ISSUING ECONOMIC AND TECHNICAL STANDARDS IN THE FIELD OF PROVIDING PUBLIC SERVICES TO ENSURE MARITIME SAFETY
PROVIDING PUBLIC SERVICES TO ENSURE MARITIME SAFETY
BASED ON THE GOVERNMENT DECREE NO. 51/2008/NĐ-CP OF APRIL 22, 2008 ON THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF TRANSPORT;
BASED ON THE GOVERNMENT DECREE NO. 31/2005/NĐ-CP OF MARCH 11, 2005 ON PRODUCTION AND SUPPLY OF PUBLIC SERVICES;
Pursuant to Decision No. 256/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister promulgating the Procurement Regulations for ordering, allocating plans for production and supply of public goods and services;
THE MINISTER OF TRANSPORT ISSUES THE ECONOMIC AND TECHNICAL STANDARDS IN THE SUPPLY OF PUBLIC SERVICES TO ENSURE MARITIME SAFETY AS FOLLOWS:
Article 1. ATTACHED TO THIS CIRCULAR ARE 10 SETS OF ECONOMIC AND TECHNICAL STANDARDS IN THE SUPPLY OF PUBLIC SERVICES TO ENSURE MARITIME SAFETY AS FOLLOWS:
1. ECONOMIC AND TECHNICAL STANDARDS FOR MANAGEMENT AND OPERATION OF BUOY LIGHTS;
2. ECONOMIC AND TECHNICAL STANDARDS FOR MANAGEMENT AND OPERATION OF NAVIGATIONAL CHANNELS;
3. ECONOMIC AND TECHNICAL STANDARDS FOR PROVISION AND INSPECTION WORK;
4. ECONOMIC AND TECHNICAL STANDARDS FOR MAINTENANCE AND REPAIR OF NAVIGATION AIDS EQUIPMENT;
5. ECONOMIC AND TECHNICAL STANDARDS FOR REPAIR OF BUOY SIGNALS;
6. ECONOMIC AND TECHNICAL STANDARDS FOR REPLACEMENT, DEPLOYMENT AND ADJUSTMENT OF BUOY SIGNALS;
7. ECONOMIC AND TECHNICAL STANDARDS FOR FUEL CONSUMPTION;
8. ECONOMIC AND TECHNICAL STANDARDS FOR REPAIR OF GENERATORS;
9. ECONOMIC AND TECHNICAL STANDARDS FOR REPAIR OF WATERCRAFT;
10. ECONOMIC AND TECHNICAL STANDARDS FOR NEW CONSTRUCTION OF BUOY SIGNALS.
Article 2. THIS CIRCULAR APPLIES TO ORGANIZATIONS, UNITS, ENTITIES AND INDIVIDUALS INVOLVED IN THE SUPPLY OF PUBLIC SERVICES TO ENSURE MARITIME SAFETY UNDER THE MINISTRY OF TRANSPORT.
Article 3. THIS CIRCULAR SHALL TAKE EFFECT 45 DAYS FROM THE DATE OF ISSUE.
Article 4. THE INFRASTRUCTURE DEPARTMENT IS RESPONSIBLE FOR MONITORING AND COMBINING THE RESULTS OF IMPLEMENTATION OF THE PROVISIONS OF THIS CIRCULAR TO ENSURE QUALITY IN THE SUPPLY OF PUBLIC SERVICES TO ENSURE MARITIME SAFETY AS PROVIDED.
Article 5. THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTION DEPARTMENT, THE DIRECTORS OF THE MINISTRY’S DEPARTMENTS, THE DIRECTORS OF THE MINISTRY’S BUREAUS, THE GENERAL MANAGERS OF THE NORTH VIETNAM MARITIME SAFETY GUARANTEE JOINT STOCK COMPANY, THE GENERAL MANAGERS OF THE SOUTH VIETNAM MARITIME SAFETY GUARANTEE JOINT STOCK COMPANY, THE HEADS OF ORGANIZATIONS, ENTITIES AND INDIVIDUALS RELATED TO THIS CIRCULAR ARE RESPONSIBLE FOR ITS IMPLEMENTATION./.
