8/2018, 2018 of the Government detailing the Law on Foreign Trade Management; Implementing the Agreement Establishing the ASEAN-Australia-New Zealand Free Trade Area signed on February 27, 2009 at the 14th Summit Meeting in Thailand between the member states of the Association of Southeast Asian Nations and Australia and New Zealand; Implementing the First Protocol Amending the Agreement Establishing the ASEAN-Australia-New Zealand Free Trade Area signed on August 26, 2014 within the framework of the 46th ASEAN Economic Ministers Meeting in Myanmar; về xuất xứ hàng hóa; ||

Based on the Report of the Joint Committee for the Implementation of the Agreement Establishing the ASEAN-Australia-New Zealand Free Trade Area submitted to the 28th ASEAN-Australia-New Zealand Economic Ministers Consultation Meeting held on August 22, 2023 in Semarang, Indonesia;

The Minister of Industry and Trade issues this Circular amending and supplementing certain provisions of Circular No. 31/2015/TT-BCT dated September 24, 2015 of the Minister of Industry and Trade stipulating the implementation of Rules of Origin under the Agreement Establishing the ASEAN-Australia-New Zealand Free Trade Area

Article 1. Amend and supplement Article 2 of Circular No. 31/2015/TT-BCT dated September 24, 2015 of the Minister of Industry and Trade stipulating the implementation of Rules of Origin under the Agreement Establishing the ASEAN-Australia-New Zealand Free Trade Area (hereinafter referred to as Circular No. 31/2015/TT-BCT)

At the proposal of the Director of the Department of Import-Export;

Amend and supplement Article 2 as follows:.

"Article 2. Procedures for issuing and checking Certificate of Origin Form AANZ The procedures for issuing and checking Certificate of Origin Form AANZ of Vietnam shall be carried out in accordance with:

1. Appendix III attached hereto;
2. Decree No. 31/2018/NĐ-CP dated March 8, 2018 of the Government detailing the Law on Foreign Trade Management regarding origin of goods and Circular No. 05/2018/TT-BCT dated April 3, 2018 of the Minister of Industry and Trade on origin of goods."
Article 2. Replace Appendix II - Specific Rules for Goods issued together with Circular No. 31/2015/TT-BCT
Replace Appendix II at Clause 2, Article 1 of Circular No. 31/2015/TT-BCT, which has been replaced by the Appendix issued together with Circular No. 42/2018/TT-BCT dated November 12, 2018 amending and supplementing certain provisions of Circular No. 31/2015/TT-BCT, with the Appendix issued together with this Circular.

1. This Circular takes effect from March 1, 2024.

2. This Circular abolishes Circular No. 42/2018/TT-BCT dated November 12, 2018 amending and supplementing certain provisions of Circular No. 31/2015/TT-BCT dated September 24, 2015 of the Ministry of Industry and Trade stipulating the implementation of Rules of Origin under the Agreement Establishing the ASEAN-Australia-New Zealand Free Trade Area./.
