Pursuant to the Law on Prevention and Control of HIV/AIDS dated June 29, 2006;

Pursuant to the Law on Prevention and Control of Narcotics dated December 9, 2000; and the Law Amending and Supplementing Certain Provisions of the Law on Prevention and Control of Narcotics dated June 3, 2008;

The Prime Minister issues this Decision amending and supplementing some articles of Decision No. 29/2014/QĐ-TTg dated April 26, 2014 on credit for households and people living with HIV, former drug rehabilitation individuals, people undergoing substitution therapy for drug addiction, and reformed sex workers.

Article 1. Amending and supplementing some articles of Decision No. 29/2014/QĐ-TTg dated April 26, 2014 on credit for households and people living with HIV, former drug rehabilitation individuals, people undergoing substitution therapy for drug addiction, and reformed sex workers, as follows:

1. Amend and supplement Clause 4 of Article 4 as follows:

"4. For borrowing through households, members of the household who are not subjects participating in the borrowing must authorize in writing the representative to borrow on their behalf."

2. Amend Article 6 as follows:

Remove the time frame "2014 - 2016".

3. Amend and supplement Article 9 as follows:

"1. The source of funds for lending shall be provided by the State Budget at 50% of the total annual funding plan, the Vietnam Bank for Social Policies shall mobilize the remaining 50%, and the State Budget shall subsidize the interest rate differential and management fees according to regulations.

2. From other legitimate sources of mobilization"

4. Amend and supplement Article 10 as follows:

"1. Continue to implement the pilot program in 15 provinces and cities until December 31, 2020".

2. In 2021, the Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with relevant ministries and sectors to evaluate the results achieved and the impact of the policy, and report to the Prime Minister for consideration and decision on expanding the implementation of this Decision nationwide."

Article 2. This Decision takes effect from March 1, 2020.

Article 3. The Minister, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial People's Committees directly under the Central Government, Chairmen of the Board of Directors, and General Directors of the Vietnam Bank for Social Policies are responsible for implementing this Decision./.
