CIRCULAR
Regulations on the principles for managing imports under tariff quotas
for salt and poultry eggs in 2020
Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Decree No. approved by the President of the Socialist Republic of Vietnam
Article 1. Commodity codes and quantities of tariff quotas for 2020, 2021, and 2022 for goods subject to tariff quotas as stipulated in this Circular shall be implemented according to the Appendix attached hereto.
The Minister of Industry and Trade issues this Circular to stipulate the principles for managing imports under tariff quotas for salt and poultry eggs in 2020.

Article 2. Principles for allocating tariff quotas for imports
The allocation of tariff quotas for importing salt and poultry eggs shall be carried out in accordance with Circular No. 12/2018/TT-BCT dated June 15, 2018, issued by the Minister of Industry and Trade detailing certain provisions of the Law on Foreign Trade Management and Decree No. 69/2018/NĐ-CP dated May 15, 2018, issued by the Government detailing certain provisions of the Law on Foreign Trade Management.
Article 3. Recipients of tariff quota allocations for imports
1. The tariff quota for importing salt shall be allocated directly to traders who use it as raw material for chemical production and for producing pharmaceuticals and medical products.
2. The tariff quota for importing poultry eggs shall be allocated to traders holding a business registration certificate or a company registration certificate with a need to import.
Article 4. Time of allocation of tariff quotas for imports
The Ministry of Industry and Trade will coordinate with the Ministry of Agriculture and Rural Development and the Ministry of Finance to determine the time of allocation of import quota duties for salt.
Article 5. Effective date
This Circular takes effect from February 29, 2020 until December 31, 2020.
