrial promotion services and the development of rural industrial bases in various regions across the country;
b) Drafting, submitting to the Ministry for approval and organizing the implementation of annual plans and projects for industrial promotion according to the Program's contents for activities and products with national or regional significance that align with the strategy, planning for the development of industrial regions, sectors, and territories;
c) Drafting programs, curricula, materials, and organizing training to enhance management capabilities and the implementation of industrial promotion activities for personnel involved in industrial promotion;
d) Drafting, submitting to the Ministry for approval proposals to establish certain Centers to implement national industrial promotion pilot projects in various regions across the country;
đ) Regularly preparing annual reports on the implementation of the Program, submitting them to the Ministry for approval and reporting to the Prime Minister;
e) Taking the lead in coordinating with political-social organizations, professional associations, Voice of Vietnam Radio, Vietnam Television, other mass media outlets, and related agencies to promote, mobilize, and guide rural industrial establishments and service providers to implement the Program in accordance with the approved objectives and contents by the Prime Minister;
g) Taking the lead in coordinating with the Information Center to develop a plan for building a database on rural industry to provide information to Provincial Industry Departments, Industrial Promotion Centers, Industrial Promotion and Consulting Development Centers, and other industrial promotion service organizations, assisting Provincial Industry Departments in establishing an information network connected to the Ministry's network;
3. The Department of International Cooperation shall take the lead in coordinating with the Department of Local Industry to actively seek foreign and international organization funding for industrial promotion activities;
4. The Department of Trade Promotion shall coordinate with the Department of Local Industry to mobilize resources, integrate projects under trade promotion and investment promotion programs with industrial promotion projects under this Program to promote trade and investment activities for rural industrial establishments and localities;
5. Encourage scientific research and training organizations (Institutes, Schools, Centers), Groups, Corporations, and independent enterprises directly under the Ministry to register with the Department of Local Industry to participate in providing industrial promotion services and implementing industrial promotion projects in accordance with the Program's objectives and contents;
6. Provincial People's Committees shall perform state management functions over industrial promotion in their respective localities with the following responsibilities:
a) Cooperating with the Ministry of Industry and Trade to disseminate, guide, direct, and supervise departments and levels in implementing the National Industrial Promotion Program in their localities;
b) Directing Provincial Industry Departments to draft, submit to the Provincial People's Committee for approval, and organize the implementation of the local industrial promotion program until 2012, annual plans, and projects for industrial promotion according to the contents of the National Industrial Promotion Program and the guidance of the Ministry of Industry and Trade;
c) Directing Provincial Industry Departments to draft proposals to enhance the capacity of local industrial promotion centers, submit to the Provincial People's Committee for approval, and organize the implementation to improve the organizational structure, invest in facilities and personnel for the center towards professionalization, connecting with agencies, institutes, schools, and enterprises capable of conducting training and technical consulting activities at the grassroots level;
d) Organizing and mobilizing resources, integrating projects under national target programs and other socio-economic development programs with industrial promotion projects under the National Industrial Promotion Program for implementation in their localities;
đ) Directing Provincial Industry Departments to regularly report quarterly to the Ministry of Industry and Trade (Department of Local Industry) on the implementation of the National Industrial Promotion Program in their locality.
On the basis of Decision No. 136/2007/QĐ-TTg and this Directive, the Departments, Bureaus, Institutes, Schools, Corporations, State-owned Joint Stock Companies, independent enterprises under the Ministry, and Provincial Industry Departments shall develop specific implementation plans for their units in accordance with their functions and responsibilities, characteristics, and specific conditions of each unit, aiming to create clear changes in awareness, harnessing comprehensive strength to develop industrial production and services in rural areas, contributing to the successful implementation of the Resolution of the Tenth National Congress of the Communist Party of Vietnam./.
