OF THE MINISTRY OF CONSTRUCTION - THE CONSTRUCTION UNION OF VIETNAM
ON STRENGTHENING LABOR PROTECTION WORK IN THE CONSTRUCTION INDUSTRY
Labor protection work in the Construction Industry holds a very important position, with the viewpoint that "people are valuable assets" to ensure safe production and happiness for workers.
However, in the past year, labor protection work in the industry has been given attention and directed by units, improving working conditions, ensuring safety, contributing to promoting production and completing the industry's main tasks. Nevertheless, recently, labor protection work has shown signs of being relaxed, serious accidents and fatalities have occurred, in 1989 and 1990, the number of deaths and injuries due to workplace accidents in the industry accounted for a high proportion, occupational diseases have developed and continue to do so. Through analyzing the incidents that occurred, there were many causes, but the main cause was: The awareness and responsibility of each cadre and worker were not high, violating procedures, regulations, and internal safety rules. The direction and inspection were not strict enough, and the handling of violations was not timely or severe.
To strengthen the strict direction of labor protection work, ensuring safety for people and equipment, preventing workplace accidents, and preventing occupational diseases in the construction industry, the Minister of Construction and the Standing Committee of the Vietnam Construction Union request that: Heads of units and the Standing Committee of the Trade Union of each unit in the industry need to implement the following contents well:
1. Each cadre, worker, and staff member in the industry must fully understand the position, requirements, and content of labor protection work with the viewpoint that "people are valuable assets," "production must be safe, safety ensures production." In their respective positions, each person must perform labor protection work well during production. Unit heads, who are direct leaders, must take responsibility to coordinate with the same-level Trade Union to effectively direct labor protection work.
2. When establishing and directing production plans, it is essential to include plans and measures for labor protection, ensuring all necessary safety and hygiene conditions, and equipping protective gear for workers. Strictly prohibit the practice of outsourcing and paying for protective equipment and wage rates as stipulated in Circular 02/LĐ-TBXH dated January 19, 1990, issued by the Ministry of Labor, Invalids, and Social Affairs.
3. Seriously implement training and propaganda education for cadres and workers on technical safety and hygiene procedures, preventive measures against occupational diseases, policies on labor protection, and individual responsibilities. Train and build a network of safety and hygiene officers at production teams. Strictly implement State regulations "14-79" in construction, electrical, machine shaft regulations, boiler and pressure vessel regulations, prohibiting the operation of pressure vessels without a permit from the Ministry.
4. Maintain regular mass inspection systems for technical safety and hygiene, the implementation of labor protection policies according to seven contents announced in Circular 08 TT/LB Labor, Health, Civil Service, General Confederation of Trade Unions. During inspections, pay attention to specific measures to care for the health of cadres and workers suffering from occupational diseases and those injured in workplace accidents. Particularly, show concern for the families of workers and officials who died in workplace accidents with the moral responsibility of "remembering the source of water."
5. Seriously implement statistical, investigative, and reporting work on workplace accidents and occupational diseases, quickly report workplace accidents, and regularly report quarterly and annually according to Decision 45 QĐ/LB dated March 20, 1982, regarding the Ministry and the Trade Union of the industry. Severely handle cases of violations concerning the safety of people and equipment. At the same time, encourage and reward collectives and individuals with outstanding achievements in labor protection work.
To assist the Ministry and the Vietnam Construction Union in monitoring and directing this work, the Minister and the Standing Committee of the Vietnam Construction Union assign the responsibility to the Organizational Labor Department to direct the Pressure Equipment Inspection Center - Boilers, the Medical Center to cooperate with the Labor and Salary Committee of the Vietnam Construction Union to supervise and inspect units in the industry to implement the contents of the directive. In 1991, conduct inspections at key construction and installation sites and building material production facilities to draw lessons, thereby researching and proposing supplements to policies on labor protection work in the construction industry. The Ministry and the Vietnam Construction Union will organize a specialized conference on labor protection at the end of the third quarter of 1991.
Unit heads should cooperate with trade unions and plan self-inspections according to the contents of the directive and take specific measures to correct and effectively direct labor protection work.
Upon receiving this directive, Vice Ministers should cooperate with the Standing Committee of the trade union at the same level to strictly implement this directive.
