NATIONAL DEFENSE AND SECURITY EDUCATION TEACHER TRAINING, BACHELOR LEVEL

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;
BASED ON THE GOVERNMENT DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007 PROVIDING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENT AGENCIES OF EQUAL STATUS;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
BASED ON THE GOVERNMENT DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006 DETAILING AND GUIDING THE IMPLEMENTATION OF CERTAIN PROVISIONS OF THE EDUCATION LAW AND GOVERNMENT DECREE NO. 31/2011/NĐ-CP OF MAY 11, 2011 AMENDING AND COMPLEMENTING CERTAIN PROVISIONS OF GOVERNMENT DECREE NO. 75/2006/NĐ-CP;
CONSIDERING THE PROPOSAL OF THE HEAD OF THE HIGHER EDUCATION DEPARTMENT AND THE CHAIRMAN OF THE FRAMEWORK CURRICULUM COUNCIL FOR THE TEACHER TRAINING GROUP.
The Minister of Education and Training decides:
Article 1. ATTACHING HERETO THE FRAMEWORK CURRICULUM FOR HIGHER EDUCATION IN THE FIELD OF NATIONAL DEFENSE AND SECURITY TEACHER TRAINING, BACHELOR LEVEL.
Article 2. THIS CIRCULAR TAKES EFFECT FROM JANUARY 27, 2012. THIS CIRCULAR REPLACES THE DECISION NO. 51/2003/QĐ-BGD&ĐT OF NOVEMBER 6, 2003 OF THE MINISTER OF EDUCATION AND TRAINING ON THE ISSUE OF THE FRAMEWORK CURRICULUM FOR HIGHER EDUCATION IN THE FIELD OF NATIONAL DEFENSE EDUCATION COMBINED SUBJECTS.
Article 3. BASED ON THE FRAMEWORK CURRICULUM ISSUED BY THIS CIRCULAR, UNIVERSITIES AND COLLEGES SHALL DEVELOP SPECIFIC TRAINING PROGRAMS, ORGANIZE THE COMPOSITION AND APPROVAL OF TEXTBOOKS FOR COURSES IN THE FIELD OF NATIONAL DEFENSE AND SECURITY TEACHER TRAINING, BACHELOR LEVEL FOR USE IN THEIR INSTITUTIONS.
Article 4. THE DIRECTOR OF THE OFFICE, THE HEAD OF THE HIGHER EDUCATION DEPARTMENT, THE HEADS OF THE RELATED UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING, THE DIRECTORS OF UNIVERSITIES AND COLLEGES, AND THE RECTORS OF UNIVERSITIES ARE RESPONSIBLE FOR ENFORCING THIS CIRCULAR./.
