Decision No. 02/2007/CT-TTg of the Prime Minister on organizing the election of deputies to the XIIth National Assembly

Pursuant to Directive No. 09-CT-TW dated January 26, 2007 of the Politburo on leading the election of deputies to the XIIth National Assembly, the Standing Committee of the National Assembly has issued Resolution No. 1077/2007/NQ-UBTVQH11 dated January 29, 2007 setting and announcing the date for the election of deputies to the XIIth National Assembly on Sunday, May 20, 2007.
The upcoming election of deputies to the National Assembly is a significant political event of great importance to the country, organized at a time when the whole nation is striving to comprehensively promote the renewal process in accordance with the spirit of the Resolution of the Xth Party Congress, aiming to achieve new successes in economic and social development, ensuring national security and defense, and promoting international economic cooperation.
The task of building and perfecting a state of the people, by the people, and for the people places new higher requirements on the organization and activities of the XIIth National Assembly to realize the goal of a wealthy people, a strong country, a fair, democratic, and civilized society. Therefore, this election of deputies to the National Assembly is one of the key tasks of the entire Party, people, and military in 2007.
To ensure that the election of deputies to the National Assembly is truly democratic, lawful, safe, and economical, reflecting it as a day of the people, creating the most favorable conditions for the people to fully exercise their right to self-determination in selecting, introducing, and electing persons of virtue and talent who are worthy representatives of the people throughout the country at the highest state power organ, the Prime Minister issues the following directive:
1. People's Committees at all levels shall organize the election of deputies to the National Assembly according to their functions, duties, and powers prescribed by law, in accordance with the directives of the Politburo, the work plan of the Standing Committee of the National Assembly, the Election Council, and the regular guidance of the Government and the Prime Minister; prepare material means to serve the election, take measures to maintain political security, public order, and social safety; organize fire prevention and explosion control at polling stations to ensure that the election proceeds democratically, lawfully, safely, and economically.
The Chairpersons of the People's Committees of provinces and centrally-administered cities are responsible before the Prime Minister for organizing the election in accordance with the provisions of the Law on the Election of Deputies to the National Assembly, the guidelines of the Standing Committee of the National Assembly, the Election Council, the Government, the Prime Minister, and the Central Committee of the Vietnam Fatherland Front; closely coordinate with the Standing Committees of the People's Councils and the Permanent Committees of the Vietnam Fatherland Front at the same level.
For electoral units lacking representatives and newly divided, merged administrative units, or administrative units changing levels with insufficient members of People's Councils as stipulated by the Law on the Election of Deputies to the People's Councils, supplementary elections for representatives of People's Councils at all levels shall be held on the same day as the election of deputies to the National Assembly.
2. Ministries, ministerial-level agencies, and agencies under the Government within the scope of their functions, duties, and powers related to the preparation and organization of the election as prescribed by law shall promptly implement the following tasks:
a) The Ministry of Culture and Information and central and local mass media organizations shall promptly and widely disseminate information among cadres, civil servants, armed forces, and all strata of the population about the significance and importance of the election of deputies to the National Assembly; the basic contents of the Law on the Organization of the National Assembly and the Law on the Election of Deputies to the National Assembly so that every citizen understands their rights and obligations in the election and grasps the provisions of the Law and the guidelines of state agencies on implementing the election. Based on the criteria, structure, composition, and number of deputies to the National Assembly, with a sense of ownership and a spirit of self-awareness, every citizen needs to demonstrate their right to choose, introduce, and elect individuals who meet the standards, qualities, have virtue and talent to become deputies to the National Assembly, contributing to enhancing the quality and effectiveness of the National Assembly's operations in the new term;
b) The Ministry of Transport and the Ministry of Posts and Telecommunications shall direct and develop specific plans to ensure smooth transportation and communication during the preparation and organization of the election;
c) The Ministry of Defense and the Ministry of Public Security shall develop plans to deploy forces to ensure political security and public order and social safety throughout the preparation and organization of the election, particularly focusing on key areas and regions critical for security and defense;
d) The Ministry of Finance shall guide the preparation of budgets, final accounts, and the inspection of the use of election funds to ensure that the funds are used for their intended purpose, economically, and effectively for the election of deputies to the XIIth National Assembly and the supplementary election of representatives to People's Councils at all levels for the 2004-2009 term;
đ) The Ministry of Home Affairs shall guide the implementation of the election of deputies to the National Assembly and the supplementary election of representatives to People's Councils at all levels; inspect and urge People's Committees at all levels to comply with the laws and guiding documents of the Standing Committee of the National Assembly, the Election Council, the Central Committee of the Vietnam Fatherland Front, and the Government and the Prime Minister regarding the implementation of the election; closely coordinate with the Office of the Government and relevant agencies to monitor the preparation and progress of the election in localities and central ministries and sectors to compile and report to the Prime Minister according to the legal deadlines.
3. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, and Chairpersons of the People's Committees of provinces and centrally-administered cities within the scope of their duties and powers shall promptly implement the preparation and organization of the election; strictly adhere to the regular reporting system to the Prime Minister according to the progress of each phase of the election (through the Ministry of Home Affairs and the Office of the Government) to ensure the successful completion of the election of deputies to the XIIth National Assembly and the supplementary election of representatives to People's Councils at all levels for the 2004-2009 term. /./
