OF THE CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
NUMBER 162 DATED DECEMBER 26, 1946
THE CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
Pursuant to the current laws regarding martial law,
At the proposal of the Minister of National Defense and the Minister of Interior Affairs,
After deliberation by the Council of Ministers,
ISSUES THE DECREE-LAW:
Article 1
The Resistance Committees are hereby authorized to declare martial law within their respective zones.
Article 2
Upon declaring martial law, each Resistance Committee must immediately report to the Ministry of National Defense and announce it to all administrative agencies and the public by every means possible.
When lifting the martial law order, they shall follow the same procedures. However, before lifting such an order, approval from the Minister of National Defense is required, except in cases where communication is disrupted.
Article 3
The Ministers of National Defense and Interior Affairs are responsible for implementing this Decree-Law./.
