DECREE
Regulations on traditional flags, insignia, symbols, customs insignia, emblems, nameplates, rank badges, uniforms, customs identification cards, and distinctive marks of customs patrol, inspection, and supervision vehicles.The Government issues this Decree to regulate traditional flags, insignia, symbols, customs insignia, emblems, nameplates, rank badges, uniforms, customs identification cards, and distinctive marks of customs patrol, inspection, and supervision vehicles. characteristics of customs patrol, control, and supervision means

This Decree regulates traditional flags, insignia, symbols, customs insignia, emblems, nameplates, rank badges, uniforms, customs identification cards, and distinctive marks of customs patrol, inspection, and supervision vehicles.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
The subjects to which this Decree applies include:

1. Civil servants and officials currently working in the customs sector.
2. Units under and subordinate to the General Department of Customs.
3. Relevant agencies, organizations, and individuals.
Article 3. Management and Usage Regulations
1. Traditional customs flags shall be used in commemorative rallies for anniversaries of holidays and traditions, displayed in historical houses, and other activities within the customs sector.
2. Customs flags, signal lights, flares, horns, and loudspeakers shall be installed and equipped on customs patrol, inspection, and supervision vehicles including ships, boats, motorized rafts, cars, motorcycles with two wheels, and other specialized vehicles when performing tasks.
3. Customs symbols shall be used for printing and attaching to traditional flags, customs flags, papers, forms, customs patrol, inspection, and supervision vehicles, souvenirs, headquarters, and other customs emblems.
A simplified version of the customs symbol shall be attached to customs insignia, rank badges, and certain types of customs uniforms to distinguish the customs force from other functional forces.
4. Customs insignia shall be affixed to double-brimmed hats, soft hats, and cotton hats.
5. When performing duties, civil servants and officials must wear emblems, nameplates, rank badges, uniforms, and customs identification cards in accordance with regulations. In cases of undercover operations, disguise, and special case combat, they may wear civilian clothes according to the decision of the Director of the General Department of Customs.
The time and type of uniforms used by units in the customs sector shall be uniformly implemented according to the decision of the Director of the General Department of Customs.
6. Traditional flags, customs flags, signal lights, flares, horns, loudspeakers, symbols, customs insignia, emblems, nameplates, rank badges, uniforms, and customs identification cards shall be issued, managed, and used for their intended purposes in accordance with the law.
The Minister of Finance decides or delegates the decision to issue standards, quotas, and systems for issuing and using customs uniforms.
7. Units and individuals in the customs sector may only use traditional flags, customs flags, signal lights, flares, horns, loudspeakers, symbols, customs insignia, emblems, nameplates, rank badges, uniforms, and customs identification cards when performing official duties and assigned tasks.
Article 4. Traditional Flag of Customs
Chapter II
SPECIFIC PROVISIONS
The traditional flag of customs is rectangular, with a width of 1.40 meters and a length of 2.10 meters. The fabric background of the flag is red, with a five-pointed yellow star in the center, and above the left corner is the phrase "BẢO VỆ LỢI ÍCH CHỦ QUYỀN QUỐC GIA" (arranged in two lines: the top line reads "BẢO VỆ," the bottom line reads "LỢI ÍCH CHỦ QUYỀN QUỐC GIA," with the final stroke of the last character not extending beyond the right side of the star), below the two lines is the customs symbol.
The traditional flag of customs is rectangular, with a width of 1.40 meters and a length of 2.10 meters. The background fabric of the flag is red, featuring a five-pointed yellow star in the center, and on the upper left corner, there are two lines of capitalized yellow letters reading "PROTECT NATIONAL INTERESTS" (the top line reads "PROTECT," and the bottom line reads "NATIONAL INTERESTS," with the last letter not extending beyond the right edge of the star), below which is the customs emblem.
Article 5. Customs Flag
The customs flag is an equilateral triangle with blue fabric, the base being two-thirds the height, with a customs emblem in the center.
1. Flags hung on motorized vessels with a total power of 2000 HP or more have a base length of 0.60 meters and a height of 0.90 meters.
2. Flags hung on other patrol, inspection, and supervision vehicles have a base length of 0.30 meters and a height of 0.45 meters.
Article 6. Customs Emblem
The customs emblem is a circle with a sea-blue background; inside it is a shield-shaped figure with a red background; above the shield is a five-pointed yellow star, in the middle of which is a golden keyhole, anchor, and swallow wing; above this is the phrase "HẢI QUAN VIỆT NAM" in uppercase yellow letters; below is the phrase "VIETNAM CUSTOMS" in uppercase yellow letters; on the outer edge of the circle are two branches of evergreen in yellow; around the emblem is a red border.
Article 7. Customs Badge
The customs badge is a metal ring-shaped badge measuring 60 mm in height and 54 mm in width, with the National Emblem of the Socialist Republic of Vietnam at the top, having a diameter of 28 mm. Below the National Emblem is a golden keyhole, anchor, and swallow wing, with the two uppercase yellow letters "HẢI QUAN" on a red background at the bottom; surrounding the badge is a pine branch in yellow.
Article 8. Customs Insignia
The customs insignia is a single pine branch made of gold-colored metal, worn on the lapel of spring-summer and autumn-winter uniforms and ceremonial attire. For the leadership of the General Department of Customs, there is an additional gold-colored star attached to the inner edge of the pine branch.
Article 9. Nameplates for Civil Servants and Officers
Nameplates for civil servants and officers are rectangular, measuring 20 mm in width, 70 mm in length, and 1.2 mm in thickness.
1. On the left side is the customs emblem, with a diameter of 17 mm.
2. On the right side, the name and employee number of the civil servant or officer are printed in white on a sea-blue background, where:
a) The full name of the civil servant or officer is printed in uppercase font at the top, with a character size of 5 mm in height and 2.8 mm in width (for cases without a middle name) or 2 mm (for cases with a middle name).
b) The employee number is printed in uppercase font at the bottom, with a character size of 3 mm in height and 2 mm in width.
Article 10. Customs Rank Insignia
1. Customs rank insignia used for spring-summer, autumn-winter uniforms, and ceremonial attire
a) Background of the rank insignia: A woven fabric band with decorative patterns, rectangular in shape, one end tapering to a point, measuring 48 mm in width, 120 mm in length, with a pointed end deviation of 18 mm, the background color being black-blue.
Special case for leaders of the General Department: The background color is orange-yellow, bordered with red along the edges of the background.
b) Rank insignia button: A raised five-pointed star between two ears of rice, attached at the pointed end of the background.
Civil servants and officers holding leadership positions: Use a yellow button.
Civil servants and officers not holding leadership positions: Use silver buttons.
c) Simplified customs emblem: Keyhole, anchor, and swallow wing.
Civil servants and officers holding leadership positions: Use a yellow emblem.
Civil servants and officers not holding leadership positions: Use a silver emblem.
d) Rank insignia star: Yellow, raised pattern. Stars are arranged in a straight vertical row in the center of the insignia, between the emblem and the button.
Civil servants and officers holding leadership positions at the director level: Two stars.
Civil servants and officers holding leadership positions at the deputy director level: One star.
Civil servants and officers not holding leadership positions do not attach rank insignia stars.
d) Rank insignia stripes: Attached to the square end of the background.
Leaders of the General Department of Customs: Three horizontal yellow stripes.
Civil servants holding leadership positions at the Bureau, Department, and equivalent levels: Three horizontal yellow stripes.
Civil servants holding leadership positions at the Customs Office, Inspection Team, and equivalent levels: Two horizontal yellow stripes.
Civil servants holding leadership positions at the Group, Team within the Customs Office; Group within the Inspection Team and equivalent levels: One horizontal yellow stripe.
Civil servants and officers not holding leadership positions use silver stripes: Senior Customs Inspector and equivalent three horizontal stripes; Principal Customs Inspector and equivalent two horizontal stripes; Customs Inspector and equivalent one horizontal stripe; Intermediate Customs Inspector and equivalent two horizontal "V" stripes; Customs Officer and equivalent one horizontal "V" stripe.
Probationary civil servants and officers: No rank insignia stripes attached.
2. Customs rank insignia used for anti-smuggling uniforms
a) Background of the rank insignia: Black, made of fabric, rectangular in shape, measuring 48 mm in width and 100 mm in length.
b) Rank insignia star: Raised embroidered star. Stars are arranged in a straight vertical row in the center of the insignia.
c) Rank insignia stripes: Embroidered and attached to the end of the background.
d) Simplified customs emblem: Keyhole, anchor, and swallow wing, embroidered.
e) Specific regulations regarding the emblem, stars, and stripes are as stipulated in Clause 1 of this Article.
Article 11. Customs Uniform Attire
1. Ceremonial Attire
a) Color of pants and shirt: Light pink gray.
b) Ceremonial shirt:
Collar: Turn-down collar with two "K" shaped points; on each shoulder there are two buttons for insignia.
The shirt has an inner lining of the same color.
Front body: Four metal buttons sewn on the shirt; there are two raised pockets with batwing flaps. Men's shirts have two pockets above the chest and two below the hem; women's shirts have two pockets below the hem.
8. Shoes
Sleeves: Long sleeves with cuffs that fold outward with decorative stitching.
c) Ceremonial pants: Suit style.
d) Metal buttons: Gold-colored, with a raised shield shape in the center, inside which are keyhole, anchor, and swallowtail shapes. Pocket buttons have a diameter of 15 mm, while shirt and pocket buttons below have a diameter of 22 mm.
2. Spring-Summer Attire
a) Color: Black blue.
b) Short-sleeved shirt: Mandarin collar with lapel; short-sleeved shirt with cuff straps, left sleeve embroidered with customs emblem; curved hem for tucking in; shoulder buttons for insignia; front has two batwing flap pockets; men's shirts have shoulder pads at the back.
c) Long-sleeved shirt: Similar to the short-sleeved shirt but with long sleeves and cuffs.
d) Shirt buttons: Gold-colored metal, diameter 15 mm, with a raised shield shape in the center, inside which are keyhole, anchor, and swallowtail shapes.
đ) Pants: Suit style for both men and women. Women also wear knee-length skirts with a back slit.
3. Autumn-Winter Attire
a) Color: Black blue.
b) Autumn-Winter shirt: Similar to ceremonial attire but with a stand-up collar and two "V" shaped points.
c) Autumn-Winter pants: Suit style for both men and women.
4. Dress shirt worn under ceremonial attire and autumn-winter uniforms: White dress shirt with long sleeves and a standing collar suitable for both men and women.
5. Anti-smuggling Attire
a) Long-sleeved shirt:
Color: Camouflage green.
Collar: Mandarin collar; each shoulder has a rectangular strap embroidered with insignia, width at the shoulder is 40 mm, width at the collar is 30 mm, length is 125 mm, tip deviation is 15 mm.
Sleeves: Long sleeves with cuffs, inside has a strap for adjusting length; left sleeve embroidered with customs emblem.
Front body: Button-down collar, two breast pockets using snap buttons; men's shirts have two additional hidden zipper pockets.
Back body: Shoulder pads with "VIETNAM CUSTOMS" embroidered in gold above them, three raised seams below.
b) Short-sleeved shirt: Similar to long-sleeved shirt but with shorter sleeves and cuff straps.
c) Pants:
Color: Camouflage green like the long-sleeved shirt.
Waistband: Elastic on both sides, belt loops.
Front part of the pants is cut separately for ease of movement; front has two diagonal pockets and two raised pockets; back has two raised rear pockets. Pockets use snap buttons.
Hem: Has a button and loop to adjust the width of the leg opening.
d) Short-sleeved and long-sleeved T-shirts: Rust and round grass colors.
đ) Windbreaker: Waterproof material, camouflage green like the long-sleeved shirt, with a hood, zipper, and four raised pockets on the front.
6. Mü
a) Beret: Made from the same fabric for the crown, top, and visor; a gold braid band placed on the black glossy visor; chin strap is black; attached with customs emblem, embroidered with "HẢI QUAN VIỆT NAM" in gold letters, height 8 mm, centrally above the visor. There are two types of berets:
Black-blue beret for spring-summer and autumn-winter uniforms.
Light pink gray beret for ceremonial attire.
b) Soft cap: Soft cap in camouflage green, visor style, with customs emblem attached, for anti-smuggling uniforms.
7. Necktie (caravat): Black blue, with customs emblem printed on the upper left corner, for both autumn-winter and ceremonial attire.
8. Shoes
a) Shoes for spring-summer, autumn-winter, and ceremonial attire: Black leather shoes, low-cut, men's款式不符合要求,以下是修正后的翻译:

9. Raincoat
a) Color: Charcoal purple.
b) Style: Made of non-waterproof nylon fabric; with customs emblem printed on the left sleeve.
10. Cold Weather Attire
a) Black blue down jacket with customs emblem on the left sleeve.
b) Long-sleeved sweater in light gray, with a heart-shaped neckline.
c) Wool hat: A hat covering the ears, ear covers can be folded, black blue, with customs emblem on the front.
11. Other Anniversary Attire
a) Belt.
b) Boots: Black blue for both men and women.
c) Gloves:
White gloves for festivals, large conferences.
Gray gloves for patrol, inspection, supervision teams during winter.
Article 12. Customs Identification Card
The customs identification card is rectangular, measuring 86 mm in length, 54 mm in width, and 0.76 mm in thickness (+/- 0.05 mm), made of plastic material. Both sides of the customs identification card are specified as follows:
1. Front side: Red background with a yellow border around it, above which there is a row of capitalized yellow letters reading "CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM". In the center, there is an embossed customs emblem, below which is the capitalized yellow text "CHỨNG MINH HẢI QUAN".
2. Back side: Light yellow color, with floral patterns printed on it, in the center there is an embossed keyhole shape, anchor, and swallow wing in white.
a) On the left from top to bottom is the customs emblem, measuring 15 mm in height and 15 mm in width, followed by a photograph of the person to whom the customs identification card is issued, measuring 2 cm x 3 cm, on a white background, wearing spring-summer customs uniform without a hat. Below the photograph is the customs identification number, which is the employee's code number.
b) On the right from top to bottom is the capitalized text "CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM", followed by "Độc lập - Tự do - Hạnh phúc" in a lower row; the text "CHỨNG MINH HẢI QUAN" is printed in red, followed by the holder's full name, date of birth, unit, date of issuance of the customs identification card; the signature and stamp of the issuing officer.
Article 13. Distinctive Marks of Customs Patrol, Inspection, and Surveillance Vessels
1. Ships and Boats
a) The hull side above the waterline design is painted in marine blue color code Ral 5013; the superstructure above the deck is painted in sky blue color code Ral 5012; the deck is painted in dark brown red.
b) The dry hull along the ship's body is painted with two rows of letters: The first row of capitalized letters "HẢI QUAN VIỆT NAM" in white, with a maximum length equal to 1/3 of the total length of the ship, and a height suitable for the size of the ship; the second row of capitalized letters "VIETNAM CUSTOMS" in white, with a height equal to 2/3 of the Vietnamese text and centrally placed below the Vietnamese text.
c) The distinctive mark of the customs vessel consists of three yellow stripes color code Ral 1026 on both dry hull sides of the vessel, where: The first stripe is placed at the end of the bow intersecting with the front of the vessel, inclined at 30° - 40°, with the center of the first stripe painted with the Customs Emblem, the width of the first stripe varies according to the size of the vessel; the second and third stripes are parallel to the first stripe and have a width equal to half of the first stripe; the length of each stripe equals the height of the dry hull of the vessel.
d) The customs emblem is placed on the front and above both sides of the cabin's front, at a height easily visible. The size of the customs emblem is designed to fit the size of the cabin.
đ) License Plate
The license plate size for ships is 35 cm x 100 cm (license plate 01); the height of letters and numbers: 24 cm; the width of letters and numbers: 2.4 cm.
Color of the license plate: The registration license plate must not be separate but directly painted onto the vehicle's surface; the license plate background is painted red; letters, numbers, and horizontal lines are painted white.
Position of the license plate: The registration license plate is painted at five positions: both sides of the bow, both sides of the cabin, and the starboard side of the vessel. If the dry hull area at the bow is narrow, it should be painted on the windscreen guard at the bow. The painting position should be wide and easily visible (using license plate 01).
2. Motorboats and Pontoons
a) For motorboats and pontoons with rubber hulls, they are painted according to the manufacturer's specifications.
b) For motorboats and pontoons with non-rubber hulls and independently equipped:
Paint color: Similar to the paint color of customs patrol and inspection vessels as stipulated in Clause 1 of this Article.
The stern longitudinal body of the motorboat and speedboat shall be painted with two lines of text: The uppercase text "HẢI QUAN VIỆT NAM" in white, with a maximum length equal to 1/3 of the total length of the vessel, and a height suitable for the size of the vessel; the uppercase text "VIETNAM CUSTOMS" in white, with a height equal to 2/3 of the Vietnamese text, centrally aligned below the Vietnamese text.
Customs emblem: Placed on both sides above the cabin of the motorboat and speedboat at a height that is easily visible. The size of the customs emblem is designed to fit the size of the cabin.
c) License plate
Size of the license plate for motorboats and speedboats: 30 cm x 80 cm (two plates); height of letters and numbers: 21 cm; width of letters and numbers: 2.1 cm.
Color of the license plate: The registration plate must not be detachable and must be directly painted onto the hull of the vessel; background color of the plate: red; letters, numbers, and horizontal lines: white.
Position of the license plate: The registration plate shall be painted at two positions: both sides of the bow at wide, easily visible locations (using two plates).
For motorboats and speedboats with non-rubber hulls and equipped as ships: Paint according to the specifications set out in Clause 2 of this Article but use ship numbers.
3. Specifications for placing license plates on vessels, motorboats, and speedboats
License plates for vessels, motorboats, and speedboats of the customs force will be placed according to the following format: HQ "unit number" "type number" "vehicle number," where:
a) HQ: Is a group of letters indicating vessels, motorboats, and speedboats belonging to the customs sector.
b) Unit number: Consists of two digits specified in the Appendix attached to this Decree.
In cases where a new Customs Department unit is established, the unit number will start from number "37." In cases where Customs Departments are merged, the lowest unit number of the merged units will be used.
c) Type number: Consists of two digits, where: "91" is transport and patrol vehicles, "99" is oil-carrying vehicles, "01" is independent motorboats and speedboats (not part of a ship). Motorboats and speedboats equipped as part of a ship will use the ship's number.
d) Vehicle number: Consists of two digits, from 01 to 99 indicating the serial number of the vehicle assigned to a customs unit. If the vehicle number of a large unit exceeds 99, it will be assigned type number 92, 93, and the vehicle number will be determined from 01 to 99.
4. Vessels, motorboats, and speedboats serving customs patrol and control operations shall be registered and managed according to the ship registration system of the Ministry of National Defense.
5. Customs inspection, supervision, and monitoring vehicles have reflective "CUSTOMS" text printed on both sides of the vehicle as follows: Uppercase, standing text, font size varies depending on the type of vehicle; before the vehicle (hood) and before the "CUSTOMS" text, there is a customs emblem. On top of the vehicle, there is a speaker and yellow signal lights; the customs flag is mounted on the left side of the driver.
Customs patrol, inspection, and supervision vehicles shall be registered and safety technical inspections conducted in accordance with the provisions of the law.
Chapter III
IMPLEMENTING PROVISIONS
Article 14. Effective Date
1. This Decree takes effect from March 1, 2021.
2. Decree No. 10/2005/NĐ-CP dated January 31, 2005 of the Government regarding traditional flags, customs flags, emblems, customs insignia, badges, uniforms, and customs identification cards ceases to be effective from the date this Decree takes effect.
Article 15. Transitional Provisions
Traditional flags, customs flags, emblems, customs insignia, badges, nameplates, uniforms, customs identification cards, and equipment issued prior to the date this Decree takes effect shall continue to be valid until new ones are issued.
Article 16. Responsibility for Implementation
1. The Minister of Finance shall supervise, inspect, and guide the implementation of this Decree.
2. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial and central city People's Committees are responsible for implementing this Decree./

SOME SAMPLES OF TRADITIONAL FLAGS, CUSTOMS FLAGS, EMBLEMS
