Circular No. 02/2025/TT-BYT stipulates the code number and qualification standards for the profession of nursing, midwifery, and medical technology issued by the Minister of Health.

Regulations on job code, occupational standards

nursing, midwifery, medical technology

Pursuant to Decree No. 115/2020/NĐ-CP dated September 25, 2020 of the Government on recruitment, utilization, and management of civil servants; Decree No. 85/2023/NĐ-CP dated December 7, 2023 of the Government amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020 of the Government on recruitment, utilization, and management of civil servants;

Pursuant to Decree No. 95/2022/NĐ-CP dated November 15, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Health issues this Circular stipulating the code number and job title standards for nursing, midwifery, and medical technology.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Circular stipulates the code number and job title standards for nursing, midwifery, and medical technology.

2. This Circular does not apply to private healthcare facilities.

Article 2. Job Title Code Numbers for Nursing, Midwifery, and Medical Technology

1. Nursing positions include:

a) Nursing Level I, code number: V.08.05.31;

b) Nursing Level II, code number: V.08.05.11;

c) Nursing Level III, code number: V.08.05.12;

d) Nursing Level IV, code number: V.08.05.13.

2. Midwifery positions include:

a) Midwifery Level II, code number: V.08.06.14;

b) Midwifery Level III, code number: V.08.06.15;

c) Midwifery Level IV, code number: V.08.06.16.

3. Medical Technology positions include:

a) Medical Technology Level I, code number: V.08.07.32;

b) Medical Technology Level II, code number: V.08.07.17;

c) Medical Technology Level III, code number: V.08.07.18;

d) Medical Technology Level IV, code number: V.08.07.19.

Article 3. Professional Ethics Standards for Nursing, Midwifery, and Medical Technology

1. Devotedly serving the cause of caring for, protecting, and improving people's health.

2. Understanding and properly implementing the rules of conduct for civil servants in the healthcare sector.

c) Leading the provision of services, counseling, and communication campaigns on population-family planning within the professional scope;

d) Leading the analysis, summary, and evaluation of professional activities on population-family planning, compiling and reporting results;

5. Honesty, objectivity, fairness, responsibility, unity, respect, and cooperation with colleagues in professional practice.

Chapter II
NURSING TITLES

Article 4. Nursing Level I - Code Number: V.08.05.31

1. Duties:

a) Patient Care:

- Lead and organize the implementation of professional tasks related to patient care within the scope of practice and training level as prescribed by the Minister of Health;

- Lead the introduction of new techniques in nursing care;

- Lead and organize patient care, monitor patients' health status, identify priority care needs, develop plans, issue instructions, implement care, and evaluate care outcomes;

- Organize initial emergency care, out-of-hospital emergency care, and specialized emergency care within the assigned field;

- Lead interdisciplinary consultations on nursing care within the assigned field;

- Lead supervision, inspection, evaluation, and improvement of patient care quality within the assigned field;

- Lead and organize primary health care and national target programs within the assigned field.

b) Communication, Counseling, and Health Education:

- Lead the planning, assessment, and adjustment of counseling, communication, and health education plans based on actual care needs;

- Lead and organize the compilation of information, communication, and health education content, disease prevention at healthcare facilities and in the community;

- Lead and organize counseling for patients or their families to choose appropriate nursing care services.

c) Lead and organize the management and guidance on the use of medical equipment for nursing care within the assigned field;

d) Lead and organize technical guidance on nursing care and the implementation of epidemic prevention measures within the assigned field;

đ) Training and Scientific Research:

- Lead and organize the compilation of professional programs and materials; establish rules and procedures for technical operations in nursing care; develop solutions to improve care quality nationwide;

- Lead and organize training and capacity building in nursing care fields suitable for the qualifications and scope of practice of civil servants and students;

- Lead and participate in national, ministerial, and provincial-level scientific research;

- Lead and participate in organizing professional nursing care conferences;

- Participate in research and provide evidence for policy development in the assigned field.

2. Qualifications regarding education and training:

a) Hold a Master's degree or Ph.D. in Nursing;

b) Hold a certificate in nursing career title standards or a medical practice certificate or license.

3. Competence and professional standards:

a) Understand the Party's viewpoints and policies on health care and improving people's health;

b) Have the ability to lead and organize the implementation of professional medical techniques;

c) Have the ability to participate in scientific and technological tasks;

d) Possess basic computer skills and be able to use foreign languages (or ethnic minority languages for civil servants working in ethnic minority areas) as required by the position.

4. Civil servants applying for promotion from Nursing Level II to Nursing Level I must have held the Nursing Level II position or equivalent for a minimum of six years. In cases where they have held equivalent positions, they must have held the Nursing Level II position for at least one year (12 months) up to the deadline for submitting application forms for promotion consideration.

Article 5. Second-Class Nursing Assistant - Code: V.08.05.11

1. Duties:

a) Patient Care:

- Organize the implementation of professional tasks related to medical examination and treatment in accordance with the scope of professional activities and training level as prescribed by the Minister of Health.

- Organize the implementation of new techniques in nursing care.

- Organize patient care and monitoring; examine, assess patients' health status, identify priority care issues, develop plans, issue instructions, and implement patient care, evaluate care outcomes.

- Organize consultations on nursing care within the assigned professional field.

- Supervise, inspect, evaluate, and improve the quality of patient care within the assigned professional scope.

- Organize initial emergency care, out-of-hospital emergency care, and specialized emergency care within the assigned field;

- Organize primary healthcare and national target programs.

b) Communication, Counseling, and Health Education:

- Organize the compilation of information, communication, health education, and disease prevention content at healthcare facilities and in the community.

- Determine needs and propose health education guidance content in the field of nursing.

- Organize and provide counseling for patients or their families to choose appropriate nursing care services.

c) Manage, guide, and utilize medical equipment for nursing care within the assigned professional scope.

d) Organize technical guidance and epidemic prevention and control when assigned.

đ) Training and Scientific Research:

- Organize the compilation of programs and materials; establish rules and procedures for specialized nursing techniques; develop solutions to enhance the quality of nursing care.

- Organize training and capacity building in the field of nursing in accordance with the level and scope of professional activities for civil servants and students.

- Lead and participate in national, ministerial, and provincial-level scientific research;

- Organize and participate in specialized nursing conferences and seminars.

- Participate in research and provide evidence for policy development in the assigned field.

2. Qualifications regarding education and training:

a) Hold a Bachelor's degree or Master's degree in Nursing.

b) Hold a certificate in nursing career title standards or a medical practice certificate or license.

3. Competence and professional standards:

a) Understand the Party's viewpoints and policies on health care and improving people's health;

b) Have knowledge about individual, family, and community health and illness, make care diagnoses, classify care levels, issue care instructions, and ensure safe interventions for patients and the community.

c) Proficiently perform professional medical examination and treatment techniques according to the trained specialty.

d) Possess the ability to advise on health education and effectively communicate with patients and the community.

đ) Possess skills in organizing training, conducting research, collaborating with colleagues, and developing the nursing profession.

e) Have the capability to lead or participate in scientific and technological tasks.

g) Possess basic information technology skills and be able to use foreign languages (or ethnic minority languages for civil servants working in ethnic minority areas) as required by the job position.

4. Civil servants being considered for promotion from Third-Class Nursing Assistant to Second-Class Nursing Assistant must have held the Third-Class Nursing Assistant title or equivalent for a minimum of nine years. In cases where they have held an equivalent title, they must have held the Third-Class Nursing Assistant title for at least one year (twelve months) up to the deadline for submitting registration forms for promotion consideration.

Article 6. Grade III Nursing Assistant - Code: V.08.05.12

1. Duties:

a) Patient Care:

- Perform professional tasks related to medical examination and treatment in accordance with the scope of practice and training level as prescribed by the Minister of Health;

- Care for and monitor patients; examine and assess the health status of patients, identify priority care issues, develop plans, issue instructions, and implement patient care, evaluate the results of patient care;

- Participate in implementing primary healthcare and national target programs;

- Participate in planning, monitoring, evaluating, and supporting patient healthcare at local healthcare facilities;

b) Communication, Counseling, and Health Education:

- Determine needs and contents that require guidance and health education in the field of nursing;

- Participate in health communication and disease prevention education at healthcare facilities and in the community;

- Provide health counseling, communication, and education within the scope of nursing care;

- Advise patients or their families on selecting appropriate nursing care services;

c) Manage and utilize medical equipment for nursing care within the assigned scope of expertise;

d) Participate in technical guidance work and epidemic prevention and control when assigned;

đ) Training and Scientific Research:

- Participate in compiling programs and professional materials; establish rules and procedures for professional techniques in nursing; develop solutions to improve the quality of nursing care;

- Participate in training and capacity building in the field of nursing according to the level and scope of expertise for civil servants and students;

- Lead or participate in scientific research at the ministry, provincial, and institutional levels;

- Participate in nursing specialty seminars and conferences;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree in nursing or higher;

b) Hold a certificate in nursing career title standards or a medical practice certificate or license.

3. Qualifications regarding professional expertise and skills:

a) Understand the Party's viewpoints and policies on health care and improving people's health;

b) Have knowledge about individual, family, and community health and illness, using nursing processes as the basis for developing care plans and implementing safe nursing interventions for patients and communities;

c) Perform professional techniques in medical examination and treatment as a nursing practitioner;

d) Possessing communication skills to effectively interact with patients and the community;

đ) Possessing training, teaching, scientific research, collaboration with colleagues, and career development skills;

e) Possess basic information technology skills and be able to use a foreign language (or ethnic minority languages for civil servants working in ethnic minority areas) as required by job positions;

4. Civil servants who are candidates for promotion from Grade IV Nursing Assistant to Grade III Nursing Assistant must have held the Grade IV Nursing Assistant position or equivalent for at least three years. In cases where they have held equivalent positions, they must have held the Grade IV Nursing Assistant position for at least one year (twelve months) up to the deadline for submitting registration forms for promotion consideration;

Article 7. Grade IV Nursing Assistant - Code: V.08.05.13

1. Duties:

a) Patient Care:

- Perform professional tasks related to medical examination and treatment in accordance with the scope of practice and training level as prescribed by the Minister of Health;

- Care for and monitor patients, assess the health status of patients, identify priority care issues, implement and evaluate patient care results;

- Implement primary healthcare and participate in national target programs;

b) Communication, Counseling, and Health Education:

- Determine needs and contents that require guidance and health education in the field of nursing;

- Communicate and educate about disease prevention at healthcare facilities and in the community;

- Provide health counseling, communication, and education within the scope of nursing care;

- Advise patients or their families on selecting appropriate nursing care services;

c) Manage and utilize supplies and medical equipment for nursing care within the assigned scope of expertise;

d) Participate in epidemic prevention and control when assigned;

đ) Training and Scientific Research:

- Participate in guiding practical training for students according to their level and scope of professional activities;

- Participate in scientific research;

2. Qualifications regarding education and training:

a) Hold a diploma in nursing or higher;

b) Hold a certificate in nursing career title standards or a medical practice certificate or license.

3. Qualifications regarding professional expertise and skills:

a) Understand the Party's viewpoints and policies on health care and improving people's health;

b) Have knowledge about individual, family, and community health and illness, using nursing processes as the basis for developing care plans and implementing safe nursing interventions for patients and communities;

c) Meet the basic competency standards of Vietnamese nursing and the training level as prescribed by the Minister of Health;

d) Possess communication, counseling, and health education skills, effectively communicating with patients and the community;

Chapter III
MIDWIFE TITLES

Article 8. Midwife Level II - Code: V.08.06.14

1. Duties:

a) Care for mothers, newborns, patients, and service users:

- Organize the implementation of professional tasks related to medical examination and treatment in accordance with the scope of expertise and training level as prescribed by the Minister of Health;

- Provide care for mothers, newborns, patients, and service users: conduct examinations, assess the health status of mothers, newborns, patients, and service users, identify priority issues requiring care for each individual; develop, implement, and evaluate care plans; issue appropriate care instructions and follow-up;

- Organize and implement new techniques in pre-natal, intra-natal, post-natal care, gynecology, abortion, family planning, and neonatal care.

b) Reproductive health care in the community:

- Organize planning, examination, and management of pregnancy for pregnant women who cannot reach healthcare facilities;

- Organize planning, monitoring, and evaluating the examination and care of pregnant women during pregnancy and postpartum care at home;

- Organize professional management, monitor, and support activities related to reproductive health care for mothers and newborns, and family planning in the community;

- Organize primary healthcare and national target programs;

c) Communication, education, counseling on reproductive health care:

- Organize the compilation of information, communication, and health education content in the field of midwifery;

- Identify needs and propose guidance and educational content in the field of midwifery;

- Organize planning, implementation, evaluation, and adjustment of counseling, communication, and health education plans based on goals in the field of midwifery;

- Organize and provide counseling for patients or their families to choose appropriate midwifery services.

d) Organize management, guidance, and use of medical equipment for midwifery care within the assigned scope of expertise;

đ) Organize technical direction in midwifery, and implement disease prevention and control measures when assigned;

e) Training and scientific research:

- Organize the compilation of specialized programs and materials; establish regulations and technical procedures for midwifery; solutions to improve the quality of midwifery care;

- Organize training and upgrading in the field of midwifery suitable to the level and scope of expertise for staff and students;

- Lead and participate in national, ministerial, and provincial-level scientific research;

- Organize and participate in specialized midwifery seminars and conferences;

- Participate in research and provide evidence for policy development in the assigned field.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or master's degree in Midwifery;

b) Hold a certificate for upgrading to the midwifery profession standard or have a medical practice certificate or a medical practice license.

3. Competence and professional standards:

a) Understand the viewpoints, policies of the Party, and laws regarding the protection, care, and improvement of people's health;

b) Proficiently perform the professional list of medical examination and treatment tasks of midwives;

c) Understand the principles of primary healthcare and reproductive health care work;

d) Understand and apply management skills and career development capabilities;

đ) Have the ability to lead and participate in scientific and technological tasks;

e) Possess basic information technology skills and be able to use a foreign language (or ethnic minority languages for civil servants working in ethnic minority areas) as required by job positions;

4. Staff candidates for promotion from the midwifery profession title of Level III to Level II must have held the midwifery profession title of Level III or equivalent for a minimum of nine years. In cases where they have held an equivalent profession title, they must have held the midwifery Level III title for at least one year (twelve months) up to the deadline for submitting registration applications for promotion consideration.

Article 9. Midwife Level III - Code: V.08.06.15

1. Duties:

a) Care for mothers, newborns, patients, and service users:

- Perform professional tasks of examining and treating diseases in accordance with the scope of expertise and training level as prescribed by the Minister of Health;

- Provide care for mothers, newborns, patients, and service users: examine, assess the health status of mothers, newborns, and patients, determine priority care needs for each individual; develop, implement, and evaluate care outcomes; issue care instructions and follow-up as appropriate;

- Implement new techniques in pre-natal, intra-natal, post-natal, gynecological, abortion, family planning, and neonatal care;

b) Reproductive health care in the community:

- Develop plans, examine, and manage pregnancies for pregnant women who cannot reach healthcare facilities;

- Develop plans, implement, monitor, and evaluate examinations and care for pregnant women during pregnancy and postpartum care for mothers and newborns at home;

- Manage, supervise, and support community activities related to maternal and neonatal health care and family planning;

- Participate in primary healthcare and national target programs;

c) Communication, education, counseling on reproductive health care:

- Determine the needs and content required for pre-natal, intra-natal, post-natal, gynecological, abortion, family planning, and neonatal health education and guidance;

- Advise, communicate, and educate on pre-natal, intra-natal, post-natal, gynecological, abortion, family planning, and neonatal health;

- Advise patients or their families to choose appropriate midwifery services;

d) Use and manage medical equipment within the assigned scope of midwifery care;

đ) Participate in technical supervision work in midwifery, implementing disease prevention and control measures when assigned;

e) Training and scientific research:

- Participate in compiling programs and professional materials; establish rules and procedures for midwifery techniques; propose solutions to improve midwifery care quality;

- Participate in training and capacity building in midwifery fields suitable to the level and scope of expertise for civil servants and students;

- Lead or participate in scientific research at the ministry, provincial, and institutional levels;

- Participate in midwifery professional seminars and conferences;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree in Midwifery or higher;

b) Hold a certificate for upgrading to the midwifery profession standard or have a medical practice certificate or a medical practice license.

3. Qualifications regarding professional expertise and skills:

a) Understand the Party's viewpoints and policies on health care and improving people's health;

b) Proficiently perform the professional list of medical examination and treatment tasks of midwives;

c) Understand principles of primary healthcare and reproductive health care services;

d) Possess communication, presentation, and flexible interpersonal skills, teamwork, and independent working abilities;

đ) Have basic information technology skills and be able to use foreign languages (or ethnic minority languages for civil servants working in ethnic minority areas) as required by job positions;

4. Civil servants eligible for promotion from Midwife Level IV to Midwife Level III must have held the Midwife Level IV position or equivalent for at least three years. In cases of equivalent experience, they must have held the Midwife Level IV position for at least one year (twelve months) up to the deadline for submitting registration applications for promotion;

Article 10. Midwife Level IV - Code: V.08.06.16

1. Duties:

a) Care for mothers, newborns, patients, and service users:

- Perform professional tasks of examining and treating diseases in accordance with the scope of expertise and training level as prescribed by the Minister of Health;

- Provide care for mothers, newborns, patients, and service users: assess the health status of mothers, newborns, patients, and service users, determine priority care needs for each individual; implement and evaluate care outcomes;

b) Reproductive health care in the community:

- Examine and manage pregnancies for pregnant women who cannot reach healthcare facilities;

- Monitor and evaluate examinations and care for pregnant women during pregnancy and postpartum care for mothers and newborns at home;

- Monitor and support community activities related to maternal and neonatal health care and family planning;

- Participate in primary healthcare and national target programs;

c) Communication, education, counseling on reproductive health care:

- Guide and educate on pre-natal, intra-natal, post-natal, gynecological, abortion, family planning, and neonatal health;

- Advise, communicate, and educate on pre-natal, intra-natal, post-natal, gynecological, abortion, family planning, and neonatal health;

d) Use and manage medical equipment within the assigned scope of midwifery care;

đ) Participate in implementing disease prevention and control measures when assigned;

e) Training and scientific research:

- Participate in guiding practical training for students according to their level and scope of professional activities;

- Participate in scientific research;

2. Qualifications regarding education and training:

a) Hold a college degree in Midwifery or higher;

b) Hold a certificate for upgrading to the midwifery profession standard or have a medical practice certificate or a medical practice license.

3. Qualifications regarding professional expertise and skills:

a) Understand the viewpoints, policies of the Party, and laws regarding the protection, care, and improvement of people's health;

b) Perform the list of professional tasks of examining and treating diseases as a midwife practitioner;

c) Understand principles of primary healthcare and reproductive health care services;

d) Possess communication and flexible interpersonal skills, teamwork, and independent working abilities;

Chapter IV
TECHNICAL MEDICAL PROFESSIONAL TITLES

Article 11. Medical Technology Category I - Code: V.08.07.32

1. Duties:

a) Lead and organize the implementation of specialized technical tasks within the scope of medical examination, treatment, and prevention according to the level of training as prescribed by the Minister of Health for those practicing the medical technology profession.

b) Lead and organize the implementation of new techniques in the field of medical technology; develop testing procedures and technical procedures.

c) Collaborate in diagnosis and treatment:

- Lead and organize specialized consultations on medical technology within the assigned fields;

- Timely inform the treating physician about testing results and diagnostic images related to patients; propose additional techniques to assist in diagnosis and treatment when necessary.

d) Protect the rights of patients and individuals or organizations sending samples for testing in accordance with the law.

đ) Information, communication, and health education:

- Lead and organize the planning, evaluation, and adjustment of counseling, communication, and health education programs based on goals and needs in medical technology;

- Lead and organize the compilation of information, communication, and health education content in the field of medical technology.

e) Lead and manage medical equipment in professional technical activities.

g) Training and scientific research:

- Lead and organize the compilation of programs, materials, regulations, and technical procedures in medical technology; solutions to improve the quality of medical technology.

- Lead and organize training and upgrading in the field of medical technology appropriate to the level and scope of specialization for civil servants and students.

- Lead and participate in national, ministerial, and provincial-level scientific research;

- Lead and organize specialized seminars and conferences in medical technology.

- Participate in research and provide evidence for policy development in the assigned field.

2. Qualifications regarding education and training:

a) Hold a doctoral degree in the group of Medical Technology or equivalent.

b) Possess a certificate for upgrading to the medical technology profession standard or have a practice certificate for medical examination and treatment or a license for medical examination and treatment.

3. Competence and professional standards:

a) Have an understanding of the Party's viewpoints, policies, and laws regarding the protection and improvement of people's health.

b) Lead the implementation of specialized medical examination and treatment techniques of the medical technology profession in professional activities.

c) Have the ability to use and guide the use and maintenance of equipment serving professional purposes.

d) Have the ability to analyze, inspect, and supervise technical procedures; propose solutions to ensure the quality of specialized techniques.

đ) Have the ability to guide the transfer of new techniques in the field of medical technology.

e) Have skills in organizing training, research, cooperation with colleagues, and developing the medical technology profession.

g) Have the ability to lead or participate in implementing scientific and technological tasks.

h) Have basic computer skills and be able to use a foreign language (or be able to use ethnic minority languages for civil servants working in ethnic minority areas) as required by the job position.

4. Civil servants being considered for promotion from Medical Technology Category II to Medical Technology Category I must have held the Medical Technology Category II position or an equivalent position for at least six years. In cases where they have held an equivalent position, they must have held the Medical Technology Category II position for at least one year (twelve months) up to the deadline for submitting registration applications for promotion.

Article 12. Medical Technology Level II - Code: V.08.07.17

1. Duties:

a) Organize to implement specialized technical tasks within the scope of medical examination, treatment, and prevention according to the qualifications of the medical technology profession as stipulated by the Minister of Health;

b) Organize the implementation of new techniques in the field of medical technology:

- Manage medical equipment in medical technology activities;

- Develop testing procedures and medical technology procedures.

c) Collaborate in diagnosis and treatment:

- Conduct medical technology consultations when assigned;

- Report test results and diagnostic images related to patients to treating physicians; propose additional techniques for diagnosis and treatment when necessary.

d) Protect the rights of patients and individuals or organizations sending samples for testing in accordance with the law.

đ) Information, communication, and health education:

- Compile content for information dissemination, health education in medical technology activities;

- Develop content for health guidance and education in medical technology activities.

e) Training and scientific research:

- Compile programs, materials, regulations, and procedures for medical technology; solutions to improve the quality of medical technology.

- Organize training and capacity building in the field of medical technology appropriate to the level and scope of specialization for staff and students.

- Lead and participate in national, ministerial, and provincial-level scientific research;

- Organize professional medical technology seminars and conferences.

- Participate in research and provide evidence for policy development in the assigned field.

2. Qualifications regarding education and training:

a) Hold a Bachelor's degree or Master's degree in Medical Technology.

b) Possess a certificate for upgrading to the medical technology profession standard or have a practice certificate for medical examination and treatment or a license for medical examination and treatment.

3. Competence and professional standards:

a) Have an understanding of the Party's viewpoints, policies, and laws regarding the protection and improvement of people's health.

b) Possess the ability to proficiently perform medical technology tasks in medical examination, treatment, and prevention activities within the scope of the medical technology profession.

c) Have the ability to use and guide the use and maintenance of equipment serving professional purposes.

d) Have the ability to analyze, inspect, and supervise technical procedures; propose solutions to ensure the quality of specialized techniques.

đ) Have the ability to guide the transfer of new techniques in the field of medical technology.

e) Have the capability to lead or participate in scientific and technological tasks.

g) Possess basic information technology skills and be able to use foreign languages (or ethnic minority languages for civil servants working in ethnic minority areas) as required by the job position.

4. Staff applying for promotion from Medical Technology Level III to Medical Technology Level II must have held the Medical Technology Level III position or equivalent for at least nine years. In cases where they have held an equivalent position, they must have held the Medical Technology Level III position for at least one year (12 months) up to the deadline for submitting registration applications for promotion.

Article 13. Medical Technology Level III - Code: V.08.07.18

1. Duties:

a) Perform specialized technical tasks within the scope of medical examination, treatment, and prevention according to the qualifications of the medical technology profession as stipulated by the Minister of Health;

b) Carry out laboratory tests suitable to the training level of the Biological Sciences, Biotechnology, and Chemistry groups;

c) Manage professional activities:

- Plan management, periodically inventory, and report on the use of medical equipment, drugs, and chemicals within the assigned scope as prescribed;

- Use, guide the use, and maintain medical equipment within the managed scope; identify, report, and handle simple technical errors;

- Participate in professional inspections and evaluations when assigned. Implement, supervise, inspect, and be responsible for the professional activities of lower-level medical technology staff within the assigned scope.

d) Collaborate in diagnosis and treatment:

- Report test results and diagnostic images related to patients to treating physicians;

- Participate in consultations when assigned.

đ) Protect the rights of patients and individuals or organizations sending samples for testing in accordance with the law;

e) Information dissemination, communication, and health education:

- Identify needs and content that require health guidance and education in medical technology activities;

- Provide counseling, communication, and health education in medical technology activities.

g) Implement professional medical technology guidance and deployment of disease prevention and control measures when assigned;

h) Training and scientific research:

- Participate in compiling programs, materials, regulations, and procedures for medical technology; solutions to improve the quality of medical technology;

- Participate in training and capacity building in the field of medical technology appropriate to the level and scope of specialization for staff and students;

- Lead or participate in scientific research at the ministry, provincial, and institutional levels;

- Participate in professional medical technology seminars and conferences.

2. Qualifications regarding education and training:

a) Hold a Bachelor's degree in Medical Technology, Dental Prosthetics Engineering, Chemistry, Biology, Pharmacy, or Biotechnology;

b) Hold a certificate for professional capacity building in the medical technology profession or a practice certificate for medical examination and treatment or a medical examination and treatment practice license.

3. Qualifications regarding professional expertise and skills:

a) Understand the Party's viewpoints and policies on health care and improving people's health;

b) Understand the health and diseases of individuals, families, and communities, using medical technology procedures as a basis to plan care and ensure safe medical technology interventions for patients and communities;

c) Perform medical technology tasks in medical examination and treatment activities within the scope of the medical technology profession.

d) Possessing communication skills to effectively interact with patients and the community;

đ) Possessing training, teaching, scientific research, collaboration with colleagues, and career development skills;

e) Possess basic information technology skills and be able to use a foreign language (or ethnic minority languages for civil servants working in ethnic minority areas) as required by job positions;

4. Staff applying for promotion from Medical Technology Level IV to Medical Technology Level III must have held the Medical Technology Level IV position or equivalent for at least three years. In cases where they have held an equivalent position, they must have held the Medical Technology Level IV position for at least one year (12 months) up to the deadline for submitting registration applications for promotion.

Article 14. Medical technology level IV - Code: V.08.07.19

1. Duties:

a) Perform specialized technical tasks within the scope of medical examination, treatment, and prevention according to the qualifications of the medical technology profession as stipulated by the Minister of Health;

b) Management of professional activities:

- Forecasting, receiving, periodic inventory, and reporting on the use of medical equipment and pharmaceutical chemicals in accordance with regulations;

- Using and maintaining medical equipment within the scope of management; identifying, reporting, and handling simple technical errors;

- Participating in inspections and evaluations of professional work when assigned;

c) Collaborate in diagnosis and treatment:

- Notifying diagnostic indices and images related to patients to treating doctors;

- Supporting and coordinating with other medical technicians in performing assigned professional techniques;

d) Protect the rights of patients and individuals or organizations sending samples for testing in accordance with the law.

d) Providing guidance and health education to patients and the community within the assigned scope; participating in disease prevention and control when required;

e) Training and scientific research:

- Participate in guiding practical training for students according to their level and scope of professional activities;

- Participate in scientific research;

2. Qualifications regarding education and training:

a) Hold a college degree or higher in the group of medical technology fields;

b) Possess a certificate for upgrading to the medical technology profession standard or have a practice certificate for medical examination and treatment or a license for medical examination and treatment.

3. Qualifications regarding professional expertise and skills:

a) Understanding the viewpoints, policies, and guidelines of the Party and state laws regarding the protection, care, and improvement of people's health;

b) Having the ability to perform medical examination and treatment techniques of medical technicians within their professional activities;

c) Having the ability to use and maintain equipment for professional purposes;

d) Possessing communication skills with service recipients and colleagues.

Chapter V
IMPLEMENTING PROVISIONS

Article 15. Effective Date

1. This Circular takes effect from March 1, 2025.

2. Circular Joint No. 26/2015/TTLT-BYT-BNV dated October 7, 2015, of the Minister of Health and the Minister of Home Affairs stipulating the code and standards for nursing, midwifery, and medical technology positions shall cease to be effective from the date this Circular takes effect.

3. Abolish Article 3; the phrase "nursing level IV, midwifery level IV, medical technology level IV" in Article 7; Clause 4 of Article 8 of Circular No. 03/2022/TT-BYT dated April 26, 2022, of the Minister of Health amending and supplementing certain provisions on the standards for nursing, midwifery, and medical technology positions from the date this Circular takes effect.

Article 16. Transitional Provisions

1. Staff who have been recruited and appointed to the nursing level IV, midwifery level IV, and medical technology level IV positions according to the law before the effective date of this Circular must standardize their qualifications to meet the requirements of a college degree in the correct major or field of study as prescribed before January 1, 2028. In cases where staff are sent to study to achieve a college degree but do not participate in the study or fail to meet the study requirements, the employing agency or unit must report to the managing agency or unit to consider reassigning them to another position.

2. Staff holding a bachelor's degree in obstetric nursing, midwifery, or obstetrics-gynecology before January 1, 2024, who are appointed and classified for salary at the midwifery level III position by the competent authority will be considered to meet the standards for the midwifery level III position. When considering promotion to the midwifery level II position, they must meet the training qualification requirements for the midwifery level II position as stipulated in Article 8 of this Circular.

3. Staff who have been appointed to the nursing, midwifery, and medical technology positions according to the law before the effective date of this Circular will be considered to meet the professional and specialized standards for the corresponding nursing, midwifery, and medical technology positions without having to complete the requirements set forth in this Circular.

Article 17. Reference Provisions

In cases where the normative legal documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the amended, supplemented, or replacement documents.

Article 18. Responsibility for Implementation

Heads of units under the Ministry of Health, Directors of Provincial Health Departments, heads of public service organizations in the health sector; relevant agencies and organizations are responsible for implementing this Circular.
