Pursuant toPursuant to the Law on Physical Culture and Sports dated December 12, 2006 and the Law Amending and Supplementing Certain Provisions of the Law on Physical Culture and Sports dated June 14, 2018;

Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, placing orders, or tendering for the provision of products and public services using state budget funds from regular expenditure;

Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering goods or services, or tendering for the provision of public products and services using state budget funds from regular expenditure;

Pursuant to Decree No. 43/2025/ND-CPdated February 28, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Article 1. Amending and supplementing certain Articles of Circular No. 09/2024/TT-BCA dated March 13, 2024 issued by the Minister of Public Security regarding the implementation of mass mobilization work by the People's Public Security forceDirector of the General Department of Physical Culture and Sports of Vietnam;

Ministerof the Ministry of Culture, Sports and Tourism issues this Circularqstipulating economic and technical norms for sports service organizing domestic and international sports events hosted by Vietnam.

Article 1. Scope of Regulation

This Circular stipulates economic and technical norms for sports service organizing domestic and international sports events hosted by Vietnam that use state budget funds (hereinafter referred to as public service), including:

1. International events: International championships, youth championships in each sport at regional, continental, and world levels organized in Vietnam; regional, continental, and world events for people with disabilities organized in Vietnam.

2. National events: National championships, national youth championships in each sport; national mass sports events, national mass sports contests.

Article 2. Applicability

1. Agencies, organizations, and individuals using state budget funds to provide public services;

2. Agencies, organizations, and individuals related to the implementation of public services using state budget funds;

3. Encouraging non-governmental agencies and organizations providing public services without using state budget funds to apply economic and technical norms as prescribed in this Circular.

Article 3. General provisions on economic and technical norms.

1. The economic and technical norms stipulated in this Circular are the maximum levels, ensuring accurate and sufficient costs to complete the provision of public services according to quality criteria and standards.

2. The economic and technical norms stipulated in this Circular serve as the basis for:

a) Determining the consumption rates of labor, materials, and equipment factors used to complete a unit of product or a specific amount of work within a particular condition of public services;

b) Determining unit prices and service prices for public services using state budget funds in accordance with Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, placing orders, or tendering for the provision of products and public services using state budget funds from regular expenditure.

3. Determination of job titles:

a) Job titles of labor in the labor consumption table shall be applied according to Circular No. 07/2022/TT-BVHTTDL dated October 25, 2022 of the Minister of Culture, Sports and Tourism stipulating job title codes, occupational standards, and salary grading for physical culture and sports professionals (hereinafter referred to as Circular No. 07/2022/TT-BVHTTDL);

b) In cases where job titles of labor in the labor consumption table are not included in Circular No. 07/2022/TT-BVHTTDL, they shall be applied according to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on wage regulations for cadres, civil servants, public officials, and armed forces personnel; Decree No. 117/2016/NĐ-CP dated July 21, 2016 of the Government amending and supplementing certain provisions of Decree No. 204/2004/NĐ-CP; Decree No. 111/2022/NĐ-CP dated December 30, 2022 of the Government on contracts for certain types of work in administrative agencies and public institutions, or equivalent conversion based on positions approved by competent authorities.

Article 4. Content of Economic and Technical Norms

1. The content of economic and technical norms includes:

a) Labor consumption: It is the necessary direct and indirect labor time of average skill levels to complete the provision of a service. The level of direct labor consumption is the time spent on implementing work stages according to the guidance for providing public services, measured in workdays (each workday corresponding to 8 hours of labor as stipulated in Article 105 of the Labor Code); each session or match corresponds to 4 hours (equivalent to half a workday), ensuring that the maximum working time does not exceed 3 sessions or 3 matches per person per day; the level of indirect labor consumption is calculated at a ratio of 15% of direct labor.

b) Equipment consumption: It is the time using machinery and equipment to serve the provision of public services. The level of machinery and equipment consumption in the norm is calculated in shifts, each shift corresponding to one workday (8 hours) as stipulated in Article 105 of the Labor Code.

c) Material consumption: It is the specific quantity of various materials required and used directly to serve the provision of public services.

2. The structure of economic and technical norms includes the following contents:

a) Name of the norm.

b) Description of work components: It is the content of the main work stages to implement the provision of public services.

c) The economic and technical norm table includes:

- Labor consumption: Position and skill level of labor, unit of measurement for the norm value of labor consumption;

- Equipment consumption: Name of machinery or equipment type, unit of measurement for consumption level, consumption level;
- Material consumption: Name and specifications of materials, unit of measurement for consumption level, consumption level;
- Value of consumption norm: Is the numerical value of labor, machinery, equipment, and material consumption.

d) The economic and technical norms are specified in the Appendix attached to this Circular.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. Based on the economic and technical norms for public services attached to this Circular, ministries, sectors, and central agencies shall consider and decide to apply specific norms suitable to the conditions of the units providing public services under their management.

2. Agencies and organizations using state budget funds to provide public services shall study the actual conditions and propose to the competent authority to consider and decide on the application of specific norms.

Article 6. Effectiveness

1. This Circular takes effect from June 1, 2025.

2. In cases where the referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued documents.

3. During implementation, if any difficulties arise, agencies, organizations, and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism (through the Vietnam Sports Administration) for consideration and resolution./.
