CIRCULAR

ISSUING TECHNICAL REGULATIONS ON DUST - PERMISSIBLE EXPOSURE LIMITS FOR 05 DUST FACTORS IN THE WORKPLACE

On the basis of Labor Safety and Hygiene Law No. 84/2015/QH13 June 25, 2015;

On the basis of Standardization and Technical Regulation Law No. 68/2006/QH13 June 29, 2006;

Decree No. Decision No. 127/2007/NĐ-CP August 1, 2007 of the Government detailing implementation of certain provisions of Standards and Technical Regulations;

Decree No. 75/2017/ND-CP dated June 20, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

At the proposal of the Director of the Medical Environment Management Department;

The Minister of Health issues the National Technical Regulation on Dust - Permissible Exposure Limits for 05 dust factors at the workplace.

Article 1. National Technical Regulation on Dust

Issued along with this Circular is QCVN 02 : 2019/BYT - National Technical Regulation on asbestos dust, silica-containing dust, non-silica dust, cotton dust, and coal dust - Permissible exposure limits for dust at the workplace.

Article 2. Effective Date

1. This Circular takes effect from September 22, 2019.

2. The asbestos dust standard, silica-containing dust standard, non-silica dust standard, and cotton dust standard in the Occupational Hygiene Standard issued pursuant to Decision No. 3733/2002/QĐ-BYT dated October 10, 2002 of the Minister of Health shall cease to be effective from the date this Circular takes effect.

Article 3. Responsibility for Implementation

The Director of the Ministry's Office, the Inspector General of the Ministry, the Director of the Department of Environmental Health Management, Heads of Departments, Directors of Bureaus, General Directors of General Departments under the Ministry of Health, Heads of agencies and units directly under the Ministry, Directors of Provincial Health Services, Heads of health agencies of Ministries and sectors, and related organizations and individuals are responsible for implementing this Circular.

In the course of implementation, if there are difficulties or obstacles,they should be reported to the Ministry of Healthpolicies(Department of Environmental Health)policiesfordevelopment research andresolution./.
