CIRCULAR
Amending point b, Clause 1, Section I of Circular No. 04/2007/TT-BNV dated June 21, 2007 of the Ministry of Home Affairs guiding the implementation of certain provisions of Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government and Decree No. 121/2006/NĐ-CP dated October 23, 2006 of the Government amending and supplementing certain articles of Decree No. 116/2003/NĐ-CP on recruitment, use, and management of officials and civil servants in state-owned units.
On the basis of Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government and Decree No. 121/2006/NĐ-CP dated October 23, 2006 of the Government amending and supplementing certain articles of Decree No. 116/2003/NĐ-CP on recruitment, use, and management of officials and civil servants in state-owned units, the Ministry of Home Affairs guides the amendment of point b, Clause 1, Section I of Circular No. 04/2007/TT-BNV dated June 21, 2007 guiding the implementation of certain provisions of Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government and Decree No. 121/2006/NĐ-CP dated October 23, 2006 of the Government amending and supplementing certain articles of Decree No. 116/2003/NĐ-CP on recruitment, use, and management of officials and civil servants in state-owned units (hereinafter referred to as Circular No. 04/2007/TT-BNV) as follows:
1. Amend point b, Clause 1, Section I of Circular No. 04/2007/TT-BNV as follows:
"b) Regarding recruitment through examination:
The successful candidate in the examination period is the person who meets the requirements and standards of the position being recruited and has an average grade point (converted according to a scale of 100 points) multiplied by a factor of 2, then added with priority points as stipulated in Clause 3, Article 12 of Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government on recruitment, use, and management of officials and civil servants in state-owned units, starting from the highest score until the recruitment quota is filled.
In case multiple candidates have the same score at the last quota, the Recruitment Board will supplement an interview process to select the candidate with the highest score to be admitted. The organization of the interview shall be conducted as follows:
- The Recruitment Board shall specify the interview content and specific grading scale for conducting interviews with candidates:
- Interview content: To assess communication knowledge; social understanding; the aspirations and career goals of candidates for the recruited position."

2. Implementation:
This Circular shall take effect 15 days from the date of publication in the Official Gazette. Abolish the provision at point b, Clause 1, Section I of Circular No. 04/2007/TT-BNV dated June 21, 2007 guiding the implementation of certain provisions of Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government and Decree No. 121/2006/NĐ-CP dated October 23, 2006 of the Government amending and supplementing certain articles of Decree No. 116/2003/NĐ-CP on recruitment, use, and management of officials and civil servants in state-owned units.
During the implementation process, if there are any difficulties, please report them to the Ministry of Home Affairs for prompt resolution.

In the case where multiple candidates have the same admission examination results at the final quota, the Recruitment Board shall supplement the interview content to select the candidate with the highest result for admission. The organization of the interview shall be conducted as follows:
- The Recruitment Board shall specify the interview content and a specific grading scale to conduct the interview of the candidates:
- Interview content: To assess communication knowledge; social understanding; aspirations and career goals of the candidates for the position of the recruitment rank.
2. Implementation:
This Circular takes effect fifteen days from the date of publication in the Official Gazette. The provision at point b, Clause 1, Item I of Circular No. 04/2007/TT-BNV dated June 21, 2007 guiding the implementation of certain provisions of Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government and Decree No. 121/2006/NĐ-CP dated October 23, 2006 of the Government amending and supplementing certain articles of Decree No. 116/2003/NĐ-CP on the recruitment, use, and management of civil servants and public officials in state-run units is hereby abolished.
Any difficulties encountered during implementation should be reported to the Ministry of Home Affairs by the relevant ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, municipal People's Committees directly under the central government, and state-run units for prompt resolution./.
