Regulations on the content of the national statistical indicator system; list
and content of the provincial, district, and commune-level statistical indicator systems

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Statistics dated June 26, 2003;
Pursuant to the Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decree No. 116/2008/ND-CP dated November 14, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;
Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister on the issuance of the National Statistical Indicators System;
At the proposal of the General Statistics Office Director;
The Ministry of Planning and Investment stipulates the content of the national statistical indicator system; list and content of the provincial, district, and commune-level statistical indicator systems as follows:
Article 1. Content of the national statistical indicator system; list and content of the provincial, district, and commune-level statistical indicator systems
1. National Technical Regulation on Railway Traffic Signals, number QCVN 21:2025/BXD.
1. The content of the national statistical indicator system according to the List of the National Statistical Indicator System is prescribed in Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Government.
2. List and content of the statistical indicator system applicable to provinces and centrally governed cities (referred to as the provincial-level statistical indicator system);
3. List and content of the statistical indicator system applicable to districts, towns, and centrally governed cities under provinces (referred to as the district-level statistical indicator system);
4. List and content of the statistical indicator system applicable to communes, wards, and towns (referred to as the commune-level statistical indicator system).
Article 2. Responsibilities for collecting, compiling, and publishing information
1. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Procurator General of the Supreme People's Procuracy, President of the Supreme People's Court shall be responsible for collecting and summarizing the indicators assigned in the national statistical indicator system and providing them to the Ministry of Planning and Investment (General Statistics Office) for consolidation and publication based on the content of the national statistical indicator system.
2. Chairpersons of People's Committees at all levels, Procurators of Provincial and District People's Procuracy, Presidents of Provincial and District People's Courts shall be responsible for directing departments, offices, and other specialized agencies under their management to implement the collection and summarization of statistical information according to the assigned statistical indicators and provide them to the corresponding statistical agencies.
3. Directors of Provincial and Centrally Governed City Statistics Offices shall be responsible for directing departments and units within their statistics offices and branches; simultaneously coordinating with commune-level statistics to consolidate and publish statistical information according to the provincial, district, and commune-level statistical indicators to meet the requirements of the national statistical indicator system and local Party and government leadership as well as other users as prescribed by law.
Article 3. Effectiveness
This Circular takes effect from March 1, 2011.
1. Ministries, Ministries equivalent to Ministries, Government Agencies, People's Procuracy at all levels, People's Courts at all levels, People's Committees of provinces and centrally governed cities, Departments and agencies at the provincial level, People's Committees of districts, specialized departments at the district level, People's Committees of communes and other related organizations and individuals shall be responsible for implementing the provisions of this Circular.
2. In the course of implementation, if there are difficulties, Ministries, Ministries equivalent to Ministries, Government Agencies, People's Procuracy at all levels, People's Courts at all levels, People's Committees of provinces and centrally governed cities, Departments and agencies at the provincial level, People's Committees of districts, specialized departments at the district level, People's Committees of communes and other related organizations and individuals shall send their opinions to the Ministry of Planning and Investment (General Statistics Office) for timely review and adjustment.
