Pursuant to the Law on Organization of the Government January 19 the 2015;
Pursuant to the Law on Radio Frequency dated September 23, 2012 the 11 ARTICLE 4. Finished traditional medicine is a form of traditional medicine that has undergone production processes, including packaging and labeling, using traditional or modern methods, belonging to one of the following forms: pills, liquids, tea, powder, extract, and other forms.
At the proposal of the Minister of Information and Communications;

4. Radio Regulations:
The Radio Regulations referred to in this Plan are the Radio Regulations adopted by the International Telecommunication Union, version 2016, amended and supplemented following the World Radiocommunication Conference 2015 (WRC-15).
Article 2.
1. Amend and supplement Point d of Clause 2 of Article 24 as follows:
Clause 1, 2 and 3, Article 9 of the National Radio Frequency Band Plan issued pursuant to Decision No. 71/2013/QĐ-TTgdated November 21, 2013 of the Prime Minister as an Annex attached hereto.
Article 3.
Implementation Provisions
1. This Decision takes effect from March 5, 2017.

The regulatory authority determines specific segments of the frequency bands and conditions of use to suit practical needs.
VTN1B: Radio positioning stations shall not cause harmful interference to, nor be subject to harmful interference from, stations operating under other services. Cfixed, mobile. Applications of the radio positioning service are limited to oceanographic radars operating in accordance with Resolution 612 (Rev.WRC-15).
VTN3A: The 54-68 MHz band is prioritized for use by wireless radio stations that comply with current standards and technical regulations. Radio stations within the Fixed and Mobile services in this band shall not cause harmful interference to and shall not be protected from harmful interference from wireless radio stations.ngVTN6A: The 450-470 MHz band is designated for IMT mobile communication systems. Narrowband (BW 25 kHz) radio communication systems serving economic and social purposes in this band may temporarily continue until December 31, 2022, and must switch to another frequency band according to the announcement of the Ministry of Information and Communications. Radio communication systems within the Limited Maritime Mobile service in this band are only for deck communication stations and shall not cause harmful interference or complain about harmful interference from radio communication systems within the Fixed and Land Mobile services.
VTN8: The 806-845 MHz; 851-915 MHz; 925-960 MHz; 1710-1785 MHz; and 1805-1880 MHz bands are allocated for IMT mobile communication systems. In necessary cases, the regulatory authority will adjust specific frequency segments in relevant frequency plans. New fixed and mobile radio communication systems shall not be developed in the 806-824 MHz and 851-869 MHz bands. Organizations and individuals currently using radio communication systems operating in these bands must plan to switch according to the announcement of the Ministry of Information and Communications. Systems serving security purposes may continue to operate in the 806-821 MHz and 851-866 MHz bands until replacement systems are available. ≤ VTN8A: The use of the 960-1164 MHz band for the Aeronautical Mobile (R) service is limited to systems operating in accordance with international aviation standards. Such use must comply with Resolution 417 (Rev.WRC-15). When assigning frequencies for the Aeronautical Mobile (R) service, it is necessary to coordinate to ensure no harmful interference to existing air navigation systems deployed in this band.
VTN9: The 1427-1518 MHz; 1900-2010 MHz; 2110-2200 MHz; 2300-2400 MHz; and 2500-2690 MHz bands are allocated for IMT mobile communication systems to develop the economy and society. The production and import of radio communication equipment for use in Vietnam in these bands must comply with this provision and other relevant laws. Industry and VTN15A: The 3300-3400 MHz band is allocated for IMT mobile communication systems and broadband radio access systems. The production and import of radio communication equipment for use in Vietnam in this band must comply with this provision and other relevant laws.ầVTN18: The 4800-4990 MHz band is allocated for IMT mobile communication systems. The 4940-4990 MHz band is also used for public safety and disaster relief (PPDR) communication systems. The production and import of radio communication equipment for use in Vietnam in the 4800-4990 MHz band must comply with this provision and other relevant laws. use VTN20: Marine mobile service systems operating in the 156.00 - 157.45 MHz and 160.60 - 162.05 MHz bands must follow the provisions set out in Appendix 18 of the Radio Regulations. As of January 1, 2019, the 161.95 MHz (channel 2027) and 162 MHz (channel 2028) frequencies are allocated for channels ASM1 and ASM2, respectively.
b) Add annotations VTN5B, VTN5C, VTN7, VTN21, VTN22, VTN23 as follows:ng VTN5B: The 156 - 156.4875 MHz; 156.5625 - 156.7625 MHz; 156.8375 - 157.4375 MHz; 160.6 - 160.975 MHz; 161.475 - 161.9625 MHz; 161.9875 - 162.0125 MHz; 162.0375 - 162.05 MHz bands are prioritized for use by marine mobile service systems. VTN7: The 694 - 806 MHz band will be used for IMT mobile communication systems. Organizations and individuals currently using radio communication systems operating in this band must plan to switch. Terrestrial television systems using the 694-806 MHz band must cease operations by the end of 2020. If IMT systems are deployed on the 694-806 MHz band before 2020 in certain areas, they shall not cause harmful interference to legally operating terrestrial television systems. Industry and VTN21: The 5030-5091 MHz band is directed
towards unmanned aircraft radio communication systems under the Aeronautical Mobile (R) service.
VTN22: No new frequency assignments will be made in the 405.9-406.0 MHz and 406.1-406.2 MHz bands for systems within the Fixed and Mobile services. All emissions capable of causing harmful interference to distress radiocommunication equipment operating in the 406-406.1 MHz band are prohibited.
VTN23: For the installation of new ground stations receiving signals from satellite Earth exploration radio communication systems (downlink from space to Earth), competent authorities during the review and licensing process for station locations must take into account the opinions of the Ministry of Information and Communications regarding the station location, reception and transmission frequencies to ensure safety for co-channel radio communication systems.

5.268 The use of the 410-420 MHz band by the Space Research service is limited to communications between spacecraft in orbit. The surface power spectral density caused by emissions from stations of the Space Research service (from space to space) in the 410-420 MHz band shall not exceed -153 dB(W/m²) at 0°2in Germany, Saudi Arabia, Armenia, Azerbaijan, Belarus, Benin, Cameroon, Russia, France, Georgia, Guinea, Guinea-Bissau, Jordan, Kazakhstan, Lebanon, Liberia, Mali, ≤ δ ≤ 5°, -153 + 0.077 (δ - 5) dB(W/m²) for 5° ≤ δ270°, and -148 dB(W/m²) for 70° ≤ δ ≤ 90°, where δ is the angle of incidence of the radio wave and the reference bandwidth is 4 kHz.2Within this band, stations of the Space Research service (from space to space) shall not be required to be protected from, or restricted in the development of, stations of the Fixed and Mobile services. ≤ Note: Not applicable. The use of these bands in the territorial sea must comply with the national Radio Regulations of the relevant countries. Deployment of IMT does not establish precedence in the Radio Regulations and does not preclude the use of the band by systems of services already allocated. 5.386 Supplementary allocation: The band 1750-1850 MHz is also allocated for Space Exploration (Earth-to-Space) and Space Research (Earth-to-Space) services in Region 2 (except Mexico), Australia, Guam, AIndia, Indonesia, and Japan as primary services, subject to agreements reached under paragraph 9.21, with particular attention to scatter propagation systems. 5.388 The frequency bands 1885-2025 MHz and 2110-2200 MHz are expected to be used globally by administrations wishing to deploy IMT mobile communication systems. The use of these bands for IMT systems does not restrict their use by other services to which they are assigned. These bands should be prepared for use by IMT systems according to Resolution 212 (Rev.WRC-15). (See also Resolution 223 (WRC-15)).
5.391 When implementing allocations for Mobile Services in the bands 2025-2110 MHz and 2200-2290 MHz, administrations shall not deploy high-density mobile systems as described in Recommendation ITU-RThe decision to switch the issuance of coats, overcoats, windbreakers, and down jackets to other uniforms for civil servants working at the National Market Management and Development Agency is decided by the Minister of Industry and Trade.-R SA. 1154-0, and note this recommendation when deploying any other type of mobile system. 5.432B Other types of services: In Australia, Bangladesh, China, French overseas territories in Region 3, India, Iran, New Zealand, Philippines and Singapore, the band 3400-3500 MHz is allocated to the Mobile service, except for Aeronautical Mobile service as the primary service, subject to agreements reached under paragraph 9.21 with relevant regulatory authorities and determined for IMT. This determination does not limit the use of these bands by any application of services to which they are allocated and does not establish a priority in the Radio Regulations. At the stage of implementing the provisions of the paragraphs 9.17 and 9.18. Before a regulatory authority wishes to put a station (base station or mobile station) belonging to the Mobile Service into operation in this band, it must ensure that the power flux density (PFD) generated at 3 meters above the surface of the earth does not exceed -154.5 dBW/(m².4kHz) for more than 20 percent of the time at the border of another regulatory authority's territory. This limit may be exceeded on the territory of a country where the regulatory authority of that country agrees. To ensure compliance with the PFD limit at the border of any other regulatory authority's territory, calculations and verifications must be carried out taking into account all relevant information, with bilateral agreements between the two regulatory authorities (the regulatory authority responsible for the terrestrial station and the regulatory authority responsible for the space station), with the assistance of the Radio Regulatory Bureau if necessary. In case of disagreement, the Radio Regulatory Bureau will carry out the calculations and verifications taking into account the information mentioned above. Stations belonging to the Mobile Service in the 3400-3500 MHz band are not required to have additional protection from space stations beyond the provisions in Table2(Published in 2004). Additionally, to ensure protection for current and future deployments of the Fixed and Mobile services, the location of ground stations supporting the Earth Exploration-Satellite service in non-geostationary orbits2 or geostationary orbits must maintain minimum distances of 10 km and 50 km respectively from the border of neighboring countries, 223 otherwise, there must be mutual agreement among relevant regulatory authorities. 5.460A 5.460B 9.17Space stations on geostationary satellite orbits in the Earth Exploration-Satellite service (downlink) operating in the 7190-7235 MHz band are not protected from harmful interference from existing and to-be-deployed stations in the Space Research service. Note Within the band 5470-5725 MHz, stations in the Mobile Service are not required to protect from the Fixed-Satellite Service. Based on the characteristics of the system and interference conditions, the Fixed-Satellite Service is not required to impose stricter protection conditions on the Mobile Service than those specified in Recommendation ITU-R M.1638-0. (WRC-15)5.461AA The use of the 7375-7750 MHz band by the Maritime Mobile-Satellite service is limited to geostationary satellite networks. (WRC-15) 5.461AB case Within the 7375-7750 MHz band, terrestrial stations in the Maritime Mobile-Satellite service shall not complain about harmful interference nor restrict the development of stations in the Fixed and Mobile services, except for the Aeronautical Mobile service. Paragraph 5.43A shall not apply.
5.474A The use of the 9200-9300 MHz and 9900-10400 MHz bands by the Earth Exploration-Satellite service (active) is limited to systems requiring bandwidth greater than 600 MHz that cannot be adequately provided by systems in the 9300-9900 MHz band. Such use must be consistent with agreements received under Paragraphtofrom Algeria, Saudi Arabia, Bahrain, Egypt, Indonesia, Iran, Lebanon, and Tunisia. Any administration that does not respond under Paragraph Within the band 5470-5725 MHz, stations in the Mobile Service are not required to protect from the Fixed-Satellite Service. Based on the characteristics of the system and interference conditions, the Fixed-Satellite Service is not required to impose stricter protection conditions on the Mobile Service than those specified in Recommendation ITU-R M.1638-0. (WRC-15) There shall be no emissions from systems belonging to the Earth-to-Space Space Research Service that would affect distant space in the band 7190-7235 MHz. Geostationary satellites operating in the band 7190-7235 MHz belonging to the Space Research Service shall not be subject to interference from stations currently or planned to operate in the Fixed and Mobile Services, and Footnote
shall be deemed to disagree with the coordination request. In such cases, the administration of the active Earth Exploration-Satellite system in operation may seek support from the Radiocommunication Bureau under Part IID of Article 9. - Active space transport sensors. - Satellite systems operating in the Space Research service (downlink) for relaying data from geostationary orbit stations to associated earth stations.

- Satellite systems in the Space Research service (space-to-space direction) transmitting relay data from geostationary orbit space stations to non-geostationary orbit space stations with information published and recorded by the ITU-R Radio Regulations Bureau before November 27, 2015. - Active space transport sensors.
- Satellite systems operating in the Space Research service (space-to-earth direction) for transmitting relay data from geostationary orbit space stations to earth stations.

5.499D
The operation of earth stations
in the Mobile-Satellite service for land-mobile applications must comply with Resolution In the frequency band of 13.4 - 13.65 GHz, satellite systems for Space Research services (downlink from space to Earth) and/or Space Research services (downlink from space to space) shall not cause interference or seek protection against interference from stations of Fixed, Mobile, Radio Navigation, and Earth Exploration-Satellite services (active).
5.509B The use of the frequency band 14.5-14.75 GHz in the countries listed in Resolution 163 (WRC-15) and the frequency band 14.5-14.8 GHz in the countries listed in Resolution 164 (WRC-15) for Fixed-Satellite Service (uplink from Earth to space) is limited to feeder links of Broadcasting-Satellite Service. (WRC-15)
5.509C The use of the frequency band 14.5-14.75 GHz in the countries listed in Resolution 163 (WRC-15) and the frequency band 14.5-14.8 GHz in the countries listed in Resolution 164 (WRC-15) for Fixed-Satellite Service (uplink from Earth to space) is limited to feeder links of Broadcasting-Satellite Service, earth stations of Fixed-Satellite Service must have a minimum antenna diameter of 6 meters and a maximum power flux density of -44.5 dBW/Hz at the antenna input. Stations tron Earth must be declared at known locations on the ground. (WRC-15)
5.509D Before a regulatory authority puts a Fixed-Satellite Service (uplink from Earth to space) station that is not for feeder links of Broadcasting-Satellite Service into operation trwithin the frequency band 14.5-14.75 GHz (for the countries listed Industry and Stations in the Satellite Mobile service in the band 148-149.9 MHz shall not cause harmful interference to, nor shall they raise objection to harmful interference from, stations in the Fixed or Mobile services operating in accordance with the Frequency Allocations Table in the following countries: Albania, Algeria, Germany, Saudi Arabia, Australia, Austria, Bahrain, Bangladesh, Barbados, Belarus, Belgium, Benin, Bosnia and Herzegovina, Botswana, Brunei, Bulgaria, Cameroon, China, Cyprus, Congo, South Korea, Ivory Coast, Croatia, Cuba, Denmark, Djibouti, Egypt, United Arab Emirates, Eritrea, Spain, 163 (WRC-15)) and the frequency band 14.5-14.8 GHz (for the countries listed in Resolution 164 (WRC-15)), it must ensure that the power flux density created by this earth station does not exceed -151.5 dBW/(m²·kHz) at all elevations from 0 m to 19,000 m above sea level at a distance of 22 km from the coastline, measured from the lowest officially recognized tide level of coastal states (WRC-15)25.509E trFor the frequency band 14.5-14.75 GHz in the countries listed in Resolution
(WRC-15) and the frequency band 14.5-14.8 GHz in the countries listed in Resolution 163 (WRC-15), the location of earth stationsầof Fixed-Satellite Service (uplink from Earth to space) that are not feeder links of Broadcasting-Satellite Service must be at least 500 km away from the border of neighboring countries unless shorter distances are agreed upon by these countries. Clause 164 does not apply. When applying this clause, regulatory authorities should consider relevant parts of the Radio Regulations and the latest Recommendations of ITU-R.
