detailing the Civil Aviation Security Program

and quality control of civil aviation security in Vietnam

Pursuant to the Law on Legislative Documents dated June 22, 2015;

Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;

At the proposal of the Director of the Transport Department;

The Minister of Transport hereby issues this Circular. suspending part of Circular No. 45/2017/TT-BGTVT dated November 17, 2017 amending and supplementing some articles of Circular No. 01/2016/TT-BGTVT dated February 1, 2016 detailing the Civil Aviation Security Program and quality control of civil aviation security in Vietnam.

Article 1. Suspension of implementation of certain contents at Clause 45 and Clause 47, Article 1 of Circular No. 45/2017/TT-BGTVT dated November 17, 2017 amending and supplementing some articles of Circular No. 01/2016/TT-BGTVT dated February 1, 2016 detailing the Civil Aviation Security Program and quality control of civil aviation security in Vietnam from January 15, 2018 until the effective date of the new regulatory legal document governing these matters. The suspended contents include:

1. Clause 45, Article 1, suspended for the provision:

"b) For Vietnamese citizens, must present one of the following documents: passport or travel permit, separate visa, permanent residence card, temporary residence card, identity card, citizen identification card; certificate or confirmation from armed forces; National Assembly Representative Card; card of the National Civil Aviation Security Committee; personal identification confirmation containing basic information such as full name, date of birth, place of permanent household registration, current address confirmed by the police station where the person resides permanently or temporarily, with attached photo, stamped and only valid for 30 days from the date of confirmation; certificate issued by authorized agencies confirming that the passenger has just completed serving a sentence, with attached photo, stamped and only valid for 30 days from the date of confirmation."

2. Clause 47, Article 1, suspended for the provision: "Repeal Appendix XIV."

Article 2. This Circular takes effect from January 15, 2018.

Article 3. The Head of the Ministry’s Office, the Inspector General of the Ministry, the Directors of the Departments, the Director of the Civil Aviation Administration of Vietnam, the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
